There were over twenty guests that attended this meeting representing several groups and associations. There were representatives from the Botanical Garden Society of the Ozarks, Adult Center, and the largest contingency were runners. Landplan, of Tulsa, showed slides of multi -use trails in Oklahoma. The runners attested that they did not want a hard surface to run on. ASLA 41411 Reference: Lake Fayetteville Trail Subject: Comments for Consideration (918) 584.6468 Page 2 of 3 Based on the comments from the majority of the group present at the workshop on October 28, I have the following comments for your consideration. Observations: • Most of the group did not agree with the goals established at the first meeting. especially with those directly related to creating a multiuse trail. Several participants were at the first meeting and did not offer any disagreement at the time. It appears that their goals are more in line with constructing a running/hiking footpath for only those at a higher level of fitness than a lot of potential users. • Private individuals have constructed the existing hiking footpaths and have a pride in ownership of the existing trails. They are opposed to changing the existing footpath to a multiuse trail. • Most do not want any sort of multiuse trail, only some improvements to the existing trail. This will perpetuate their concept of the existing hiking footpath. • The group is concerned about loss of trees and the impact of the trail on the environment. I believe that most believe that anv change is negative. • Most were not that concerned about providing emergency access. If it is a hiking trail, then users should be aware of the risk. This is an appropriate response to risk management for a /liking trail. • It was an impressive turnout to rally against a project they believed would negatively impact a natural asset of the community. Workshop Page 2 • Some persons within the group appear willing to maintain the existing hiking trail to compel the Parks Department to take no action on constructing any sort of multiuse trail either soft or hard surface. Recommendation Options: A meeting should be held with the Environmental Study Center. Wade Colwell and the Botanical Gardens to further discuss trail options.....from hiking walking footpaths to multiuse trails. Maintenance responsibilities for the existing hiking footpaths should be discussed. Option 1 • Finalize the master plan with recommendations for a 10' wide multiuse trail either soft surface or hard surface depending on the outcome of discussions with the interested parties listed above. Veterans Park to Highway 265 (phase I). Environmental Study Center (phase 2),. Veterans Park through North Park (phase 3) Option 2 • Recommend a multiuse trail soft (limestone screenings) 8' or 10' in width in the alignment shown on the latest plans from Highway 265 to Veterans Park. This section holds the greatest opportunity to increase the usage a Veterans park and provide more citizens of Fayetteville. (Phase 1) • Recommend a 10' wide multiuse trail from Veterans Park across the dam, to the marina and to the North Park. (Phase 2) • Recommend utilizing the existing natural surface hikiiwrwaking footpath around the environmental study arca. Wade Colwell has blazed a trail in this area and he has etpressed interested in maintaining it. Option 3 • Recommend enhancement of the existing hiking/walking natural surface foot footpath from Veterans Park to Highway 265. Make needed repairs to the footbridge and widen the existing footpath by hand or small machinery. At Veterans park this footpath should be designated as a hiking trail so that new users have an idea of the type of surface and conditions to expect. • Recommend utilizing the existing natural surface hiking:waking footpath around the Environmental Study Arca and construct a new• hiking footpath to North Park.
