MOTION:JAMES/WRIGHT The minutes from the July 11, 1994 PRAB meeting were approved unanimously 4-0. II. GREEN SPACE ORDINANCE PROCEDURES REVIEW Waite: Has everyone gone over these? Edmonston: It is for developers to know what they need. Waite: It looks very workable. MOTION:WRIGHT/JAMES The PRAB recommends to approve the Green Space ordinance procedures as written by staff. MOTION APPROVED UNANIMOUSLY 4-0. III. PRAB AD HOC FINANCIAL PLANNING PROJECT UPDATE Additional information will be sent out this month. IV. LAKE FAYETTEVILLE SOFTBALL COMPLEX MEETING REPORT ' Waite: We suggested Mark Paul call the Adult Softball Association to discuss their needs. Wright: Is there a reason you measured for 300 feet fences instead of 315 feet like was mentioned at the last meeting? Clark: 300 feet is the standard we have been going by. 315 feet would be quite hard to fit. Waite: We are not sure if 315 will be necessary. Mackey: Where is the closest complex with 300 ft fields? Clark: Tyson Complex Waite: We do have land at Lake Fayetteville North to expand. I think this is just an informational item for now. It is leaning toward a fourth field below field three and moving to Lake Fayetteville North for a three field complex. • • • Or PRAB Page 2 V. BOTANICAL GARDEN UPDATE Donna Porter: It has been one year since we first came to you. Our bylaws say our board must have 15 members. We still have some vacancies. We have been mapping boundaries, utilities, and soils. There are about 55 acres of the City property that we feel would suit this project. We are still waiting on adjacent property owners. We have not contacted some of them. The children's garden would be a very significant part of this garden. We wanted to help you envision what we envision for this children's garden. We wanted you to see the diverse people that are members of this committee. Waite: There is not much we can do until we have a proposal on the exact location. Porter: It is hard to pin down some of the property owners. We are waiting for a response from them. We would like to be assured that when we get the private property, we will still have the City Land. Waite: We have some new members. We should put this on the next agenda and give these members a chance to study the map and location. James: I agree. I would like a little time to study this. Wright: I think your group has done an outstanding job in just one year. Waite: Yes, we need to make a resolution. We will have to send through City Council. We do not bind City to this. Mackey: This is the first time I have seen this. Why do you have to have all this City land? Porter: A garden would preserve this property and take the maintenance out of City hands. We would like to use the plant habitats to show people the different types and ecosystems. Smaller gardens are usually 50 acres, while larger ones are more than 500 acres. I would be more than happy to meet with you and fill you in on everything. Edmonston: Are you looking at a long term lease or transfer of deed? Porter: A long term lease should work fine. A lot of the buildings will not be built on City property because it is so wooded. VI. MOTION:WRIGHT/MACKEY The PRAB recommends to the Planning Commission money, $4,320, in lieu of a land dedication for scale development for Rollin Barnes. )LOTION APPROVED UNANIMOUSLY 4-0 SEQUOYAH SOUTH Owner/Developer: Location: Park District: Units: Acres: Land Dedication: Money in Lieu: 12, 9 needs 7.5 18 to 36 to accept the large Don Maddox North of Huntsville, West of Sherman SE 26 multi family 5.04 acres .26 acres $2,210 MOTION:WRIGHT/JAMES The PRAB recommends to the Planning Commission to accept money, $2,210, in lieu of a land dedication for the green space requirement for Sequoyah South. MOTION APPROVED UNANIMOUSLY 4-0 DISCUSSION Waite: We toured the land originally in 1982 and decided to take land. This is not the same area. It is down the hill from it. I don't see any way to take land. Those are not single family units, they are multi family dwellings. I don't think this is the exact land. Clark: I don't remember this as being the exact land we walked in 1982. It doesn't lend itself for a land dedication. Other Business: DEVELOPMENT BETWEEN GREGG STREET AND HIGHWAY 112 Bill Rudasill:This is a 66 acre tract between Gregg Street and Highway 112. Thirty acres of this is overlay district, twenty-five will be residential zoned, and ten acres will be zoned office. This will be in phases. The first phase will be about 120 units on 12 to 20 acres. It will be an individually owned townhouse development. PRAB Page 4 Clark: Is there any good land here for park land? Bob: The overlay district ordinance states that 25 percent must be green space. Therefore with 30 acres, 7.5 must be dedicated to greenspace. The offices will probably be high rise. There will be corporate and residential. People can live and work there. The 7.5 acres of greenspace will not be restricted. We would provide all the amenities. We see the corporate as maintaining it. It is hard to tell people they cannot use the park, so I don't know about that. We cannot have a fence. There could be security problems. Waite: This intersection is becoming incredibly dense with Appleby Apartment, Lakeside Village, and now this. Bob: There will be a restriction and covenants that whoever develops this property must erect and maintain the greenspace. Waite: The greenspace dedication for parks purposes must be a transfer of title. This is the first time we have run into the overlay ordinance in conjunction with the parks. Edmonton: We need to get a ruling on if the overlay and greenspace ordinances overlap or not. According to the new greenspace ordinance we are to take land unless we go to City Council. Waite: Right now they are totally separate requirements. Edmonston: The best way to start is to talk with Alett Little. Waite: I don't see a meeting of the full boards will be necessary. Maybe representatives from each board can meet. Clark: I will talk with Alett and go from there. Waite: We will need to meet with Planning just for ground rules. Edmonston: A covenant would be good with residents and PRAB. Residents usually change. Bob: We sign assurity bonds when there is a gray area. Mackey: We need to decide if your plan is compatible with the Parks plan. Bob: Places like this usually have tennis courts, etc. Mackey: Are these homes designed for college age or families? Bob: The homes will be for older singles, young singles, young married couples, or just people that don't want a yard, especially without children. Edmonston: The land dedication would be 7.5 acres Is there any other land available? Bob: There are no floodplains in this area. There is some drainage but no problems. It is all open grassland right now. Only two or three trees. The next meeting will be on September 12 Chuck Yarbrough: You are going with your current proposal to the A & P with the girl's complex. I don't know financially which is the best. This seems to be in direct conflict with what A & P is about. Girl's softball is simply recreational. They want to bring people to town. Why didn't Adult softball get some input. There are some private investors in town. We are bring NIT, invitationals, etc to town. • • • PRAB Page 5 Waite: The PRAB decided not to go with a new recommendation. There was not even a motion. Out primary concern is Parks and recreation. When talking with A & P we hoped to find an area that was compatible with their needs. This was it. Wright: We probably won't get the money anyway. I hope adult softball can get some money. Our whole dilemma is money. Mackey: How many players and how much per player is it in Adult softball. The registration fee like at Babe Ruth and Walker really helps. We build fences, field number seven, and bleachers. Walker Park this past season spent $80,000 on direct expenses. This cam from fees. Softballs are a big expense. The costs are $35 at Walker Park and $50 or 60 at Babe Ruth. Yarbrough:There is a $20 fee for sanction fees. Mackey: It costs a lot of money to operate. An organization with 87 teams. The hamburger tax is paying for the extra fees. The meeting adjourned at 7:15 pm.
