HomeMy WebLinkAbout1997-05-01 - Minutes• • FACILITIES COMMITTEE SPECIAL MEETING MAY 1, 1997 A meeting of the Facilities Committee was held at 5:15 p.m., May 1, 1997, at the Parks & Recreation office located inside the Fayetteville Youth Center at 915 California, Fayetteville, Arkansas 72701. PRAB Members Present: James, Bleidt, King, Waite, Staggs Staff Present: Clark, Dugwyler, Orzek, Nelson Chairman James briefed new members on the concept of a trail encircling Lake Fayetteville and the varying degrees of success we have had. Efforts have been fairly consistent over the past few years. Tim Ernst and Wade Colwell in the past completed a rough diagram of how the trail should look. Clark and Dugwyler sent proposals to several firms. The purpose of this meeting is to review a proposal from a Tulsa, Oklahoma firm and make a recommendation to the Parks and Recreation Advisory Board at the May 5 regular meeting. Landplan Consultants Inc. submitted a conceptual design proposal for the Lake Fayetteville Trail Project. Services would include an inventory of the site, photographs, preparation of a base map, preparation for public meetings, preparation of conceptual alternatives, cost estimates, determinations of phases, and various other services at an estimated expense of $30,071.70. Dugwyler said after meeting with the Purchasing Manager and city engineer it was determined that the proposed fee was not unreasonable. However, the Facilities Committee felt a negotiation of proposed fees should be done with Landplan. There were also questions raised about different interest groups and their concerns. Dugwyler said this particular firm had worked on many trails, and they were sensitive to different groups' wants and needs. They would bring these groups together and discuss alternatives. Once complete, the trail would get high traffic. We need to keep in mind maintenance once the trail is completed, and this firm would help. The Facilities Committee recommended a negotiating committee be appointed and set a special meeting with Landplan Consultants to discuss quoted prices. Meeting adjourned at 5:50 p.m. • May 1, 1997 John Nelson, Clerk FACILITIES COMMITTEE SPECIAL MEETING MAY 12, 1997 A meeting of the Facilities Committee was held at 5:30 p.m., May 12, 1997, at the Parks & Recreation office located inside the Fayetteville Youth Center at 915 California, Fayetteville, Arkansas 72701. PRAB Members Present: James, King, Thiel, Staggs, Bleidt Staff Present: Clark, Dugwyler, Orzek, Nelson, Perkins Guests Present: Keith Franklin, LandPlan Consultants The subcommittee reviewed the proposal from LandPlan and discussed whether there were possible ways to offset costs. Mr. Franklin gave a presentation which provided background on the Tulsa firm as well as projects completed for other cities. LandPlan has thirteen years of site planning and landscape architecture experience. Franklin said the contract, if accepted, was written as a not -to -exceed amount. The overall costs are estimations based on prior works completed. There is always the possibility that estimated hours may come in less than projected. Franklin estimated a time frame of three months. • MOTION: THIEL/STAGGS The Facilities Committee recommends to City Council acceptance of LandPlan Consultant's proposal for Lake Fayetteville Trail Conceptual Design for the amount not to exceed $30,071.70.
