I. MOTION:JAMES/WAITE
The minutes from the January 8, 1996 PRAB meeting were
approved unanimously 6-0
II. Green Space Zion Valley
Gray - I am Harry Gray with Northwest Engineers. I am
here to ask for you to accept a private park that we
planned to build in the subdivision as fulfillment for
the Parks Department. We want to ask you to allow us to
construct, develop, and control this as a private park.
We have looked at it and can not find a place to put a
public park and still build like we want. It is proposed
as a family unit with a private street with one entry key
card for security and privacy.
Waite - Unfortunately, we can't. We did get a reading on
this from the city attorney. We can't take land not open
to the public as a contribution.
Gray - Possibly the Planning Commission could. I don't
know. Is there any way the PRAB can look at this and
allow us to build a private park and make a contribution
to a neighborhood park?
Driver - We can vote to accept money in lieu of land.
Gray - We still need the approval of council.
Dugwyler - If it is over a 100 units decision has to be

made by city council.
Mackey- Can we have both, the private park and money in
lieu?
Gray - I am not sure I understand.
Driver - What Mackey is saying is that if we recommend to
waive the requirement for there to be public greenspace
and accept money in lieu contingent on the greenspace
being provided privately.
Waite - I understand there are some possible
modifications to the plan you submitted.
Gray - The planning commission made some changes.
Ackerman - I wouldn't object to money in lieu, we already
have a park in that area anyway. ' We don't know what
Sweetser may due to the east of this property either. We
should consider taking money in lieu of land in this
situation since you are going to build a private park
anyway.
Gray - We feel a private park is needed and is a major
part of the development.
Ackerman - Those are my feelings Mr. Chairman.
Waite - We had discussed taking part of the land and
tieing it in with the Sweetser property.
Clark - Park Place kept their park private and paid money
in lieu.
Ackerman - I lived in Park Place and it is used often.
Driver - I am comfortable and willing to make a motion to
recommend to city council to waive park acreage and
accept money in lieu and understand greenspace will be
provided privately within this development as well.
James - Will this park shown in your plans be the same
size?
Gray - It will be slightly less. It will be 25 to 50
feet less wide. The acreage will stay basically the
same.
Clark - Gray needs to specify the amou .f acreag

III. Introduce New Employee and Greet Guests
Waite - We need to take a moment here to introduce Kim
Orzek, our new secretary. She has been with us for a
week now and with miserable weather. She is busy typing
away. It is nice to have you aboard.
Orzek - Thank you.

Waite - We also have some visitors, Bob Braswell is our
Parks Maintenance Supervisors. He had to do a lot with
the big push on the HMR money to improve maintenance.
Lisa Pascal is also here and she is our Landscape
Specialist. It is nice to see both of you.
IV. Report on Volunteer Work at Lake Fayetteville - Ackerman
Ackerman - I brought a chart of the work that we
initially outlined in our endeavor to give you an
overview of our overall plan for Lake Fayetteville. I
presented this particular program to the PRAB about two
years ago. It came about through a volunteer basis. We
wanted to get the community involved in doing some things
at Lake Sequoyah and Lake Fayetteville. So with the help
of the City and the PRAB and the community we have been
'able to get some things done. The overall concept was to
do some major renovation to the park's facility and the
lakes. The parking lot was gravel for a long time so we
got it paved. We went to the Department of Game & Fish
and applied for a grant. We were able to secure the
grant for around $22,000, which paid for the paving and
contracted the work with the city. We got this on a very
cost effective basis and is a tremendous asset. In
addition to that, we improved the boat launch area. We
added an extra boat loading ramp. We completed, on the
west side, a 8 ft wide, 100 ft. long fishing pier. On
the end of the pier, we angled it over so we can
eventually tie it in to make a dual pier from the back
and the north bank as well. This would make it
accessible from the dam and parking lot area. We need to
get more things resolved on the dam side. It is handicap
accessible and has hand rails. On the end of it there is
a 24x24 platform with a 12x12 covered area with a picnic
table. We currently have two other piers being
constructed. We want the trail to tie into the other
crosswalk. Then you can go all the way across to the
boat ramp. Eventually you can go all the way to the dam
and make a •full 360 degrees. We again applied with Game
and Fish to help us construct these two piers. They
approved it and both will be completed this spring. This
summer we hope to build a restroom facility on the north
side so we don't have to tear up the road. We also have
a 40x60 pavilion just east of the bait shop. We have
some beautiful trees through here. It will make a great
area. It is grassy too. We also have more developments
to work on in the future.

Waite - Is there any holdup on the trail as far as the
controversy on the dam?
Ackerman- We talked to the state engineers. They asked
us not to do anything to the dam because of some
maintenance they would like the City of Fayetteville to
do before we started. I think that will be resolved and
we can continue that next year.
Waite - Then we can put a trail on top of the dam?
Ackerman - Yes. We have had a concentrated effort in
this area. We have done about $150,000 worth of
improvements for about $25,000.
Driver - Thank you for all the work you have done. We
are going to have an in service for'McCutcheon and myself
in public relations to see about how to continue this
type of cooperation.
V. Jefferson Playground - Jefferson Student Council (Denise
Airola):
Airola - I am here on behalf of the Student Council,
which a few are also present. We have a safety concern
at the older part of the playground on the northeast
side. I have some experience on safety standards at a
playground. Based on safety standards, we have a safety
situation that needs to be discussed. We know that other
schools have used P.T.A. fundings to correct their
playground with the cooperation of the Parks Department.
Our school has an enrollment of 400 students and are 67%
free lunch. Our potential to come up with 50% matching
funds is unlikely. We have a P.T.O. budget of $4000 -
$5000 maximum annually. Of that, $2,500 goes into the
classroom. The teachers need this money from science all
the way to special activities.
Driver - In specific terms, are you talking about a
specific item'
Airola - We have a big toy, a partially covered slide,
and a twisting slide. The twisting slides platform is
about six feet off the ground. I think it should be for
older elementary. Even though, it is not considered safe
for them either. It goes outside of the height guidelines
and the fall zones are too narrow around the structure.
Waite - How old is this one?
Clark - It was purchased in 1978.
Waite - The other one was put there about five years ago.
Airola - The newer one needs to have the monkey rings
maintenanced. They twist and spin. If not properly

supervised, it will be dangerous. The older one is our
main concern. The playground is used day and night and
is used a lot. It's existence alone creates safety
concerns.
Driver - Have you contacted the school district
maintenance?
Airola - Our committee has contacted them. We have had
some response. We didn't have all the responses we need.
It would be nice if we had sectioned off areas that were
age specific.
Waite - As you mentioned PTO's may can help you match
these funds. What would you propose to be put there?
Airola - Kindergarten, lst, and grid grade equipment. I
would need to go back and see what the school in general
would want. We want to raise money to make it safer for
our children.
Waite - Would any of the children like to speak?
Porter - A lot of kids have been hurt on our playground
because it is old and not safe. The monkey bars which
are new -the bars twist and turn and kids are getting
hurt.
Driver - What three things would make it better?
Porter - Fix the monkey bars. The inside gym does not
basketball goals.
Turner- The monkey bars need to be fixed about half way
are not tightened and they twist and you fall. Kids like
to run up there and there is only a small area to stand.
The slide has a big hole and the kids fall face forward
into the sand. It gets very crowded. It is hard to see
if the other kid is through yet to make sure you don't
run into them.
Heath- When climbing up to the big toy, there are rails
like poles, and when you get to the top there is not very
much space. A lot of kids hit their head. Sixth graders
are taller and it is dangerous. I am concerned about the
school getting sued for these accidents.
Waite - Ultimately it would be nice to have a proposal
put together. Try to get the neighborhoods involved.
Let us know what you have in mind, exactly.
Airola - We have a limited amount of money that can be
raised by them.
Driver - I would like to meet with you further and I
congratulate you and the girls on taking the time to
bring this to our attention. There are specific steps
that we need to go through and to file an action request
that needs to be filled out. We need to know specifics on
what you want and the costs.
Waite - We can loan you catalogs that you can take to the

P.T.O. meetings.
Clark Have you contacted the school board about these
problems?
Airola- Yes. We have a university partnership. We are
trying to utilize the expertise that they offer too.
Driver - I know that a professor in landscape
architecture had some of his students go to different
parks and make suggestions. Frank Burgraff is his name.
Ackerman - We need to go visit this area.
Dugwyler - We did that this afternoon. Everything they
addressed is definitely legitimate and it really needs to
be removed or replaced. There is actually three pieces
of equipment that doesn't meet standards.
Waite - Nancy, is your recommendation to repair or
replace?
Dugwyler- Replace. There is a slide and overhead rings
that need to taken out.
James - How much time will this take?
Braswell - Three days to a week to take it out and to put
it back in.
Driver - Doesn't the school handle that part of it?
Braswell - Yes.
Waite - Jefferson simply doesn't have the
usually match the funds with the P.T.O.'s.
Clark - PTO usually helps to come up with half of the
money.
Ackerman- We need to investigate how much money we have
for that particular quadrant and notify the school
system. We can let them know how much money we have to
spend and perhaps they can come up with their funding.
Dugwyler - Let us see their proposal they
are looking at spending.
Waite - We have money, but
match the cost.
Driver - The other
usage too.
Clark - The problem is to study and see what we need
there, don't worry about the cost at this point. We need
to determine what is needed there first by the community
and the school and proceed along those lines.
Waite - Nancy, Bob, Dale - please help them come up with
the proposal with a dollar amount then we can look at it
further.
Clark - We need

Clark - Yes.
Waite - We need to talk further on this at the next
meeting. We need to do something about this.
VI. Proposal for a Paint ball Range at HWY 265 East Park
(Kevin Walker)
Walker - I was hoping to put in a paint ball course. I
am having a difficult time coming up with land for this.
I am having an easier time finding a building. I was a
member of Black Hawk Archery so I understand the problem
with people shooting arrows into people's yards. But,
with the paint ball course, it will not cause a problem.
For one, the paint balls don't shoot that far. Two, the
field I am looking to put it in is an APL field, which is
a national organization. They require certain safety
standards that must be met. We also have great insurance
with a reasonable rate.
Driver - How much land will you need?
Walker - Need the size of a football field. We have also
been looking in Springdale and we are having a lot of
problems finding places. This area has such a growth
potential that no one wants to rent land out to anybody
because they can sale it for three times for what it is
worth at this time.
Driver - Dale, did you have a location in mind?
Clark - He mentioned the Black Hawk Archery land which is
out on highway 265. I told Kevin Walker that we are
working on getting baseball fields developed there. I
didn't have any particular location in mind.
Waite- We really don't lease our parks out, right Dale?
Clark - We do have some agreements.
Waite- Yes. Some agreements like the Bambino League is
run as a community activity. They raise a considerable
amount of money to put it on as a non-profit
organization. That is about the only way that is
operated, with bylaws and such.
Driver - The key idea would be for it to be non-profit.
Waite - Everything we have now is non-profit.
McCutcheon - What age groups would this be for?
Walker- The APL states that the age group is 10 yrs old
and up. Usually, two teams are against each other. This
game is called war games. I have a four year old boy
that loves to play, but he would not be able to play. We
could look to run it as a non-profit organization. The
problem is that everyone doesn't have their own
equipment. We could set up a club and let the club own

the equipment and rent out the equipment. Generally,
when you run a field they sell or rent all the
ammunition.
McCutcheon - Is there a facility in Northwest Arkansas
right now?
Walker - There are two. One is in Westfork and Siloam
Springs. Westfork is private. Siloam Springs, in my
opinion, is unsafe. They are in the process of losing
their license because it is an unsafe field.
Ackerman - I am not sure we can accommodate you. Our
property is used for the public. How did you come to
contact us regarding this matter?
Walker - The reason is because of my association with the
Black Hawk Archery range and I needed a large amount of
land. This layout is perfect for this type of field.
Waite - That land will definitely not be available since
.we are going to be working on a putting a baseball field
there.
Ackerman - Is this archery group now utilizing the
facility at Lake Wilson?
Clark - Yes.
Walker - We would have referees on the field while people
are playing. They would help with making sure the
activities are safe.
Waite - Dale, are you aware of any park land available
for this purpose?
Clark - I don't know of any at this moment.
Ackerman - Dale, what is your overall feeling about this?
Clark - I don't know enough about the paint ball sport.
My first experience with paint balls was a few weeks ago.
A car passed another car and shot a paint ball at some
other kids in the car. That has been my only experience.
I am sure that is not popular. I don't know at this
point.
Walker - One game is like what the police department
uses. It betters their tactics. This game is called the
FBI/Terrorist game. One group (terrorists) will hide a
bomb someplace and the FBI will take the bad guys out and
find the bomb.
Driver - What type of facility will you need to set up
your field?
Walker - We were wanting to set up a miny town situation.
Other playing fields could be open with hay bales or
different kind of structures.
McCutcheon- I personally wish you the best in trying to
start up your business. I don't know if this is what the
parks should be involved with. It doesn't sound like
something we should support.

Ackerman- I urge you to look at different area. We may
visit further with the PRAB members and discuss what
might be feasible for the community. That is my
suggestion.
Waite- With the increase in capita L development that we
will be going through in the next year or two, we already
have plans.
Clark - I think that is right.
Waite - If we do come up with anything, it would probably
have to be in the far future. Best I can offer is to
keep our ears open and we will contact you if we come
across anything.
VII. Report on visit to property offered by Carolyn Parsons on
.Garland, North of Leverett School
Waite - Several of us visited Carolyn Parsons property.
Susan is very familiar with this property.
Driver - I live there.
Mackey- My feeling is that the land is not suitable for
a public park. Looking at Leverett from the north - 1/3
of the south end of the property could be used by the
school for better loading and unloading of the school
buses. The seems to be more beneficial to the school.
James - I could see using this land as an
environmental/nature area like at Lake Fayetteville. We
could have a walking trail and benches, etc. I am not
sure what the price is.
Waite - I would like to view the property without
thinking about the listing price of the land.
James - Then it looks like raw land that has use in the
heart of Fayetteville. It does have a drainage problem.
It seems you would have to move a ton of dirt. I am not
sure what would have to be done to get a level playing
field for softball and kickball and whatever else they
would be interested in.
Waite - It has steep terraces.
Driver - It has about a ten foot drop.
James - I think there is several things that would
inhibit us from using the property. The size,
development cost, drainage problem (that James
mentioned), and the overall utilization of that piece of
property. I think these are a lot of factors and we can
use our money elsewhere. I don't think it is for us at
this time.
Driver - My feeling towards this property is the way I

feel about any property next to a school. I don't want
a business to be next to the school, but I think this
property is more desirable to the school. This property
being parkland would be very limited.
James - I don't feel we have an interest in this
property.
Driver - I would like to recommend that Carolyn Parsons
needs to deal with the school system and the school
system can contact us with their decision.
Waite - I feel is a good idea. I feel that we could
still participate. I will contact the school system
about this.
VIII. Committee Assignments - Waite (Goals & Objectives)
Waite- I sent out the new assignments. I haven't heard
any objections yet. We are down to three committees
with each person serving on two committees. I separated
this into Primary and Secondary committee memberships.
Kim and Nancy needs to notify everyone of the meetings.
I would like to keep it this way.
Driver - I agree and would like to keep it open for all
PRAB members.
Waite - You almost always have to have committee
representation for each program.
Driver - I think that sometimes we have to review the
bylaws. In some cases we have requested bylaws and they
have not been forthcoming. We need to have concentration
of having the bylaws available at the Youth Center. If
a question needs to be resolved, it would be nice to have
that information at the Youth Center.
Waite - I would certainly like for the Program Committee
to review that. When you get into the rules, how
restrictive is it -sometimes they come up with some
proposals that are too restrictive to be considered
Parks. They do need to be reviewed meticulously.
Clark - I think that would be a good idea. The public
looks to us for answers.
Waite - We want to make sure the bylaws keep the
philosophy of this Board. We need to press to get these
bylaws from them and review them.
James - Are you saying for the people tonight, like
Walker for paint balls, that we would need their bylaw
information for this meeting?
Waite - Absolutely. It would give us more information to
review.
James - Do we change the steps that we are doing when

someone contacts Dale or Nancy that they need to provide
a copy of their bylaws before they can meet with us?
Waite - We wouldn't close them off from a presentation.
We would let them make a presentation. The bylaws would
have to be approved.
McCutcheon - Do we meet monthly to review this?
Driver - We have never met monthly on these committees.
It really varies month to month.
Waite - James, we need to have a draft made up We don't
need to have it too lengthy, just general goals and
guidelines stated precisely. Please give it to Nancy so
we can review it at our next meeting. James, if you have
any problem, just give me a call.
Ackerman - We want to focus on specifics early on this
year so we can get a lot accomplished this year.
Driver - Let's wait to talk further on this until after
the next item on the agenda to set up other dates to meet
with each other.
IX. HMR Tax Expenditure Priorities - Staff
Waite - We are pretty much on track with the revenues
that we estimated on the HMR.
Driver I have a question on the Girls Softball Complex.
The 1996 Girls Softball Complex out of HMR paperwork
states $200,000 is out of greenspace and an additional
$50,000 and an additional $280,000 from advertising and
promotion and then in the following year we have slated
on the same line $450,000.
Clark - The only one I feel real secure with promoting is
1996. However, to answer you on the 1997 question, we
have a meeting set for Wednesday. They scared the pants
off of us the other day when they said $900,000 for the
Girls Softball Complex.
Driver - For four fields?
Clark - That is the reason we looked at that. We are
still hoping that they will come closer to what we
anticipated. We will get more information on that
Wednesday. The reason for that being in the paperwork is
so that we have some kind of hedge. We have some
decision making to do.
James - Is that based on the model that we went over?
Clark - Yes. With the concession, restroom, and the
parking, and the four lighted fields at 300 foot.
Driver - Is that in a flood plain?

Clark - No. That is just with what we have.
Waite- We have to remember that we aren't just adding a
field. We are adding all the other stuff too. We are
putting in the lanes between the fields, 110 parking
spaces, restrooms, and a concession stand. When we go to
Bambino and put in another field - we already have these
other facilities.
Driver - We have had this in committee and we have had
this before the Board and we sent it back to the staff
and now it is before the Board again. We can go back to
the committee with it. We had greenspace funds committed
last year to complete the trail at lake Fayetteville
South. Those funds were diverted to another worthy
cause. Now we have 1998 on Lake Fayetteville South and
double the amount on Girls Softballthan we have every
allocated or recommended or anticipated. I can't make
that recommendation as a Board member.
Clark - I think what we have to do instead of looking out
for five years - I think it is great to project. I have
to deal with 1996 being my primary concern. We have to
make decisions are we going to make and dealing with
that.
Driver - So your recommendation would be to complete all
four fields in one construction push?
Clark - Yes, if that is what we decide to do. I have a
meeting with Kraft and Tull engineers next week.
Waite - Can you get the cost if we did any phasing on
field 3 and 4?
Clark - I think they will bring that to us. We are
asking for that. They will provide us with unit costs
and we will have to make decisions by unit.
Waite - My concern is what Driver expressed. It doesn't
cost us to delay.
Driver - Just getting the trail at Wilson Park that leads
back to the bridge - you would not believe the increase
in usage. Just something that simple. I have another
question, Nancy. Where are the $76,000 funds going to
come from for the Greathouse bridge on your spreadsheet?
Dugwyler - If you approve it, it will come out of park
improvements.
Driver - Okay.
James - Ackerman, if we move this back to 1997, would
this delay you?
Ackerman - No, the trail system is already in place. We
can accommodate you any which way you want to go with
this.
Driver - I am astounded with the cost of the Girls
Softball Complex.

Ackerman - I was astounded with the Girls Softball
Complex too.
That is why I visited with Nancy this afternoon before
the meeting. That is why I want to get the Finance and
Facilities Committee together because there are some
questions unanswered in my mind. I think we need to
address things based on these new events. I am not sure
that what we have proposed here is going to be realistic
in 1996 or 1997. We need to clarify some things before
we move on.
James - I think we need to discuss this soon. We need to
look at all our financial planning and our potential cost
overruns. It probably would be less expensive to build
the complex all at once instead of having contractors
come back several times.
We almost need all four fields to take care of the
softball numbers.
'Waite - If. there are any changes, it is going to impact
things.
Dugwyler - Let me remind you that this is like our CIP
plan. One year is approved. Then it changes every year.
What we would like is approval for 1996. 1996 is all
that needs to be addressed at this time.
Waite - When is this to go to City Council?
Clark - As soon as we can get it there. CIP is prior to
the budget process. It is to the staff's advantage to
get a plan and get it under way as quickly as possible.
Driver - 1996 looks good to me. I would like us to get
to the trails in 1996, if we could. I wonder if we are
going to have difficulty with the separation of the
Finance and Facilities Committees on dealing with this.
Does this need to be a joint meeting?
It also needs to be fairly soon.
Driver- We can get it approved before the next meeting.
Waite - I would like to see that on the agenda. Any
objections?
Ackerman - No. I think timing is important.
Waite - I have some reservations about fencing due to
cattle. I don't think it is our problem to put up
fencing to keep cattle out.
Clark- If I am required to keep my cattle off property,
I should have to put up a fence. I think it should be up
to the cattle owner to restrain their cattle.
Waite - When we get information on what our boundaries
are, then we can warn people when their cattle is roaming
on our land.
Driver - We may need additional signage.
Mackey - Cattle owners should not be using our land, if

they are not entitled to.
Driver - How does Monday week sound?. Can we meet at the
Youth Center, February 12, 5:00, both Committees.
Waite - Yes.
Driver - Bill, please put an agenda together. I
encourage everyone to be there.
Waite - Is there anything that we need to do to push
getting the abstracts and leases?
Dugwyler - The abstract company is having a hard time
with some of them. It is very involved. It is a very,
very long process. They are having some problems with
wording on one person being deceased, but they don't have
any paperwork to prove it. They are having trouble
tracking some of these things.
Clark - We have some of the agreements on hand when the
land was purchased.
Waite - Some of these are in the second generation.
Clark - Yes. The work is costing about $1,000. There is
a real need with getting this resolved and the
information on hand. We are having weekly complaints and
we need to get the answers soon.
When we receive this information, we are going to have to
have a plan of action.
Waite - What is your recommendation on what to do when we
get the information?

SPECIAL MEETING OF THE FACILITY AND BUDGET COMMITTEES
All Board Members were notified and invited to this meeting during the February 5th regular
meeting.. The press was notified dunng the February 5th regular meeting. Those attending
included:

Bill Ackerman
Discussion was held concerning committing $200,000 during this first year to go toward land
acquisition. The suggestion was made by Ackerman to only budget $50,000 to be used for an
option or toward a first payment on a piece of property. This would free up the remainder of the
$200,000 to accomplish additional park projects.
The $150,000 remaining from land acquisition was divided up with $50,000 going to additional
park improvement projects, $50,000 to be used improving the Lake Fayetteville South trail, and
$50,000 to be used for equipping the new community gyms at Holcomb and Vandergriff.
All other items were discussed and approval given as listed.
Susan Driver made the motion to accept the budget as altered for presentation to the City
Council.
Bill Waite seconded the motion.
The vote was 5-0 for the motion.
