HomeMy WebLinkAbout1996-06-12 - Minutes• SPECIAL MEETING — DISCUSSION AND PARK TOUR JUNE 12, 1996 * Park Tour was Postponed * PRAB Members Present: Waite, James, Ackerman, Driver Staff Present: Clark, Dugwyler, Orzek, Nelson * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * *Discussion was about preparing and presenting a bid waiver to the City Council in regards to purchasing playground equipment for Jefferson Elementary School * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * L BID WAIVER REOUEST TO CITY COUNCIL Clark informed the group that the Facilities Committee met with City Attorney LaGayle McCarty and school representative Fred Turrentine on June 6, 1996. The schools wrote specs and received three • quotes on the playground equipment. Since the school's purchasing guidelines differ from that of the City, LaGayle said she would get the information from Fred Turrentine and prepare a bid waiver request to take before the City Council. Clark also said that the schools must lease to the City of Fayetteville the land this playground equipment is on for a sufficient period of time until the uniform lease agreements for all schools are in place. This temporary lease agreement would stand until the final agreements are prepared. • DISCUSSION {JEFFERSON): Waite: There is a difference between the City of Fayetteville and the Fayetteville School System's bidding processes. If the amount is under $10,000 the City does not have to advertise for formal bids; if the amount is under $30,000 the School System does not have to advertise for formal bids. The School System followed the state's procedures, and we have copies of the three bids they received. Clark: We would write a memo to the City Council, attach copies of those bids, and request a bid waiver because we did not follow procedures. Driver: Do we need to talk to City Council members? Clark: I don't think so. We can include a clear memo regarding this request. James: After talking to Fred (Turrentine), I think he has a better understanding of how the City of Fayetteville operates. I thought we had done this at some point. It was my impression we had already done that. It is budgeted for 1999. Susan, on the June 3, 1996 Board Meeting you asked me to check the past minutes to see if there was a motion on matching funds on the playgrounds at Holcomb and Vandergriff. I went through 1993 - 1995 minutes and did not find a motion or discussion. How much money are we looking at? The playgrounds combined are $45,000. We would defer the Wilson Park Swimming Pool Service Drive ($18,000) and the Youth Center Parking Lot ($30,000) until next year. And public relations -wise these playgrounds should not be stalled. No. We need to do them as quickly as possible. MOTION: DRIVER/JAMES MOTION APPROVED UNANIMOUSLY 4-0 TO DEFER WILSON PARK SWIMMING POOL SERVICE DRIVE ($18 000) AND THE FAYETTEVILLE YOUTH CENTER PARKING LOT ($30 000) IN ORDER TO FUND PLAYGROUND EQUIPMENT FOR HOLCOMB AND VANDERGRIFF ELEMENTARY SCHOOLS. II LAKE FAYETTEVILLE BRIDGE The City Engineers do not want to provide engineering services for the Lake Fayetteville Trail Bridge, so the planned tour to Lake Fayetteville was postponed. The City Engineers' advised marking the area for the proposed bridge and recommended providing 150 - 200 feet clearance to the West of the fence in that area. DISCUSSION: Driver: Clark: It seems we have the same problem with all of our trails. The Engineers want us to do their work. I don't have a problem staking the area for the proposed bridge. The City does not want to engineer it, so we will have to bid for engineering services. ACKERMAN. CLARK. WAITE PLAN TO STAKE THE AREA SATURDAY. JUNE 15. 1996 AT 1:00 M. 2 / June 12, 1996 IP Special Meeting • • III, OTHER BUSINESS A citizen who built his residence beside Gulley Park after it was established has lodged several complaints. PRAB member Brian Richard is getting Mr. Sullivan on the July agenda. DISCUSSION: Clark: Driver: Clark: Ackerman: Clark: Ackerman: Mr. Sullivan has requested installing a gate to Gulley Park which would be closed in the evenings. He has complained about traffic at all hours, and he has called the police on several occasions. He says there has been difficulty getting access to his property due to parking when the lot is full. He says there has been college kids having keg parties and urinating in public. Mr. Sullivan wants to present his complaint to the Board. What happened to the additional twelve parking spaces for Gulley Park? Those should be added this year. I think he should make a formal complaint in writing for us to consider. If we are not or our patrons are not intruding on his property we have no legal concern. We will ask him to present his complaint in writing. I think he should present his complaints and what actions he wishes us to take. DUE TO DRIVER'S AND ACKERMAN'S SCHEDULING CONFLICTS AND THE ABSENCE OFMACKEY MCCUTCHEON.
