Members Present: Driver, James, Mackey, Waite, Wright Members Present: Knight, Savage Staff Present: Clark, Cox Media Present: Rusty Garrett, Ron Wood BUSINESS: I. MOTION:JAMES/WAITE The minutes from the September 5, 1994 PRAB meeting were approved unanimously 5-0. II. BOTANICAL GARDEN Donna Porter:We should hear from the private owners in a couple of weeks. We just want to make sure you still support our proposal and understand the site we are talking about. James: Was this site specific? Driver: No, it was not. Porter: The land lies directly east of Lake Fayetteville South. It is approximately 55 acres. This private property is south of this. The largest parcel of private property we are trying to acquire first is 20 acres. Driver: What do you mean by acquire? Porter: Either a donation or a long term lease is what we would like. A lease would have the stipulation what we must do on the land and by what date. Driver: We are aware of the land you are referring to at Lake Fayetteville South. Thank you for being here. III. GREEN SPACE PLATS PROPOSED SUBDIVISION ON OLD FARMINGTON ROAD Engineer: Engineering Design Associates Location: On Old Farmington Road, N. of Hwy 62 Park District: SW Units: 5 single family, 16 multi family Land Dedication: .45 acres Money in Lieu: $5,340 Master Plan: Priority 3, neighborhood 9, 0 existing acres; 1990 needs 6.5 to 13 acres; 2010 needs 9 to 18 acres. • • • PRAB Page 2 MOTION:WRIGHT/JAMES The PRAB recommends to the Planning Commission to accept money, $5,340, in lieu of a land dedication for the green space requirement for the proposed subdivision on Old Farmington Road. MOTION APPROVED UNANIMOUSLY 6-0 CROSSOVER HEIGHTS APARTMENTS Owner/Developer: Lindsey Family Trust Location: S of Zion, E of Highway 265 Park District: NE Units: 84 multi family Land Dedication: 1.68 acres Money in Lieu: $20,160 Master Plan: No priority, neighborhood 2, 45 existing park acres; 1990 needs .8 to 1.7 acres; 2010 needs 1.5 to 3 acres MOTION:WRIGHT/WAITE The PRAB recommends to the Planning Commission to accept money, $20,160, in lieu of a land dedication for the green space requirement for the Crossover Heights Apartments. MOTION APPROVED UNANIMOUSLY 6-0 IV. PROPOSAL TO INCLUDE WASHINGTON SCHOOLS AS A CITY PARK Washington School would like to have an agreement with the Parks Division like many of the other grade schools have. Someone should be present at a future meeting. V. WALKER PARK BASEBALL FIELD #7 Dennis Kelly is revising the plans for this field. His engineers are behind so we have not received the plans yet. Kimbrough: I would like him to draw plans for the west side of the street. VI. LAKE FAYETTEVILLE 265 PROPERTY: FACILITIES REPORT Kimbrough: Isn't Joe Tarvin supposed to be here to answer engineering questions? Driver: Yes, but I will do my best to answer questions, since we met with the engineers. Wright: What about the environment? Driver: By putting it on City property, we would have some control. The land request increased because trucks need space to turn around. These trucks are used for odor control. Springdale is building state of the art requirements to meet future needs. This would severely botch our trail plans. In 1973, the City Board set aside this parcel to remain in its natural state for 50 years. PRAB Page 3 The Environmental Study Center is the only place in this area like this. It serves over 5,000 children. We need to stand up for this. James: Is there an alternate site? Driver: Tarvin said they would consider other sites if this one is turned down. Waite: Is there another place that won't affect the trail here? Driver: No. Mackey: Our kids are important. We need to keep with the 50 year resolution. I think the Clear Creek area needs on the sewer system, but not in our Environmental Study Center. The lake is our number one concern. Wright: Can we make the sell contingent on Clear Creek residents hooking up to sewer? Mackey: The lake was there first. These people should be on sewer, but don't change the environment one bit. Waite: I don't want to sell this land, but if we do sell we need a plan of when houses go on system. James: Why this site? Driver: This is a good site and other effective sites are more expensive. Kimbrough: I am worried because development east of Springdale will put more and more pressure on this field which flow directly to the lake. If in the long run, a lift station would protect Lake Fayetteville, I would be for it. Mackey: We are not just talking about Clear Creek houses, there is much more. It will be more of an impact. James: I don't think the lift station should go on this property, and we need a motion by tomorrow night. Kimbrough: Would selling this property be in violation with the resolution declaring this a nature area? Driver: Yes. Mackey: There is a lot of development that will be tapping into this lift station. The big problem will be in the future. Pipes will get old. Look at Wilson Park. There used to be raw sewage that comes out of the manholes. I think we have to protect the lake. Miller: Did you ask the engineer about odor chemicals. Will it affect the water? Driver: It goes into the sewage. If there were a leak, it would leak everything anyway. • PRAB Page 4 MOTION:MACKEY/WAITE The PRAB recommends to the City Council not to sell the Lake Fayetteville property to Springdale on the basis of the fifty year resolution passed by the City Board in 1973 keeping this area in its natural state and due to the proposed plans for a trail around Lake Fayetteville MOTION APPROVED UNANIMOUSLY 6-0 OTHER BUSINESS: CIP Meeting Waite: The adhoc committee want us to review CIP's for funding. I will get a mailing out. The CIP meeting will be Thursday at 5:30 at the Parks office. Kimbrough: The fence on field 2 at Lake Fayetteville has been down a while and needs to be fixed. Clark: We need to look at the property for a proposed donation from Benno Friedman. Driver: Don't we want a trail here?
