OTHER BUSINESS • • • Parks and Recreation Advisory Board Page 2 April 28, 1998 INFORMATIONAL ITEMS - Connie Edmonston * GREEN SPACE - "OWL CREEK" ( will be re -named ) P.R.A.B. recommended at our Special Meeting held April 23, 1998 to accept money in lieu of land and request a variance from City Council on May 19, 1998. The P.R.A.B. felt their decision was justified because the proposed park land is located in a floodway/floodplain area, is not a trail or green way route and would create a costly maintenance situation, and felt the amount of undeveloped land in the area would provide future opportunities to acquire more appropriate park land. * SREEN SPACE - Easton Park The developer now requests that the P.R.A.B. recommend to City Council on May 19, 1998 that the northwest park land to be taken plus money -in -lieu for the remainder. The remaining money is $26,250 based on 169 single family units. Staff recommends that this recommendation be taken to City Council for a waiver. * Fayetteville Fall Baseball update on request for batting cages. The P.R.A.B. recommended on the April 23rd Special Meeting to grant permission to the baseball league at Walker Park to construct batting cages with the provision they work with Staff on aesthetics and location and with the understanding the leagues are expected to provide upkeep and maintenance of the batting cages to park standards. * Bates Elementary School playground request was approved at the April 23rd Special Meeting. The bid opening date is May 12th and will be discussed at the City Council meeting on June 2nd. The P.R.A.B. recommended to allocate up to $29,000 of green space matching funds for the construction of a playground of which will be installed by the school system and will be ADA accessible from the school to the park. * Walker Park bleachers for field #6 & #8 were discussed at our April 23rd Special Meeting. The P.R.A.B recommended the allocation of up to $9,000 of green space funds for the purchase of bleachers. • • • Parks and Recreation Advisory Board Page 2 April 28, 1998 * CAPITAL IMPROVEMENT PROJECT (C.I.P.)UPDATE: Girls Softball Complex Phase II The bid opening will be held for construction on April 29th. Veterans Memorial Park restroom, parking lot, and entry Sign The survey of park area is being completed by McClelland Engineering. The restroom design is in progress and are being designed to remain open all year. Hptz Park The design work is in progress. Williams *August 13th Ultra Suede *August 27th Trout Fishing in America • • PRAB REGULAR MEETING MAY 4, 1998 The meeting was called to order by Chairman Ackerman at 5:30 p.m. in Room 219 of the City Administration Building. Members Present: Ackerman, Bleidt, Charboneau, Eads, Judy, Luttrell, Staggs Members Absent: Thiel Staff Present: Edmonston, Dugwyler, Nelson Guests Present: Lt. Munson, Fayetteville Police Department Media Present: Rusty Garrett, NWA Times Jill Rohrback, Morning News I. MOTION: JUDY/CHARBONEAU The Minutes from the April 6, 1998, PRAB regular meeting were approved as presented, 7-0-0. II. Introduction of new Parks & Recreation Superintendent, Connie Edmonston - Dugwyler Ms. Dugwyler introduced Connie Edmonston as the Parks & Recreation Superintendent. Ms. Edmonston said the Parks Division was very happy to have the Advisory Board members volunteering their time because their input was very important. III. Park Patrol Report - Police Department Lt. Munson reported that the Fayetteville Police Department assumed management of the civilian park patrol in November 1994 because they worked closely with the police department. There are 2 11 full time equivalent positions currently budgeted for the park patrol; this usually translates to 3-4 part time positions. Lt. Munson said the City of Fayetteville currently has approximately fifty parks and park land including the eleven elementary school parks. The civilian park patrol is in direct radio contact with the police 411 May 5, 1998 / Page 1 PRAB Regular Meeting department during the duration of their shift. If assistance is needed, an officer is dispatched. The park patrol generally patrols all parks and ensures restrooms and gates are locked at park closing time. If there is a maintenance problem, they will notify the Parks Division. The park patrol also assists with the Summer Concert Series by providing traffic control. There have been a lot of positive comments from the public in regards to the park patrol, and it is an excellent public relations tool for the city. Lt. Munson said although the park patrol has no police authority, their presence is appreciated by the public. The park patrol generally works week days from 4:00 p.m. until midnight and weekends beginning at 8:00 a.m. and rotate throughout the day. Mr. Ackerman inquired about plans for the park patrol program to expand in the future. Lt. Munson said she did not see it expanding in the near future, but she said with the city's growth rate and the acquisition of more parks it possibly could. Mr. Ackerman said he encouraged the City Council to appropriate additional funding for additional park patrol because of the benefit the community was receiving from the service. He said he looked forward to the expansion of the program if possible. He would also like to see a part time park patrol position work from the satellite station at the Northwest Arkansas Mall. Lt. Munson said currently the sub- station was not completed on the inside and was limited on access, but that could be a good possibility for the future. Ms. Dugwyler inquired about the status of the vacant park police position, and Lt. Munson said that position had not been filled. IV. OTHER BUSINESS Ms. Edmonston informed the PRAB that Easton Park was on the City Council agenda. The developer requests that the northwest park land be taken plus money in lieu for the remaining park requirement. A waiver will be requested from City Council. Bids for the girls' softball complex came within budget. Staff is trying to get this item on the May 19 City Council agenda along with the Owl Creek item. PRAB members met on-site at Owl Creek on April 23. They recommended to accept money in lieu of land and request a May 5, 1998 / Page 2 • • PRAB Regular Meeting variance from City Council. It was also a consensus that the amount of undeveloped land in the area would provide future opportunities to acquire more appropriate park land. Ms. Edmonston reported that three sets of bleachers had been ordered for Walker Park baseball fields #6 and #8. They are expected to be delivered within fourteen days. The Baseball Association submitted a plan for bleacher pads which has been approved. The Baseball Association will be installing the bleachers. Efforts are continuing with the Fall Baseball League on the location and construction of batting cages at Walker Park; awaiting bids on playground equipment for Bates Elementary School; design work is in progress for Hotz Park; the bid opening for Walker parking lot will be May 19; due to the possibility of restricted access, a vehicular bridge for Greathouse Park is being recommended. A hydraulic study will be completed. The Sutton Street property issue was not included on this month's agenda due to limited time for public notification.
