PRAB
SPECIAL MEETING - CRYSTAL SPRINGS SOFTBALL FIELDS
MAY 29, 1996
The meeting was called to order at 12:00 noon by the Facilities Committee.
PRAB Members Present: Waite, Mackey, James
Staff Present: Clark, Dugwyler, Nelson, Orzek
Guests Present: James Trimble, Albert Green, RD Henard,
Delvin Nation, with Perry Butcher & Associates

After the meeting Rusty Garrett with the Northwest Arkansas
Times and Jennifer Pinkerton with the Morning News called
Dale Clark for information about the meeting.

The Board and the guests discussed hghting the fields in a different phase and time to cutdown the
costs. The 40% - 60% markup of plumbing fixtures was also brought up and will be rediscussed after
more cost estimates are determined.
Mackey - We need a class project and not a hodge-podge softball field complex. Let's find the
money somewhere. I am all for this project.
Dugwyler - There is not enough money for this year. They want to start in July. We cannot pay part
out of this year and part of it out of next year. We may have to wait until next year for full HMR
money.
James - Let's look at this differently. How close are we money wise? HMR and Greenspace money
is not there. What about CIP money?
Dugwyler - $238,000 can be deferred which would mean cutting nine (9) projects. We need
$500,000 more.
Mackey - Are there going to be sixty (60) foot light poles at this ballfield?
Trimble - Yes.
Clark - Is your fee good for next year?
Nation - Yes.
Green - $746,000. Just like it is drawn, but only two fields. If you decide to build the other two
fields at a later time - the conduit will be out there.
Clark - No one would send in a bid for spill light that goes outside of the fields.
Green - The lighting should be more adequate next year. The lawsuit has been going on for eight
years between Musco and Qualite on the spill light lighting.

Mackey - I am concerned about the drainage. I suggest going on with it and defer the nine (9)
• projects.
James - Is this with not having any ballfield lights?
Clark - Yes.
Waite - Is there another place to build this?
Clark - We have a concern about the ground being soft. If we did build it at the Hwy 265 property -
it would require a lot of dragging of the field.
Waite - I am concerned with wet water play. It doesn't seem like it will be cheaper anywhere else.
If we can handle the base amount, I say go with it.
James - From Nancy's figures, we are at least $19,000 short plus land acquisition so $30,000 to
$40,000 short.
Mackey - How do we feel about waiting one year?
Clark - It won't cost any less next year. But for this year, we would have to find the money and
delay nine (9) projects. We need a recommendation for the Board meeting on this coming Monday
night.
Green - I want to get with you (Dale Clark) and SSI.
Waite - If we don't start by July - we should wait until next year anyway.
Dugwyler - We have to have a decision by June 7th to get this started by July. We have to get our
recommendations to City Council by July 2nd. Then we would have to wait ten days for contractor
bonds. The difference is $1,017,000 vs. $746,000 = $271,000.
Clark - I need to bung up another subject concerning our budget. I talked to Fred Turrentine of the
• cityschools about what we discussed at our Board meeting for the playground matching funds for
Jefferson school. He has already ordered the playground equipment and it has been delivered. Mr.
Turrentine has the bill. He has visited with the City Attorney (Jerry Rose) and our Purchasing
Department. He may go to the Mayor. I can't do anything about that since the proper channels were
not followed We are bound by Arkansas law to bid out for the playground equipment because of
the amount it will cost. I gave him copies of how we have dealt with the schools in the past and
about the Arkansas State law on bidding projects out.

The conclusion was to have a meeting with Fred Turrentine with Clark, Dugwyler, Ackerman,
Mackey, and James to discuss this in further detail
Clark - We also need to discuss the playground equipment for Holcomb and Vandergriff schools.
We had stated that we would match funds for two playgrounds at each school. One playground for
smaller children and one for older children at each of the two schools. The total I have, at this point,
is $89,000. As you can see from Kim Orzek's Greenspace Report, there is no money from our
greenspace fund.
Clark - The Vandergriffand Holcomb gyms have wiped us out pretty much. The schools are calling
and wanting to get things going on this.
