REGULAR MEETING
SEPTEMBER 8, 1997
The meeting was called to order by James at 5:30 p.m. in Room 326 of the City Administration
Building.
Members Present: Bleidt, James, Judy, King, Staggs, Thiel, Waite
Members Absent: Ackerman - Out of town
Staff Present: Clark, Dawson. Dugwyler, Nelson, Perkins, Rogers

BUSINESS:
1. MOTION: THIEIJBLEIDT
The Minutes from the August 4. 1997. PRAB regular meeting were approved unanimously
7-0.
I1. Announcement of Dudley Dawson to our Parks' Staff as the new Program Coordinator -
Clark
Clark introduced Dudley Dawson as a new staff member. Dawson has spent
several years as a sportswriter and was the sports editor at the Northwest
Arkansas Times. Dawson also has a radio show on Monday nights.
III. Survey of MudcreeWGulley park land completed - Clark
Clark: The survey has been completed. We have driven some iron stakes in the ground.
We will identify those with permanent metal markers. These will be tall enough to see and
hopefully will be attractive. They will mark any change to the boundary line as it moves up
and down. We gave the residents along Country Way fifty feet, we are making sure
everything belonging to the neighbors is off of park property. We will also begin working
on the trail. We have had engineers out there because there are a couple of ditches we will
have to cross By the end of the year, we will be able to go up and down the trail. I'm not
saying it will be paved, but we are working on the trail going from Azalea to Gulley Park.

IV. Committee Assignments to new board member, Jan Judy - Clark
Clark told the PRAB that new committee member, Judy, should be appointed
to the committees vacated by her predecessor. Those committees are the
Facilities Committee and the Program/PR Committee.
V. Washington School Lease Agreement - Clark
Clark: We have been working with Washington Elementary School, we have visited the
site, but we have not received a legal land lease agreement to work with them on their
proposal. I have visited with Mr. Turrentine, and he sent the agreement to his surveying
staff. They are working on it. There has to be a resolution passed or some agreement with
the city on the lease agreement. The school Board also needs to approve the lease. To put
the horse before the cart, the school has asked us to help. I believe we have all agreed to
help; they are trying to finalize how much we are going to help. It is my recommendation,
based upon their request, to help with the hard surface on the playground, basketball goals,
and tetherball poles. I believe the amount of $8,200 would cover our part of the financial
obligation to assist them with that contingent on receiving the approved land lease
agreement.
Rogers: The $8,200 would be for the concrete pad and four basketball goals The
specifications on the basketball goals have been upgraded for vandalism purposes. The
price per pair is $1,635; their amount was $700 per pair.
King: The $8,200 only includes the pad and four basketball goals but not the tetherball
poles?
Rogers: Yes. Although the tetherball poles were included in the original request, the PRAB
only approved the pad and four basketball goals from Washington's request list.
Clark: The funds would come from the green space southwest quadrant.
MOTION: WAITE/KING
The PRAB moved to contribute up to $8,200 from green space funds to assist Washington
Elementary School in playground development/improvement after the land lease
agreement is finalized.
Motion approved unanimously 7-0.
VI. Proposal on increasing the Green Space money in lieu formula - Dugwyler
Dugwyler presented to the PRAB data obtained from several real estate groups
in the city. The prices received are average per acre and vary widely depending

on location within the city. Dugwyler stated there had to be one price used for
the entire city and could not be divided across town into quadrants. The
average of the prices obtained is $15, 000 per acre. When this formula was
reviewed in 1994, the figure arrived at was $12,000 which was a 33% increase
from the previous amount.
Thiel stressed concern that $15,000 per acre may be too low. She suggested
to avoid facing this issue again relatively soon that perhaps we should consider
raising it a maximum percent. Bleidt said he was not comfortable going over
$15, 000 based on the data received. King said we have to consider the low end
of the spectrum as well.
MOTION: KING/WAITE
The PRAB recommended to City Council to amend the green space ordinance to reflect
an increase of the money in lieu formula to be based on an increase from $12,000 per acre
to $15,000 per acre.
Motion approved unanimously 7-0.
VII. Happy Hollow school playground and poured -in-place fall safe material has been
completed with the assistance of our Green Space matching funds - Clark
Clark said the poured -in-place surface adds an additional h to 1/2 to the initial
cost, but it seems in the long run that maintenance will be much Less. It is a
much cleaner surface, and it stays underneath the equipment where it is
supposed to be. In the future, Clark believes it will be the staff's
recommendation to go with this type of fall safe material. There is also a five
year full warranty with this particular surface.
VIII. Public Meeting date changes - Dugwyler
Dugwyler informed the PRAB of several upcoming dates of importance. The
Tulsa trip to look at different types of trails with LandPlan Inc. will be
September 23. The first public meeting regarding the Lake Fayetteville trail is
scheduled for October 7 at the Continuing Education Building at 7:•00 p.m. The
second public meeting is tentatively scheduled for October 28 at the same
location and time.

IX. Update on Summerfield Subdivision P.R.A.B. proposal to take Parcel A and Parcel B land -
Clark
Clark updated the PRAB on the City Council's acceptance of the PRAB's
recommendation to take land adjacent to the softball field (Parcel A and Parcel
B). A lot within the subdivision was also given for their use only which they will
select, maintain, and determine what is put on it. This was following a concern
of children from the subdivision crossing Salem Road to the Girls' Softball
Complex.
X. Update on Fayetteville Apartment Development P.R.A.B. proposal to take money in lieu -
Clark
Clark updated the PRAB on the City Council's acceptance of the PRAB's
recommendation to take money in lieu of land. As this project develops, it is
staff's recommendation to utilize the green space funds to develop a trail
around the perimeter of Davis Park. Dugwyler said that according to ordinance
we could not tie green space money to a particulat park but just to a quadrant.
However, we can propose to the PRAB how the money should be spent.
XI. Update on proposed Lake Sequoyah property sale of 0.31 acres from City Council - Clark
Clark said the City Council approved the sale of 0.31 acres of Lake Sequoyah
property to straighten a property line belonging to Joe Collins. Mr. Collins had
been asked for an easement, and he proposed selling the easement in exchange
for the sale of the 0.31 acres at the back of his property to straighten the line.
The buying and selling was not contingent on one another.
XII. Update on Botanical Garden Society Lake Fayetteville land lease agreement from the
9/2/97 City Council Meeting - Clark
City Council approved the land lease agreement with the Botanical Garden
Society for Lake Fayetteville property.
Bleidt said that Donna Porter asked him to mention that a PRAB member is to
be on the BGSO Board. This is a working Board averaging two to three hours

of time per week. This will be placed on the agenda for the October meeting.
XIII. Parks' Project Status Report - Clark
Clark said the project at Gulley Park has been completed, and we have
received our money from the matching grant. We have not yet received money
on the Davis project. Meetings with engineers on the soccer fields and girls'
softball fields have been held. Both of these projects are underway. The pool
has been closed, but there are some lingering construction problems. Pool
revenue and attendance was down from previous years. Fall softball is
underway and flag football and volleyball begin this week. Waite inquired if any
construction on the girls' softball complex would be completed this fall. Clark
anticipates some construction this fall; engineering problems and contracts
have delayed progress on this project. Architects and engineers are working on
plans for the Walker parking lot The winterization project for Gulley and
Wilson park restrooms is also a priority; Clark will visit with construction firms
on this matter. The Holcomb and Vandergriff community gyms are open
weekdays from 6-9 p.m. At a late' date the gyms will be open on Sundays from
1-5 p.m.
