Members Present: Waite, James, Bleidt, King, McCutcheon, Ackerman, Thiel Members Absent: Staff Present: Guests Present: Rodney Staggs - Other Commitment Clark, Dugwyler, Orzek, Nelson Julie Johnson - Leverett; Jacki Tighe - Happy Hollow; Cynthia Haseloff, Karen Inlow - Northwest Arkansas Zoological Society, Inc. Media Present: Jennifer Pinkerton, The Morning News General information about the Parks and Recreation Advisory Board and introductions was given prior to regular business. BUSINESS: I. MOTION: JAMES/McCUTCHEON The Minutes from the December 2, 1996 PRAB regular meeting were approved unanimously 7-0. II. Introduction of the new Parks Board Members - Clark *Aaron Bleidt *Bruce King *Rodney Staggs *Brenda Thiel III. Nomination of Committees and Chairman & Vice Chairman - Clark Waite: Normally when there is a definite change -over we configure the board, elect a new Chairman and Vice Chairman, and then proceed to formulate our committees. Unless there is some objection, I will chair the meeting today. I would like to appoint a committee of basically the returning members, that does not mean to neglect the new members, to come up with a proposed slate to vote on at our next meeting. I would like Ackerman, McCutcheon, and James to get together and come up with nominations. Ackerman will chair the nominating 1 / January 6, 1997 • • • REGULAR MEETING JANUARY 6, 1997 committee. Next meeting we will discuss any proposed changes to formulation of the board and vote on positions. Ackerman: My suggestion is that the three of us meet and canvas the new members by telephone regarding committee activities and assignments. We will coordinate to get everyone involved. James: This past year Waite established a primary and secondary committee. Those appointed to the primary committee were expected to try their best to attend those meetings. Clark: The Parks office is available to answer questions at any time in regards to history, budget, or any other matters. We've distributed quite a bit of material to work with, but please feel free to ask questions. We encourage you to do that. IV. Recognition of Nancy Dugwyler's Certification of Playground Safety Inspector - Clark Clark: We want to recognize Dugwyler's efforts in becoming a Certified Playground Safety Inspector. In our business playgrounds are a big part of what we do, and it seems each year most accidents occur on playground equipment. It's very important to keep them up to date and safe. Dugwyler recently demonstrated professional competency by successfully completing the Certified Playground Safety Inspection examination administered by the National Recreation and Parks Association (NRPA) at the NRPA Conference held in Kansas City. Through this certification Dugwyler has demonstrated a thorough knowledge of playground safety inspection. V. Parks Department Retroaction Report to the Leverett Upgrade Proposal - Clark Clark. We did not take any action when we last met with representatives from Leverett and Happy Hollow. This wask because we were unsure of what the school administration wanted to do. My recommendation, after meeting with Fred Turrentine, is that on the playground equipment at Happy Hollow, we recommend the poured -in-place fall safe material underneath the structure. We would bid this at the same time as the playground equipment, so that it would be together. The price includes fall safe material; Fred Turrentine and the school district will pour the concrete on which this material 2 / January 6, 1997 • • • REGULAR ' t'CTnIG JANUARY b, 1997 covers. The other agreement with Turrentine and the school district is that we would agree to give this a trial run over the course of the next two or three playground structures which are installed. Orzek called several places where this surface was installed. The schools favor the poured -in-place surface because it does not bring sand or chips into the school facilities. It's cleaner, however, we are uncertain of how long it will last. The places we checked have had this surface an average of two years, and they are pleased. It's a new product, and we think it is worth trying. Turrentine said the school would pour the concrete under the structures, the school would do that, and the PTO would pay 1/4, the school district would pay 1/4, and the Parks would pay 1/2. That is my recommendation. At the same time, Turrentine and I discussed what we could do at the Leverett playground. What we basically decided was the Parks could do the soccer goals and nets, basketball goals, backboards, poles, and the picnic tables. We could utilize West Campus for the soccer goals because they have done some in the past. We recommend that the expenditure of $6,025 for Leverett be approved. Prior to this meeting funds were approved for the purchase of new playground equipment at Happy Hollow. We recommend that, in addition to the $8,835, the expenditure of $6,126.50 for the poured -in- place surface be approved as well. MOTION: ACKERMAN/MCCUTCHEON The matching expenditures of $8,835 for playground structure and $6,126.50 for poured -in-place surface underneath same playground ($14,961.50 total greenspace cost) was approved for Happy Hollow Elementary School and participation on Leverett Elementary School playground at an estimated matching greenspace expenditure of $6,025 was approved. Motion approved unanimously 7-0. VI. Zoological Society detailed report - Cynthia Haseloff Haseloff read a letter which she had submitted to the PRAB. [See attachment following page]. Waite said the problem with locating the Lake Fayetteville trail lies with the spillway area; an engineering study would determine where the bridge would cross the spillway. Haseloff said the Zoological Society would be flexible in making their 3 / January 6, 1997 • • • REGULAR MEETING JANUARY 6, 1997 project work with the trail location if it (the trail) needed to be lowered from the dam The new PRAB members' unfamiliarity with this proposal prompted the PRAB to take this issue under advisement. A case statement outlining what Zoological Society intends to do will be distributed to new PRAB members. Waite questioned the need of a formal lease agreement and, in terms of planning, doubted the availability of land at Lake Fayetteville in the future. Ackerman questioned whether the PRAB had the authority or permission to do anything with this property because the dam itself is regulated by state and federal regulations. College Fayetteville, AR 501443-2444 The Parks and Recreation Board City of Fayetteville Administration Building Fayetteville, Arkansas 72701 January 6, 1997 Dear Board: REGULAR MEETING JANUARY 6, 1997 After our walk about with your representatives on November 19, 1996, the Board of Trustees of the Zoological Society felt that the land belonging to Fayetteville adjoining our property ideally suited our purposes to benefit the people of NWA and preserve a unique natural heritage. We hope that you concur with us that this area should be gently and gracefully used, and that we are the ones with the vision and ability to care for it. Therefore, the Northwest Arkansas Zoological Society requests an agreement with the City of Fayetteville for use of land owned by the City for twenty-five years with an option for twenty-five more. The site requested is bounded approximately on the east by the dam, on the south by the northern edge of the Legion-Pavilien-Palk articularly in the spillway, falls, and springs area, on the north by the existing baseball fields, and on the west by Hog Heaven, Inc. We understand that the City will locate its proposed hiking trail along the perimeter of this land and will continue to provide for the structural integrity of the dam. The Society will maintain the proposed area with minimal intrusion, except for safety needs, a limited number of raised walkways and viewing platforms, and identification signage, as a protected wild area for educational and recreational purposes in conjunction with Hillborn Children's Heritage Farm The Society will also insure the property. We do not seek funding from the City. We may, from time to time, solicit your technical advice and expertise. If perimeter fencing of the area is eventually needed, we would accept some joint financial arrangement with the City. Someday, perhaps, several years down the road, as our pilot project is tested and proved, the Society may want to discuss additional acreage somewhere around Lake Fayetteville Park for the development of a full scale zoological facility for Northwest Arkansas. The acceptance of .80 acre would not tie in very well. Apartments around the perimeter prevents connection with Asbell. MOTION: MCCUTCHEON/JAMES The PRAB moved to accept money, $9,600, in lieu of the green space dedication requirement for the Kirkwood development. Motion approved unanimously 7-0. VIII. OTHER BUSINESS Clark informed the group that completion on the first phase of the girls softball complex has been completed. Engineers have been selected for projects this year. The second phase of the girls softball complex will begin, two additional soccer fields at Lewis Avenue will be implemented, and the roadway and new restroom construction at Veterans Memorial Park will also get underway. There is a gap on Zion Road where there is no sewer, so we will probably have to get the engineers to design a septic system on the south side of Lake Fayetteville. We are also working on a new maintenance facility in 1997. Clark urged the PRAB members to visit the site proposed for 6 / January 6, 1997 REGULAR MEETING JANUARY 6, 1997 use by the Zoological Society. If Zoological Society can develop something there in which the public could use, Clark said it would be well and good.
