I MOTION:WRIGHT/JAMES The minutes from the October 3, 1994 meeting were approved unanimously 7-0. II. Donation of Gregg St Property by Benno Friedman Wright: Alett Little said this property connects to the current bike trail. I think it would be good to take this land. Driver: If we took this land, it might be a good place for picnic tables along the trail. It would probably not be good for anything else. Wright: I could see a civic club putting in a bridge across that creek. James: Seems like that might be a nice little oasis for the people there. Driver: If we table this until we know more about the trail would this offer be available in the future? Clark: He did not give us a deadline. I am sure we could send him a letter telling him we are still considering it. Alett: One application is for the Gregg Street bicycle path. Kimbrough: It seems like we could wait for the application of the trails and are there other lands here to be obtained. I am sure the uses are very limited for this land. Clark: As far as a park, it does nothing for the parks system. As far as a trail, it might help. We should table it until we know more on the trails. For this size parcel you will spend a lot of money on land that is not in a needed area. • • • • PRAB Page 2 MOTION:WAITE/KIMBROUGH The PRAB recommends to table the trail property until it is know if a trail will go in there with stipulation. The owner needs to be contacted we are still interested. MOTION APPROVED UNANIMOUSLY 7-0 Senior Center Clark: Betty Turner's salary has come through the parks budget for many years. Turner: We started this program several years ago. Sang Center is no longer adequate for the seniors that we serve and hope to serve. Mrs. Walker donated a portion of land for a recreational facility for seniors. Dale traded for this spot with the soccer fields. This has accessible walking trails for seniors. This is the Archibald Yell site historical site. He was the second governor and first congressman for Arkansas, and he played a major part in the development of Fayetteville. Community Development funds were $350,000. The architect took $25,000 of this. We need matching funds. The 1995 funds can be extended. Kimbrough: What percent do you receive from United Way? Turner: We have Council on Aging and the elderly nutrition program which serves 500 meals cooked in Fayetteville and transported. Sang would remain the main kitchen. Waite: What is the estimated cost? Koehring: 1.4 million Driver: What can we do to help you? Turner: I don't know right now. We need you to be supportive. This is the only senior center like this anywhere. It is not like an institution; it is warm and cozy. Clark: They have taken over the adult day care facilities. At the Wood avenue site, they are equipped for 25 people. At the Springdale site, they are equipped for 26 people. Kimbrough: You need to keep in mind this is recreation. It is better the more we can tie this in with parks and recreation. Driver: Would this be a legal use of Green Space fees? Clark: I believe so. Turner: I see the wooded area with trails and a park being used as much as Gulley Park. IV. Green Space Hidden Lake Formerly Jackson Heights Owner/Developer: Harry Jackson and Partners Location: N of Mission, E. of Old Wire Road Park District: NE • • • did qt PRAB Page 3 Units: 44 Single Family Land Dedication: 1.1 acres Money in lieu: $13,200 Master Plan: No Priority, neighborhood 3, 26 existing acres; 1990 needs 21 to 42 acres, 2010 needs 25 to 50 acres MOTION:WRIGHT/WAITE The PRAB recommends to the Planning Commission to accept a land dedication in lieu of money contribution for the green space requirement for Hidden Lake. MOTION APPROVED UNANIMOUSLY 7-0 DISCUSSION: Mark Marquess: This was a controversial subdivision the first time it came through. We took over and realized it had a nice natural fed pond on it. It is really nice. There are large pleasing trees. We decided it was better to replat it. Originally there were 60 or so lots, but we platted 44 lots. Done properly, this could be a nice park for Root School. Mel said originally you were interested in a walking trail. We would like to dedicate the pond and the greenway. I think with the right of way through the creek bed it will be 3 to 5 acres. We will we put pavilions in. We would like to keep it a subdivision park but in all reality it will be used by more. We would like to deed it over to the city. Kimbrough: I remember a problem with the lot line of the people that live there. Marquess: We changed a lot. Driver: Did the reduction in the lots reduce the drainage problem. Marquess: Yes about one-third. We talked to Don Bunn and Alett Little and we agreed there is not that much of an impact now. Driver: What are the liabilities of the pond being here? Marquess: I don't know about City liabilities. You have parks with waterways now. Lake Fayetteville is a huge waterway. Savage: Does this road run right by the pond. Marquess: This is just the preliminary. We will straighten that road out. Kimbrough: There was land with money on the first subdivision that came through. Marquess: Yes but there was not a pond then. This is not a significant area for play equipment but is great for walking and open space. Clark: Is there some provision that the neighbors will know this is public land so they won't get excited about the drainage? • • • PRAB Page 4 Marquess: This will be in the covenants. Kimbrough: What is staff recommendation? Clark: I think it has good merit. I don't want to build parking to encourage others to come even though others will come. Kimbrough: One of the high points is that children will be able to make it almost to Root on sidewalk. Is this still so? Clark: The problem is no access at Ramsey. Marquess: This will match up to Mission and should have a crosswalk. 0 \ VSp9 t' q.ya° :6 q i4S Yorktowne Square Owner/Developer: Wade/Peggy Bishop & Susan Bishop Hansen Location: N of Summerhill, W of Old Missouri Park District: NE Units: 61 single family Land Dedication: 1.53 acres Money in lieu: $18,300 Master Plan: No priority, neighborhood 1, 72 existing park acres; 1990 needs 22 to 44 acres, 2010 needs 34 to 68 acres MOTION:WAITE/WRIGHT The PRAB recommends to the Planning Commission to accept money, $18,300, in lieu of a land dedication for the green space requirement for Yorktowne Square. MOTION APPROVED UNANIMOUSLY 7-0 Southridge Development Owner/Developer: Kenneth McClinton & Bob Schmitt Location: Intersection Garland & Stadium Park District: SW Units: 18 multi family Land Dedication: .36 acres Money in lieu: $4,320 Master Plan: No priority, Neighborhood 10, existing park acres; 1990 needs 54.5 to 109 22010 needs 57 to 114 acres. 38 acres, MOTION:WAITE/JAMES The PRAB recommends to the Planning Commission to accept money, $4,320, in lieu of a land dedication for the green space requirement for Southridge Development. MOTION APPROVED UNANIMOUSLY 7-0 PRAB Page 5 • V. Sale of Lake Fayetteville Property. MOTION:WAITE/KNIGHT The PRAB recommends to table this item until this man is present for further questions. • • VI. MOTION APPROVED UNANIMOUSLY 7-0 Davis Park Driver: Why is the handicap accessible equipment so much more expensive? Dugwyler: This is like a fire ring with a grill. Driver: What is the life on the tables? Dugwyler: The steel will last 15 to 20 years, and the redwood can be replaced. Driver: Do you have local welders who bid on equipment like this? Clark: No, we do some of the trash holders in house. Waite: We seem to be getting too much into microbudgeting. When you start doing things in house with labor charges it gets expensive. Kimbrough: What kind of equipment is it for this money? Dugwyler: I look at quality first, then gauge of steel, wood, and what maintenance is required. We look at top quality. You get what you pay for. MOTION:WAITE/KNIGHT The PRAB approved expenditures from the northwest park district green space account for picnic equipment for Davis Park up to $10,120. MOTION APPROVED UNANIMOUSLY 7-0 VII. Green Space Report Dugwyler: I have learned an enormous amount. I will have proposals at the next meeting for information sheet. Right now I have an answer to the question from the Adhoc meeting. I looked at the problem of comparing the number of building permits issued to the green space money received. Part of the reason these figures don't equal is that they do not take into account for land dedications. Also, if I buy a lot in Fayetteville that is not part of a subdivision then I do not pay green space fees. Anything outside the city limits but within the growth area is also not included in green space requirements. We need to track each plat from the time we meet with the developer until the money is spent. It will be a lot easier to track with the new ordinance. Kimbrough: Do you feel comfortable with the last one or two years? Dugwyler: I feel comfortable with the last six months. I feel the internal auditor is more involved now. • • • PRAB Page 6 VIII. Ad Hoc Committee Report Waite: We have one more adhoc committee meeting to finalize our proposal. I would like to hear any objections. Wright: I like the donations. Should we talk to the businesses affected by the HMR? Waite: No, not necessarily. We had three choices: HMR, tax, and millage. We came up with what we considered the best choice. Kimbrough: We still have the subject of whether the projects warrant an additional revenue source. We need to make sure things will fly before we get too far down the line. Driver: We had some people missing form the last meeting so we will have one more meeting to finalize this. OTHER BUSINESS: James: Can we get a fall baseball report? LAKE FAYETTEVILLE TRAIL Driver: We have two volunteers to help speed up the trail around Lake Fayetteville. We have a lot of interest. In order to do this we need board member effort. Johnny has agreed to chair this. GIRL'S SOFTBALL FIELDS Driver: We need formation of committee to finalize the plans for girl's softball complex. Waite: The Facilities committee attempted to get City engineers to do this in house, but they can't do it. We need to call another meeting. Clark: We need to select an engineer, etc. Waite: Anyone on the board that is interested is welcome even though it is the facilities committee. WALKER PARK BASEBALL FIELD Driver: The Facilities committee met at Walker Park on the east side. Was there a report? Waite: We had originally planned the baseball field on the east side. Kimbrough suggested the west side. The baseball people were going to draft a new plan and cut into the soccer field. Driver: Will this necessitate the removal of that pavilion? Clark: They said definitely not. HIDDEN LAKE SUBDIVISION Milholland: The park area at Hidden Lake is 4.75 acres. • • • PRAB Page 7 GENERAL INFORMATION Clark: Two soccer fields at Lewis are complete and should be ready for play in the spring. The playground is almost complete at Gulley. The trail has been extended to the playground and picnic tables. The street department is still working on parking lot at Lewis and the street at Davis. Davis Park is looking a lot different. Driver: What about the park on Gregg Street at Lakeside? Clark: I talked to Lindsey. He wants to develop the park and then donate it to the City.
