PRAB
SPECIAL MEETING
JULY 1, 1998
The meeting was called to order by Chairman Ackerman at 5:30 p.m. in Room 219 of the City
Administration Building.
Members Present: Ackerman, Bleidt, Charboneau, Eads, Judy
Members Absent: Luttrell, Staggs, Thiel

A special meeting of the Parks & Recreation Advisory Board was held at 5:30 p.m., July 1, 1998.
PRAB members met at the City of Fayetteville Administration Building and boarded a van to tour
several facilities.
Babe Ruth Ballpark
PRAB members visited the Babe Ruth Ballpark to evaluate proposed renovation needs for the
facilities. Babe Ruth President, Mark Taylor and Jerry Bell demonstrated various safety hazards
regarding the fencing and backstops. Mr. Bell stated the most common complaint received from
visitors was there is no shelter from the sun. He requested a mesh canopy over the bleachers to help
provide shade. The second most frequent complaint received is the poor condition of the restrooms.
Mr. Taylor said Babe Ruth would like to see a new concession building constructed centrally
between fields. The existing concession building would remain as a maintenance/storage center.
Lake Fayetteville Campground
PRAB members visited the Lake Fayetteville North Shore Site area. Mr. Ackerman stated a complete
study needed to be made regarding the proposed construction of a campground. When asked if the
area was subject to flooding from lake overflow, Mr. Ackerman said the lake level fluctuated slightly
but would not flood due to the spillway. PRAB also discussed possible future improvements to the
boat dock area which would include a pavilion, shop/restrooms expansion, and construction of a
playground.

PRAB members visited the site of the proposed Pine Valley - Phase V development located east of
71 Bypass and north of Pine Valley/Pine Crest Subdivisions Located in the northwest quadrant, the
site is not a priority area according to the 1994 Master Plan. Ms. Dugwyler stated the .28 acres could
be considered as a possible trail connection from Hamstring Creek to Garland Avenue. Several
PRAB members suggested taking money in lieu to aid in the development of existing Pine
Valley/Pine Crest park land This issue will be discussed in detail at the July 6, 1998 regular Parks
& Recreation Advisory Board meeting.
Green Space - Hawg Heaven Addition
PRAB members visited the site of the proposed Hawg Heaven Addition located south of West Sixth
Street (Hwy. 62) and east of Razorback Road Located in the southwest quadrant, the site is not a
priority area according to the 1994 Master Plan. Some concerns were expressed as to the lack of
existing park land in the immediate area. PRAB members felt residents would not cross Hwy. 62 to
the existing Bates School Park. This issue will be discussed in detail at the July 6, 1998 regular Parks
& Recreation Advisory Board meeting.
Fayetteville Youth Center

Following the tour, Parks & Recreation Advisory Board members met in Room 326 for discussion.
July 6, 1998 regular meeting agenda items were discussed briefly. Mr. Charboneau stated that the •
Fayetteville Youth Center had applied for a $2 million grant to renovate the existing Youth Center
last year. However, there had been a question of ownership regarding the land on which the facilities
is located. The Don Ray Foundation granted $62,500 to conduct a needs study. The strategic
planning, master facilities planning, and institutional development planning costs were quoted at
$157,300. The Fayetteville Youth Center requests the City to assist in the amount of $79,800 to
conduct this study. Questions were raised regarding the cost. Ms. Dugwyler stated that it was
estimated that a Master Plan for all of the parks would cost approximately $50,000. She questioned
the $157,300 cost relating to only one facility. Mr. Charboneau stated the foundation was insistent
on FYC board members to travel and visit other facilities in Las Vegas and possibly New York. Mr.
Ackerman stated there was a need for support, but he questioned figures and funding sources. He
stated he would like to see better clarification. Mr. Charboneau said additional information would
be presented at the July 6, 1998 regular board meeting.
Park Watch Ad Hoc Committee
hi response to the continual vandalism problem occurring in parks, it has been suggested that a Park
Watch program similar to the Neighborhood Watch program be launched. The Ad Hoc Committee
would be made up of a representative from City Council, Police, Parks, and two to three members
from the Parks and Recreation Advisory Board. Matt Charboneau and Gail Eads expressed interest
in serving on the committee.

Capital Improvements Program
The proposed 5 -year CIP plan was discussed. Mr. Ackerman requested more detail regarding the
plan as to how estimated figures are derived An itemized list with specific costs for each project was
requested. Mr. Charboneau suggested including CIP items in each regular meeting agendas to allow
discussion and ensure adequate time for input. Mr. Ackerman urged PRAB to thoroughly review the
CIP proposal which would be discussed in more detail at the July 6, 1998 regular meeting.
The meeting adjourned at 8:45 p.m.
