SPECIAL MEETING
AUGUST 14, 1995

DISCUSSION
Driver: Thank you for coming on such short notice. Lindsey has made a different offer
from the one we voted on earlier. I would like to get this cleared up by our board
before the Council meeting tomorrow night.
Elsass: After the last meeting, we tried to address your concerns. We are proposing that
instead of donating all the ground, we would donate 10 feet north of the creek and
10 feet along the eastern boundary of the ditch. We will build a bridge across the
ditch which would be a walkway and bikeway across the ditch. We have discussed
different sizes for the walkway, possibly 6 or 8 feet. Whatever you think. We
could install it immediately or whenever you want. We will have our workers out
there constructing sidewalks so it would be better now. Mr. Lindsey said we will
try our best to talk to Mr. Hopper from the f ighway Department to see if they can
help connect pakrs with an access under the bridge of some sort. We also want to
work with Butterfield Trail. We had a meeting with them Friday. They are
interested in this trail but they are concerned about safety. Steve Parker made
comments about safety. This was a really successful meeting. I have given a letter
to Mrs. Little about this. We do not have a ten feet survey at this time, but we
will.
Driver: Is it permissible to pave over a water and sewer easement? Will this include an
easement?
Elsass: You can pave, just not put a permanent structure.
James: How close will the businesses come to this trail?
Elsass: Right up to it. Their property lines will come to the edge of this 10 feet. The 10
feet is all along the edge of the creek. So we will give you the creek and 10 feet by
it. Lindsey will help work with the Highway Department to go under the highway
bridge.
Knight: This sounds almost like the proposal the other day except you are going to pave it.
You are still giving the creek to the City. We have a trail going nowhere really.
James: It seems like this location will attrach four wheelers, etc.
Driver: This will be the first portion of the trail newtork on the ground. The road to Zion
will be very close to Lake Fayetteville and the Botanical garden area. This is a
vision and we don't have much to compare it to that is already in Fayeteville.

Before you get to the point where you actually construct the trail, it would be a
good idea to get back with Alett as far as getting it connected.
Elsass: We will lay a sidewalk to Joyce and we will delay the trail until you give us the
word.
Waite: We don't really have charge of trails. You will need to talk to Alett when you
start the trail.
MOTION: MACKEY/RICHARD
The PRAB recommends to the City Council to accept the proposal made by Jim
Lindsey to accept ten feet plus the creek on the property located south of Joyce
Street provided Lindsey will install the bridge over the ditch and build the trail.
MOTION APPROVED 5-1 (Knight left, James nay)
