The proposed development includes plans for a park area which would
encircle a pond on the 12 acre complex site. A trail would be
constructed, a fishing pier, and other activities.
Gray: My name is Harry Gray, and I am with Northwest Engineers. The
original layout had 112-114 units. We met with the city Planning
Division, and at that time we had parking directly off the main
drive. Planning wanted the parking lot separated from the drives.
We re -drew the plans, and we came out with 99 units. This is a
senior citizens development, and we would like to develop a park
geared to the senior citizens.
James: Within in that cluster somewhere?
Gray: Yes. There is a park area designated on the concept plat.
Dugwyler: This area goes around the south side of the dam, the east
side of the lake, around the plaza, and around to the west housing
area.
James: How long would the trail be?
Gray: Probably 800 feet or more.
James: It's going to be a soft surface walking trail?
Waite: I move that we take money in lieu of the land.
Clark: Is the pond a retention pond or just a pond to service the
park area?
Gray: It would be both. We needed a detention pond in order to meet
the grading requirements. We had proposed to develop the park in
the manner the PRAB wanted.

James: If we took money in lieu, would we still have the option to
go in and helping them set up a trail or park like setting?
Clark: I think that depends on the developer. If we take money in
lieu, it would strictly be up to the developer. In order to spend
money on this park, it would have to be open to the general public.
Thiel: The seniors might not necessarily want this open to the
public.
Gray: If the amenities were geared to the seniors, it might not
necessarily attract the general public.
Embach: I am the owner and developer. A few years ago when we
discussed with the city sponsoring a project for low and moderate
income senior citizens that are restricted to a certain age and
income, the current mayor suggested we look at the Walker Park area
and develop something compatible. We were trying to work together
to get the most benefits we could for the potential residents. We
started this about 2 years ago. People who rent here would have
to be a minimum of 55 years of age with varying income degrees.
Half of the project will have an income limit, and the other half
will not have a limit. It's extremely important that the
environment you create that these people can interact with the
neighborhood. We do not want to have just an island there. Fifty
percent or better do not drive, and they cannot walk a great
distance. We want to encourage other people to come into the area.
A key factor in developing projects for elderly people in the city
of Fayetteville is creating a development with activities for the
residents. This area was targeted because it is more modest, and
the demographics show a population of over 60% senior citizens in
the immediate area. We have worked on this project for quite a
while. I thought if you had a little background on the project it
perhaps would warrant a second look at your decision.
King: My first concern about accepting money in lieu was the fact
you are creating a retirement community, and you will have an older
demographic using it. Your intention is to attract not only the
people who live there, but population from the surrounding area as
well?
Embach: Yes. We are working to try to extend the street to gain
direct access to the senior center. We would like to encourage
others to come into the area.
Waite: I think this would set a very bad precedent for all
developers. We are jointly going in with the developer ahead of

time and spending city money to put in amenities for a developer.
Embach: We are not asking for any funds from the city. We just
wanted your approval. We will develop the park to your
specifications.
Waite: If it's a city park we have the responsibility of
maintaining it.
Clark: Once the park is developed and it is turned over to us, then
the city would be responsible for the maintenance of the facility.
Embach: We suggested that some of the grass mowing might be done
intermittently. The city may not always be there. We would probably
do a little mowing to keep it uniform with the rest of it. The rest
wouldn't require a great deal of maintenance.
Waite: I still have the concern that this is built to service this
development. Two blocks away we are putting in a half million
dollar facility to serve the wider community of senior citizens. We
are drawing from all over Fayetteville; this is designed to serve
this developer. A developer may build a swimming pool in the center
of an apartment complex and say 'why can't that be a park?' The
city can then take over the maintenance of it. When the development
is to serve just the immediate area and not draw from around it,
and I think that is the case particularly when we have competition
just two blocks away with a major senior citizens complex...
Embach: We were not trying to compete with that at all. We are
going to have a shuttle bus take them to that center. We plan to
have them involved with the center. But a lot of people don't
necessarily take advantage of that. A lot of folks become very
reclusive as they get older. The neighborhood which surrounds us is
all older people, and we are hoping that this development will
provide a great deal of socialization and recreation. We want the
opportunity to help the elderly stay active in their community.
Clark pointed out that several developments in the past had
rejected to the public using their amenities once installed. Waite
commented that when the PRAB votes to take land in order to keep
down density, he feels they are attempting to do a zoning job. That
is not the charge of the committee. It is Waite's opinion that if
we take land in order to control density it is a perversion of the
green space ordinance.

III. Gulley property purchase report - Clark
This item is on the City Council agenda for the May 6 meeting.
Clark encouraged PRAB members to attend. Wade Colwell is
representing the group who is offering $25,000 toward the
purchase of this property. Mrs. Gulley passed away, and the
heirs are going to deal with this property issue immediately.
IV. Restroom winterization report update - Dugwyler
Dugwyler informed the PRAB that the next restroom scheduled
for construction will be at Veterans Memorial Park. The
architect has been asked to design a facility which can be
used year round. We will have a good cost estimate to present
to the board in a few weeks. Clark has made contact with a
city staff member who has the background to evaluate the
existing restroom facilities and give us an idea of the cost
of retrofitting.
V. Vandergriff requesting funds for two basketball backboards,
rims, and poles by Bert Stark - Clark
Clark said there is an outdoor hard surface area that the
school uses which is also available to the public after school
and on weekends. The cost of two basketball backboards, r+mc,
and poles is approximately $1600 The school has installed an
approximate 50' x 50' hard surface which cost about $2500.
Clark said he would like to purchase the goals for use by the
school and for the public after school and on weekends. The
school has already put down the hard surface, and the school
will install the goals.

The PRAB moved to appropriate funds, up to $1600, for the

purchase of two basketball backboards, rims, and poles for
Vandergriff Elementary School with the school system
responsible for the installation of the equipment.
The motion was approved unanimously 6-0.
VI. Request for Greenspace Funds for an accessible sidewalk to
playground equipment for Happy Hollow School - Jacki Tighe
Dugwyler met with Fred Turrentine, Happy Hollow, and SOURCES
representatives. We are cost sharing on playground equipment
and poured -in-place surface. New or renovated structures must
include an accessible route. Turrentine said the school would
do the work. Dugwyler and Clark would like to purchase the
concrete for the route, and the school would provide the
labor. Dugwyler estimated the cost at $1000.
MOTION: BLEIDT/WAITE
The PRAB moved to appropriate green space funds, up to $1000,
for the purchase of materials to construct a handicap
accessible route to the playground structure at Happy Hollow
Elementary School with the school providing labor.
The motion was approved unanimously 6-0.
VII. Hillborn Children's Heritage Farm special meeting on April 15,
1997 - report by Dugwyler
Dugwyler said the additional meeting was to give new PRAB
members the opportunity to see the area in question. Dugwyler
suggested that Hillborn Children's Heritage Farm be allowed
use of the area below the dam and spillway to be used for non-
permanent trails. Bleidt said the area used for animal
containment would not be city property. Dugwyler said the
group would have little impact on the area. Clark said a
memorandum of understanding of usage should be drafted
including a period of time or a review period. Staff will
prepare a usage agreement granting conditional use of the
property to present to the board.

VIII. Walker Park parking expansion - Ackerman
Clark: We have been wrestling with how to improve the parking
problem at Walker Park. It isn't safe, and it isn't organized.
We looked at the master plan developed many years ago and
tried to move to the north across 13th St. in the wooded area.
We did some clearing by hand, but we need to remove some
underbrush, lay down some gravel, not remove any trees, but
create some more parking. Our estimation is we need 80-100
additional parking spaces.
Waite: Initially, we were going to open up the area and gravel
surface it.
Clark: We still have that plan available, and we are still
pushing in that direction.
Waite: Do we have any money in the budget to start that work
this summer?
Clark: We have design money for up to $20,000.
Waite: We need to get moving on it.
Clark: It's been moved down the priority list due to other
projects.
Waite: It needs to move up on the priority list; it's
important. To take that corner over, we are not losing any
significant trees. We'd only be taking out the underbrush, and
we would gain probably 150-160 parking spaces.
Dugwyler: We are contracted with Wittenberg, Delony, &
Davidson to do the design, specifications, cost estimate, and
minimal documents. We are required to call large scale
development plans which has changed the scope of the project.
We have parking lot standards and tree and landscape standards
which has made the project more involved.
Waite: We need to also consider designing a drop off area for
people to drop off passengers.
IX. Report on A.R.P.A. April 11, 1997 meeting - Dugwyler
Dugwyler is the northwest Arkansas regional representative of
the Arkansas Recreation Parks Association which is the state
affiliate of the National Recreation Parks Association. The
state of Arkansas is divided into five regions. The first

regional meeting was held in Siloam Springs. Several items
were discussed including the recent accreditation of the
University of Arkansas recreation curriculum and the Arkansas
Tech hospitality curriculum A web site format created by Jean
Hughes was also previewed. Discussion of the fall state
conference in Hot Springs occurred as well as the Midwest and
southwest regional conference being hosted by Fayetteville in
1999. Committees planning for the 1999 conference include
facilities, transportation, program marketing, housing,
registration, and on-site tours. Dugwyler encouraged the PRAB
to become a part of the upcoming event. Outreach with
technical information and networking with smaller communities
was also discussed at the ARPA meeting.
X. Sweetser (Swope) Mud Creek / Ashbrook Hills Proposal - James
The Ashbrook Hills Subdivision owes $3,600 for green space
fees. Jo Hannah Sweetser Swope proposes deeding to the City of
Fayetteville 12.5 feet off the north fence Zine and 25 feet
off the east fence line of the north side of the creek of the
property located at 2622 Azalea Terrace. The .2 acres proposed
does not fulfill the entire $3,600, so Swope also proposes to
include landscaping and fencing to make up the difference.
This area is suitable for the trail.
MOTION: WAITE/BLEIDT
The PRAB moved to accept the proposal of deeding to the City
of Fayetteville 12.5 feet off the north fence line and 25 feet
off the east fence line of the north side of the creek of the
property located -at 2622 Azalea Terrace and the addition of
fencing and landscaping in exchange of $3,600 green space fee.
The motion was approved unanimously 6-0.
XI. Lake Fayetteville Trail/Facilities Committee Report - James
James reported that the Facilities Committee met on May 1. A.
trail encircling Lake Fayetteville has been an intention for

many years, and efforts have been met with varying degrees of
success. A few years ago the PRAB made a concentrated effort
to see what could be accomplished. We have looked and mapped
to the best of our ability how the trail could benefit every
citizen of Fayetteville. There are a couple of problem areas,
namely along Highway 265 and across the spillway, and we have
decided we have gone as far as we can without help. Staff
contacted several firms, and a proposal was received. The
Facilities Committee looked at the proposal and asked Staff to
contact the firm and negotiate. After contacting this firm, a
special meeting will be called to devise a recommendation and
get on the June City Council agenda. Dugwyler asked that some
PRAB members be on the negotiating team as well.
XII. OTHER BUSINESS
Clark received a written request from Ultimate Frisbee who
would like to hold a tournament this summer. They will need
four to five level fields. Soccer fields would be best
suitable. Clark said the rental policy for softball fields in
regards to deposits and fees should be applied to other
athletic fields as well. A request from rugby was also
received. A11 fields should be reserved through the Parks
office. There is an additional fee for usage of lights.
Progress is underway at Davis Park. The basketball court is
being built, the playground is getting ready to be installed,
and sidewalk work is being done.
The parking lot and access to the gazebo and playground
equipment at Gulley Park will begin soon. Clark notified
everyone that the parking lot will be closed for a period of
three weeks to two months. People are asked to park off of
Township west of the creek. This is an inconvenience but
necessary to expand the existing parking lot. The Gulley and
Davis Park projects are being funded in part by matching
grants. The Davis Park grant is $30,000; the Gulley Park grant
is $50,000.
A public hearing will be held on May 8 at 7:00 p.m. at the
Fayetteville Youth Center white gym. We will be applying for
another grant from the Arkansas Department of Parks and

Tourism Outdoor Recreation Grants Program Part of the process
is to hold a public hearing in which priorities and opinions
are gathered and used in applying for the grant. Special
accommodation requests require 72 hours notice. Everyone is
encouraged to attend.
Waite asked about the possibility of multi -use athletic fields
to meet different groups' needs Clark has visited with
Holcomb and Vandergriff, which has space available, about the
possibility of developing some fields in conjunction with the
schools. A EYC concern is the outgrowing of space for
programs Flag and touch football numbers have increased, and
there is a lot of usage of sports fields. Clark said after
meeting with U of A turf specialists, hopefully we will take
a different approach to building athletic fields. It will be
more expensive but serviced better. Eventually we will have to
suspend play on some fields to give them an off period.
James distributed a letter from Chuck Yarbrough responding to
Ackerman's prior request. Clark will respond to the concerns.
Staggs inquired if there was a written policy in effect for
the reservation and rental of softball fields. Clark explained
that the fields were primarily on a first -come -first-served
basis. There is an ordinance which establishes rental fees.
Staggs suggested preparing something in writing as well as
requiring a $150 deposit on field reservations to curb large
rental blocks and ensuring other people opportunities to
reserve fields. Waite suggested writing a detailed policy on
all fields.
