FACILITIES (CIP MEETING) COMMITTEE MEETING
JUNE 26, 1996

A MEETING OF THE FACILITIES COMMITTEE WAS CALLED TO DISCUSS THE
STAFF PROPOSED CIP BUDGET BEFORE IT IS PRESENTED TO THE PRAB AT
THE JULY 1, 1996 REGULAR MEETING.

This meeting was called to look at the Staff proposed CIP
budget for the fiscal years 1997 through 2001. The
proposed projects will be funded by sales tax and the HMR
tax. We should look at the projects proposed for 1997 and
see if we need revisions or additions.
What is the $84,000 for Lewis Soccer Field Complex
budgeted for in 1997?
There are going to be two more fields.
Does that finish the area?
Yes, but we will have to do some lighting.
I certainly agree with the sewer system at Lake
Fayetteville South / Veterans Memorial Park.
I think it will be expensive to come back to Zion Road.
That's quite a distance. I don't think we want to condemn
someone's property, so the only way to do it is come up
the street.
We really need a parking lot at Walker Park. I thought we
had budgeted for a lot'there.
I think we did make a commitment to do a parking lot at
Walker Park.
That money was budgeted for 1996. We stripped most of the
money out because we intended to leave it as a gravel
lot.
The parking crunch comes at the end of Game #1 and the
beginning of Game #2. Game #2 people have to arrive 30
minutes early to get warmed up and for lineups, and there
is nowhere for them to park.
It's still in the 1996 budget to have gravel.
The sooner we get it cleared the better off we will be.
There are no big trees.

Clark. Do we want to put money in 1997 to continue?
Waite:
Beth (Sandeen) said she would work with us on that. There
are no major trees. There has to be something designed
there for traffic control. We have to convince the City.
What about signs?
We're talking a few months from 6pm until lOpm.
City Council agreed to the entire concept.
How much money do we have?
$18,000. Enough to do a gravel parking lot.
That would help.
We're talking parking lot only? No sidewalks?
We're talking about clearing only for a gravel lot.
How far out do you want us to project? Do we even need to
worry about 1988 or 1989? City Hall wants a five year
projection.
We can't foresee every event.
I thought we had something in there for Lake Fayetteville
trail before 1999. I thought we originally had money in
there for this year for that project.
There's $50,000 for that on this year's (1996)budget.
We can't make a start and then wait for three years.
We need to spend that money.
Did you flag the area near Highway 265? We could use that
$50,000 for that bridge. Once we get a bridge in there we
will have about 75% of the loop.
The first money should be used at the Veterans Memorial
Park trail access. We need to go out and make a decision
about the width of the trail and the type of surface we
are going to use.
Could we do this on July 4 after the park dedication?
We could look at it if you want to. Botanical is not
going to like the idea of mountain bikes or cross country
using the trail.
There's going to be conflict there.
I think once we start it we should continue it.
