The meeting was called to order by James at 5:30 p.m. in Room 219
of the City Administration Building.

BUSINESS:
I. MOTION: RING/WAITE
The Minutes from the May 5, 1997, PRAB regular meeting were
approved unanimously 5-0. (Staggs arrived to the meeting
later) .
II. Washington Elementary requesting Lease Agreement with the
Parks and Recreation Department and request for matching funds
for playground equipment - Principal Michael Mason
Mason: I'm Mike Mason, principal of Washington Elementary
School. We have a very active PTO group at Washington
interested in improving our playground for the school and the
community. We have a lot of students and kids from the
community who come to the school grounds in the evening to
play ball. I believe all of the other schools in Fayetteville
except ours is part of the parks system We are seeking to

become a part of that system as well, and we are asking for
your assistance in that process.
Waite: I assume you have already talked with the school
system. Do you just need an approved agreement from this
board? There needs to be something written.
Mason: Tracy Miller from our PTO has gathered some paperwork
and Dr. New has signed them.
Miller: Dale Clark and Nancy Dugwyler has had contact with it.
We found the original lease agreement from 1973, and I
modified it to be virtually identical [to the original lease
agreement] but just for our school. I took copies to the
superintendent's office and the mayor's office. They have gone
over it, they have made legal changes, and it has arrived at
the park's office.
Waite: Are we all set?
Dugwyler: Clark has it in his office. As far as I know all the
changes have been made.
Mr. Mason presented the PRAB with proposed plans by the school
PTO. A diagram of the proposed project was also given to the
board for their review. Dugwyler said the contract/lease
agreement would have to go through the mayor's office. One of
the school's goals is to have their improvements completed
before school resumes session in the fall. Dugwyler suggested
studying the proposal and considering it after visiting the
site and when meeting on CIP projects.

Neill: My name is Jim Neill, and I am the developer. I am here
to answer any questions you might have.
James:I might ask Nancy, when you looked at this [plat] were
you satisfied with the way they had it drawn?
Dugwyler: You have a proposed park area. We did not receive a
recommendation or anything from you. Were you proposing this
property with the pond as park land?
Neill: For the Homeowner's Association.
Dugwyler: Down Skillern Road and to the west a bit is
Brookbury Park. Based on that and the existing park land in
the area, we recommend money in lieu.
MOTION: WAITE/BLEIDT
The PRAB moved to accept money, $8,700, in lieu of land to
satisfy the green space requirement for Orchard Park Estates.
Motion approved unanimously 5-0.
IV. Lake Fayetteville Trail update - Dugwyler
Dugwyler informed the PRAB that the proposal for a conceptual
plan for the Lake Fayetteville trail will be going before City
Council tomorrow evening. This trail would encircle Lake
Fayetteville. We are proposing to hire a firm from Tulsa,
LandPlan Inc., to do a concept or master plan for this trail.
During the agenda session, members of City Council had some
concerns of which we will address tomorrow night. Dugwyler
urged members to attend the meeting. Waite perceived a main
concern of City Council was not utilizing in-house effort for
this project. Several years ago we were able to use City
engineers, but their increased work load has left them little
time to work with us. Dugwyler said this is a rather ambitious
project with large bridges spanning the spillway and Clear
Creek which falls in the FEMA flood plain. There are also
drainage, ADA, and environmental concerns to address. Dugwyler

feels like this project is a little above and beyond what we
can accomplish in-house. Keith Franklin from LandPlan will be
attending the City Council meeting as well to answer
questions.
V. Public Hearing Report - Dugwyler
Dugwyler said we are in the process of applying for grants.
One we are looking at is from the Arkansas Department of Parks
& Tourism Outdoor Recreation grant. A requirement of this
grant is that we hold a public hearing to gather input from
the public as to what they see as future needs of the parks
department. We held a public hearing on May 8 at the
Fayetteville Youth Center. The public addressed development of
Combs Park, a new type of playground, people from Washington
Elementary School were present, Arkansas Winds talked about
the possibility of a permanent band shell in one of the parks,
and playground safety was also an issue addressed. From the
public input, we pick what we think is the most pressing need
and apply for our grants. The safety factors of the playground
equipment at Walker Park looked like the most pressing issue.
Attendance was fair and enormous assistance from the Northwest
Arkansas Regional Planning Commission was received.
VI. Gulley Park property purchase report/City Council approval -
Clark
Clark informed the PRAB that a tentative closing date on the
property is July 1. Be anticipates closing the first week of
that month.
VII. Hillborn Children's Heritage Farm Memo of Understanding from
the Parks & Recreation Department (this Draft Form has not
been through our Legal Department at this time) - Dugwyler
Dugwyler: I patterned this memo of understanding after the
facilities usage agreement we use for groups who use our
athletic fields and also from the Botanical Garden Society
lease. I have not presented this to Hillborn; I wanted you to
review it. It has not gone to the city legal department. I
want any ideas you might have, and we will go from there.

King: The only question I had when I read it was perhaps
adding the stipulation that would give the city the right to
give a 30 or 60 day notice to terminate the agreement in case
something came up, so we would not have to wait until the
lease expired.
Bleidt: Concerning the extension that can be granted from year
to year, would that be one year extensions?
Dugwyler: Yes.
James: I have a question on the wording where we say "...shall
operate, maintain, and promote the Children's Farm on property
wholly owned by the City." That seems a little misleading.
Dugwyler: I guess what that means is the property of ours they
are going to use is wholly owned by us.
James: There has got to be a better way of saying that.
Bleidt: You can just say on subject property because we have
identified in the opening where it is.
Dugwyler will make changes and present to City Attorney Jerry
Rose. The agreement will then be presented to Hillborn and a
final copy will be presented to the PRAB.
VIII. Parks' Project Status Report - Clark
Clark presented a project status report. Improvements at Davis
Park (adding entranceway, basketball court, playground
equipment, and sidewalk) are estimated at 70$. Dugwyler said
the two -rail fence should be started this week, and the
playground equipment should be arriving soon. Clark urged
everyone to drive by the park and see it taking shape.
Sidewalk to the gazebo, ADA requirements of decreasing slope
on bridge, and walkway to the playground equipment are near
completion at Gulley Park. Work is in progress on the parking
lot expansion. The walking path has been out of commission for
some time, and people are anxious for completion.
Contracts with engineer on the soccer fields at Lewis are in
progress. Clark has met with U of A agri people who are
offering input on establishing athletic turf. We are looking
at taking the top soil off, shaping it, putting it back, and
adding Approximately 4" of sand on top of that to grow turf.
A field like this is not conducive to everyday play; it is

more for games and events. It is considerably more expensive
than anything we have done in the past.
Clark is working on the contract for the girls' softball
complex. The pool is tentatively scheduled to open June 9.
Hollow places in the pool plaster bottom delayed opening, and
the contractor has been repairing it. Staff has been hired for
the season.
Clark reported that staff is working on a monthly report
listing all of the parks broken down by quadrant including the
new parks coming into the system.
Dugwyler said the mayor recently signed a contract with
Wittenberg, Delony & Davidson to begin design work addressing
the parking problem at Walker Park. They will also be
designing several other projects. Clark said requests to light
Block Street have been received. There is a parking lot on the
north end of Block St., but there are no lights along the
street. Clark would like to look at lights similar to Gulley
Park on timers, but these lights are expensive.
IX. Softball questions from U.S.S.S.A. representative - Chuck
Yarbrough
A list of questions presented to the PRAB by Chuck Yarbrough
were addressed by Shannon Gay, Dale Clark, and Nancy Dugwyler.
A copy of these responses will be given to Mr. Yarbrough.
Stocker: I'm Rick Stocker, District Commissioner for the
Amateur Softball Association. Staggs and Gay asked me to
address one of the questions which was:does the re -affiliation
of Fayetteville with ASA endanger any player availability? The
rule book is vague. My opinion is that I am not going to do
anything to keep people from playing softball. If the
Fayetteville league decides that someone playing in Springdale
shouldn't be allowed to play in Fayetteville then I will use
the resources of my office to help you implement that policy.
I think making rules to keep teams from playing softball is
counter productive. I am here like a dictionary on a shelf. I
am a resource for people to come to me if they have questions,
but I am not going to come in and try to tell you how to run
your league.

James: If we have a question about whether something is legal
as far as ASA and USSSA are concerned, where do you take it
from there? Do we get a ruling from the national people?
Stocker: There is nothing wrong with a league being dually
affiliated. The ASA takes the approach that if Fayetteville or
any other town wants to use different rules in their league to
supplement or replace the national rules that is fine.
X. P.R.A.B. approval needed to apply for a grant from the
Arkansas Department of Parks & Tourism Outdoor Recreation and
the Arkansas State Highway & Transportation Department -
Arkansas Recreation Trails Program - Dugwyler
Dugwyler requested PRAB approval for the application of grants
for (Arkansas Department of Parks & Tourism Outdoor
Recreation) Walker Park playground equipment and the (Arkansas
State Highway & Transportation Department - Arkansas
Recreation Trails Program) Lake Fayetteville Trail.
MOTION: WAITE/STAGGS
The PRAB moved to direct staff to pursue a grant with the
Arkansas Department of Parks & Tourism Outdoor Recreation for
playground equipment improvement at Walker Park.
Motion approved unanimously 6-0.
MOTION: WAITE/BLEIDT
The PRAB moved to direct staff to pursue a grant with the
Arkansas State Highway & Transportation Department - Arkansas
Recreation Trails Program.
Motion approved unanimously 6-0.
XI. OTHER BUSINESS
Renko:My name is David Renko, and I am president of a new
group which has formed in the area called Ozark Off Road

which has formed in the area called Ozark Off Road Cyclist.
Clark: These people are looking for a place where they are
sanctioned to ride and where they are welcome to ride. They
have rules, and they are offering a service.
Renko: We are a new group. The purpose of the club is to
advance the sport of biking and the opportunities in the area.
I have been a cyclist for about eight years, and there are not
many opportunities especially for beginners. We would like to
secure healthy lines of communication with the city and other
officials. We have had good luck with Eureka Springs. You
provided the opportunity for us to do trail maintenance at
Lake Wilson. Basically what we would like from the city is the
consideration of a club that fairly represents the
recreational outlets of mountain bikers locally and
regionally. Our current mailing list and membership list is
fifty people of various ages. There is a fairly broad specimen
of people in our group. We would also like the opportunity to
help. We moved hundreds of rocks from the trail at Lake
Wilson. We can offer volunteer efforts. We have worked with
Devil's Den to create new trail. They will be marking new
trails there soon. We also offer information on how mountain
bikers in the area look at it and through a national and
international stand point. We are affiliated with the
International Mountain Bike Association which offer incredible
advantages such as insurance. We have ridden 300 miles in the
past two months, and we have encouraged riding as much as
possible.
Clark said this group wants to be included in the design work
of trails. He encourages them to help. This group brings rules
of etiquette which will be helpful to us in the future. Waite
suggested looking at initial planning at Lake Sequoyah. Renko
said all the trails in the area need more maintenance, and his
club could help with volunteer efforts.
Thiel suggested re -appraising the value set for money in lieu
because the value is currently not in agreement with property
values of the area. Waite requested distributing copies of the
Green Space Ordinance and addressing this issue at the next
meeting to recommend a change of value to City Council.

actively pursue park land in the southwest quadrant.
James announced the resignation of board member John
McCutcheon. McCutcheon's job requires extensive travel, and
his presence will be missed.
Dugwyler said it is again CIP time. She distributed general
information regarding preparation for the July 4 CIP meeting.
Staff will work on requests, and the Facilities Committee will
be called to vote prior to submitting to City Council on July
11. Dugwyler also shared a card from a seventh grade class
which used Veterans Memorial Park for three days last month.
Staggs commented on the Gary Hampton Youth NIT weekend
tournament which occurred at the softball fields at Asbell,
Wilson, and Lake Fayetteville. Over 60 teams with more than
700 kids and their parents were on hand from various cities.
It is nice to see that kind of participation which also
affects HMR revenues.
Staggs was also concerned with the safety hazards of stray
golf balls from the driving range injuring softball players.
The problem area is mostly field #2 at Lake Fayetteville. He
questioned whether protective screening was the responsibility
of the city or that of the driving range. Clark has visited
with legal which suggested he visit with the driving range
owner. Clark has visited with the owner, and he (Clark) is
unsure of the next step.
