FACILITIES COMMITTEE
SPECIAL MEETING
OCTOBER 14, 1996
The meeting was called to order by Chairperson James at 5:15 p.m.
in the Parks Office at the Fayetteville Youth Center.
Members Present: James, Driver, Mackey
Staff Present: Clark, Dugwyler, Orzek, Nelson
Guests Present: Fred Turrentine, Fayetteville School System
BUSINESS:
Members of the Facilities Committee met with Fayetteville School
representative Fred Turrentine in an effort to fine tune the
agreements the City has with the schools regarding shared
playground facilities. In the past, the City and School have had an
understood agreement regarding mowing and maintenance costs. The
School District was to mow and maintain all park facilities and
equipment during the months when school is in session; the City was
to mow and maintain all park facilities and equipmentduring months
when school is not in session. These twenty-five year lease
agreements have been in effect for all Fayetteville Schools except
Washington, Vandergriff, and Holcomb.
Driver: Fayetteville Public Schools and the City of
Fayetteville Parks Department need to determine the
best way public money is spent. We need to regulate
maintenance and mowing costs and share the expenses
fairly. We need to spell out the agreements between
both parties.
Clark: We need a plan, such as a 5 -year plan, in which to
adhere. ADA is a big issue which will be costly.
Perhaps we should do less and spend more initially
on fall safe material to cut maintenance costs
later.
Turrentine: The Schools are mowing. There is little mowing at
Washington, but there are acres and acres at Happy
Hollow, Holcomb, and Vandergriff.

We're better at mowing large areas because of our
equipment. We are not very good at mowing and
trimming around buildings or close areas. I think
it would be best to divide the mowing in half and
put it in writing. It would give a guideline for
the future.
I'm a little concerned with the City buying all the
playground equipment with purchase orders because
legally the City owns the purchase. I would like to
see the Schools involved in the purchasing process.
Also, our 25% of the purchase price nearly equaled
the City's 50% share after materials and labor were
added.
Do you have a fixed cost for a particular piece of
equipment and a fixed cost to make it ADA that we
can share?
Yes. We are a team, and I think it should be a
shared responsibility.
The shared playgrounds must be ADA handicap
accessible; it is the law.
Driver suggested that before appropriation of funds for
playgrounds, guidelines could be given to PTOs and Schools could
develop a plan in which the City could budget. Clark said that he
and Turrentine would be the drivers behind developing five year
plans for the playgrounds. Designated installation costs, mowing,
and documented inspections would be agreed upon. These will be
shared facilities, and both parties should work as a team. A legal
will be developed, voted upon by the PRAB, and presented to City
Council.
