Ackerman, Driver, James, McCutcheon, Richard, Stone, Waite Mackey Cox, Dugwyler Northwest Arkansas Times, Morning News Ben Mayes I MOTION:JAMES/WAITE The minutes from the December 4, 1996 PRAB meeting were approved unanimously 7-0 II. New PRAB Members: Driver: It is a great pleasure to welcome our new PRAB members John McCutcheon and Bill Ackerman. They have quite an interest in parks and have done volunteer work for parks. Bills background is in finance which is very good timing with the new HMR tax. John is a native of Fayetteville, grew up through parks system and is in advertising. III. Election of Chairman and Vice Chairman MOTION:WAITE/STONE The PRAB nominates Johnny James for Chairman James: I decline, but I would step in as Vice and help all I can MOTION:DRIVER/McCUTCHEON The PRAB nominate Bill Waite for Chairman and Johnny James as Vice -Chairman. IV. MOTION APPROVED UNANIMOUSLY 7-0. Assignment of Committees and Chairs: Bill Waite will contact you on committee assignments. HMR Tax Information: 1 I • • • Mayes: I have brought a schedule of HMR tax history. Driver: Is it figured per month or per receipt? Mayes: It is supposed to be per receipt Driver: So there could be money raised for HMR but not turned in due to the way they figure? Mayes: Maybe in rounding. Most restaurants have charts to know when to charge another penny. We only require gross sales on monthly basis. We have tried to make contact with everyone to remind them to change their HMR tax rate. You will expect about a million. State statute won't allow you to appropriate funds for money you don't have. We can check with Jerry Rose since we do have other funds to flow. Don't get way ahead. You can count on $70 or $80 thousand per month. GREEN SPACE South Side Owner/Developer: East Avenue Investment Group Location: S of Cato Springs, W of Clover Park District: SW Priority: No priority Total Acres: 4.17 acres # Units: 5 single Land Dedication: .13 acres Money In Lieu: $1,500 Neighborhood: #7 1990 needs: 10 -20 acres 2010 needs: 12-24 acres Existing: 5 acres Rick Alexander: I am with East Avenue Investments. We can give more land than is needed. James: Is this the area the army is dredging? Ackerman: What is the terrain like? Alexander: Pretty level, some trees Ackerman: Are you adverse to paying the money? I think maintenance would be hard with the access. Who would use this? Are there other areas planned for here? Richard: I would like someone to look at land. Alexander: I need this recommendation now. I am on a contract. Either money or land is fine. Dugwyler: The staff concerns are that it is in a flood plain and the 25 foot access. MOTION:DRIVER/ACKERMAN The PRAB recommends to the Planning Commission to accept money in lieu of a land dedication for South Side. MOTION APPROVED UNANIMOUSLY 7-0. 3 • • • Zion Valley Dugwyler: They would like to have their green space requirement met by the park they are installing. Waite. This would not be open to the public so does not meet our requirements. This is over 100 units also. Driver: We might want to consider a waiver and accept money. Across the street we are trying to get a trail going. We might ask for the money in lieu to help with the development at Lake Fayetteville. This does adjoin the Sweeter property. Stone: This is a very cluttered area. I think we need the land. Dugwyler: This is at edge of priority one. Waite: We cannot use private park and must take land unless waiver is granted. Ackerman: Can't we say no to his request and look further before making recommendation. We can look at the number of houses there. Richard: This is exactly what city wants. Apartments with green area built close to retail. Waite. This ordinance is for parks not just open space. It is green space but not for our purpose of the ordinance. Driver: For example, Lakeside has a 9 hole golf course with lots of green space, but it was not park land. Ackerman: We need someone to speak on their behalf. Dugwyler: Dotted lines unresolved issues. No Ackerman: This is representative at next are master street plan. There are through streets. not sufficient and we need a board meeting. MOTION:DRIVER/JAMES The PRAB requests the developer to present a proposed park land dedication. MOTION APPROVED UNANIMOUSLY 7-0 4 (/444. • • • • VI. Caroline Parsons Property Waite: How much is she asking? Dugwyler: I do not know much about this. I know it came through before. Waite: It came through 3 to 4 years ago before the Fuzzy's property was cut out of it. It does abut against Leverett School. It was too expensive but now they have cut out the prime commercial area. Driver: I think the school system might be interested, maybe jointly with City for playground. We would like to know the acreage of the remaining land, what price, and has she contacted the school administration. Waite:Susan and I will contact school administration to see if they are interested. Ackerman: Why did she have such problems? Stone: Mostly because of all the upset people about the trees and zoning. Driver: It was changed from residential to commercial. A Mormon church tried to go in between Fuzzy's and school. They were denied. Ackerman: We would be interested in this as park land. Has any one seen the property. Driver: It would benefit mostly the school children. IT Would require underbrush clearing, would be good for environment, Commercial use would not be good due to curb cuts and bad traffic. Ackerman: Let us continue investigation. She did not make an actual proposal. Waite: We will take care of talking with Mrs. Parsons. VII. HMR Tax Expenditure Priorities: Driver: I did not know if we wanted to give personnel as a line item I though just maintenance costs. Waite: I prefer to call it maintenance costs. Driver. Just strike the word personnel. Is the boundary fences included in the maintenance projects? Dugwyler: Yes, Dale and I talked about three parks, Davis, Brookburty, Pineveally/Pinecrest would be the ones to start with. 5 /141' • • • Driver: Somepeople want Lake Sequoyah boundaries done. Waite* Fences are development, not maintenance. I would like to see it changed back. Dugwyler: Bob and I have done list for maintenance needs. Some of these are obviously development also. Driver: We want to see them separated. Dugwyler: That was the way we had it, I will change it back. Park improvements. On equipment we do not purchase. We pay maintenance and replacement costs. If we have this money, we can request more equipment. We may not get new equipment, it may be a used piece from somewhere else. Driver: Park maintenance complex is needed soon. Should we put a lump sum in one year? Dugwyler: You can start middle of one year next year. Driver: What about Babe Ruth falling to 1997? Dugwyler: That is where it fell with top seven priorities. Driver: Greathouse needs how we pay for it. Waite: We need to say 15 percent for parks costs so someday they cannot add everyone wiping out our HMR tax. Dugwyler: General budget approved 1.5 positions. This year they approved athletic field crew leader. This list is what we feel like we need to maintain our current facilities. The half position is to increase summer worker's pay and time worked. Richard: I have had people approach what you have. Waite: This is why we say only 15 keep growing. We have to keep the pressure on to get our 1.5 positions each year. Ackerman: We have to be realistic. or may not get the job done. Driver: The HMR will grow. Richard: I feel it is up to Dale the park maintenance line item. Driver: There are ample legitimate expenditures senior citizen center to be paid from HMR. Waite: We had promised this money and it was legitimate. Driver: I will share the legal research at the next meeting. Dugwyler: Is this plan ready to move ahead to City Council. Dugwyler: Keep in mind, many figures are estimates. We currently have $280,000 for girl's softball from A & P. This is based on past costs. We will bid this and bids have been coming in awfully high. VIII. Professional Services Dugwyler: In the past every CIP project had a selection committee for each engineer. This year we will select one firm to do all of our projects. Wittenberg, Deloney, and Davidson was chosen. They have a local office and they are doing a project for us now. IX. Green Space Expenditure Request Dugwyler:We have a problem with people driving over the new soccer fields at Lewis Street. This problem was brought to our attention by Bob Braswell. Waite: We have had this problem before. Do you think the rail fence will work. We have used bollards before which do not look as good. Dugwyler: This is a good fence and strong. We used in state parks. Waite: We need to protect the fields. MOTION:DRIVER/RICHARD The PRAB approves the expenditures from Green space for Lewis Street fence. MOTION APPROVED UNANIMOUSLY 7-0 X. Veteran's Park Proposal Driver: I received a letter from Walter McKinney. We had proposed alternative sites to be the veteran's memorial. He said they are overwhelmingly in favor of the Lake Fayetteville South location. With the trails, future botanical garden, will be great. I would like to forward on to City Council to name this park veteran's park. Lake Fayetteville South has never had a real name and lots of controversy, I told him of the controversy. Waite: We have been seeking better usage of LFS. We do have sand volleyball, and a new pavilion coming in. This is a really pretty spot. Richard: We also made a policy of naming parks. Driver: Dale and Mayor Hanna have expressed a desire to hire a ranger for the summer months to make it a safe place. Ackerman: It has improved over last 18 months but this is a good idea and I endorse it. 7 MOTION : DRIVER/ACKERMAN The PRAB recommends to the City Council to rename Lake Fayetteville South Veteran's Memorial Park. MOTION APPROVED UNANIMOUSLY 7-0 Dugwyler: We plan to make annual report to City Council on February 7, 1996.
