PRAB
REGULAR MEETING
SEPTEMBER 12, 1994
The meeting was called to order at 5:30 pm by Susan Driver in
room 326 of the City
Administration Building.
Members Present: Driver, James, Mackey, Savage, Waite, Wright
Staff Present: Clark, Cox
Media Present: Rebecca Tucker -Morning News
BUSINESS:
I. MOTION:JAMES/SAVAGE
The minutes from the August 1, 1994 PRAB meeting were
approved unanimously 7-0.
II. BOTANICAL GARDEN
Donna Porter:We are here to make sure you still support
our proposal.
Waite: This will be a reaffirmation of the idea. We
cannot commit land.
Porter: I just wanted to make sure you know what portion
of land we are proposing.
Kimbrough: I did not think we identified any specific
area of Lake Fayetteville. I thought we just supported
a botanical garden.
Clark: We did not get specific on amount of land, etc.
We said in this area.
Porter: We are actively working with the private
property owners. I need some reassurance what site we
are talking about.
III. ADDITIONAL PARK LAND AT CRYSTAL SPRINGS
Clark: The developers of Crystal Springs want
additional acres to the Parks Division.
Wright: Why are they giving this to us?
Clark: Possibly a tax write off. Also, th
will flood.
Kimbrough: Are there covenants? Could we ever sell the
extra property?
Driver: I love the ideas of schools having buffers.
Imagine what the classes could do with this kind of area.

MOTION:WAITE/MACKEY
The PRAB recommends to the City Council to accept a
contribution of 19 acres by the Crystal Springs
Subdivision connected to the recent 15 acres acquired
through the Green Space Ordinance.
THE MOTION WAS APPROVED UNANIMOUSLY 7-0.

IV. FIELDSTONE LAND DEDICATION
The developers of Fieldstone Addition bought a lot of
Northwest Acres Phase IV to use as their dedication.
Clark: In phase III; of this addition, we may want to
recommend money. It may be hard to get the land we need
by phase III.
V. WALKER PARK BASEBALL FIELD #7 UPDATE
Clark: The Baseball Association's original plan cut into
some oak trees. We asked them to alter the plan. They
did so without making too much difference on the cut and
fill.
Driver: I think we need the facilities committee to meet
when these plans come through.
Kimbrough: Is there any chance of taking one of those
soccer fields rather than build on that one side?
Clark: It could be done. Two fields at Lewis have been
shaped, and are waiting for sod and irrigation. They
should be in great shape by next fall.
Savage: By turning those fields at Walker we are wasting
land.
Kimbrough: It is the economically feasible thing to do.
You are putting these fields right on the road. You will
have balls coming over the fence.
Waite: No, they should not.
Driver: We have taken this vote already.
Kimbrough: You can change your mind if it is more
economical.
Waite: We are taking fewer trees and land than the
original master plan.
Kimbrough: It is costing more money.
Wright: Which will be better in the future if soccer is
taken out?
Mackey: Even if you move the pavilion, you are into the
soccer field.
Savage: We don't want wasted space in the future when
soccer is gone.
Mackey: You need space by that roadway. There are
masses of people walking there every night during play.
You have to have that space.
Kimbrough: The people are walking around like that
because of the poor planning in the first place. We know
we are going to get the soccer fields. Why would you
want to put two fields across the street now and make the
fields even more spread out?
Driver: You are looking at five-year needs. When these
fields are at full capacity, then where are you going to
go? Are you saying never build on the other side?
Kimbrough: Where will parking be in the future?
Mackey: Some will be where the soccer fields are. You
have to use both sides.

Driver: We have requested those roads both become one
way. The cul-de-sac parking will eventually be connected
to 15th street.
Driver: I think the facilities committee should meet and
make a recommendation to our board at the next meeting.
Mackey: I would like to thank Dale and Bob Braswell.
Field one at Babe Ruth is wonderful. They have worked
hard and it looks professional. This is hard work and
they got the best results.
Driver: I would like a recommendation from the
Facilities committee at the next meeting. I don't think
either argument is stupid.
BRIDGEPORT
Driver: We made an agreement we would expend Green Space
funds for picnic tables and benches for this.

Kimbrough: I would like the baseball people to survey the west
side at Walker and see if they could add the field there by
removing the pavilion.
Driver: How do we want to proceed in the expansion of the Lake
Fayetteville fields?
Clark: There is no funding until 1995.
Mackey: I am concerned with adult -softball. One aspect is the
softball association and I hear there is a competitive tournament
group. Are there two groups?
Clark: We run some tournaments. There are also people that hold
fund raisers. Other individuals do tournaments. The district
tournaments are held, but our focus is conducting the leagues.
Waite: Chuck does not relate to the adult softball board we work
with. He does not speak for that board.
Kimbrough: A program needs people who make things happen. If
there is a board that doesn't have these people on it, nothing
happens. Chuck very definitely makes things happen.
Waite: Recreational aspect can be served with what we have, the
competition side would work better with a new site.
The meeting adjourned at 7:00.
