PARKS AND RECREATION FUND
REGULAR MEETING

The balance as of June 19, 1994 in the Citizen's Bank is
$39,111.34 and in Worthen Bank is 4,662.
The Parks and Recreation Advisory Board wants to form a
long range planning committee for funding Capital
Improvement projects. The committee would decide what
funds are needed and how it will be raised. We would
need to have the support of the City Council and City
Administration.
This ad hoc committee would conist of five meeting. Now
is the imte to determine if there is a need for a large
park on the west side of town and how it would be funded.
We are asking that you give your time and membership to
this committee. The recent proposed millage does not
seem to be more money over a period of years. We may
need to look at other city's with successful park
programs. We have a new master plan that should take us
through the year 2015. An ad hoc would be very useful to
make suggestions to PRAB.
Things such as the millage did not even go through the
PRAB. We are going to die from wounds our friends
inflict, no our enemies.
Alexander:It alwasy seem like when we had a need, people said no we
did not.
Waite: Actually they say there is not enough money. More
pressing needs come along.
Driver: There is a very vocal po;ulation now that are concerned
about fast growth and the environment.
Alexander:What would happen after our recommendation?
Clark: Hopefully implementation.
Waite: We could get something to the ballot. This gets more
specifice, down to dollars.
Driver: I came to you because of your experience in parks. We
need a range of time specified when someone donates
money. We would like the members of this ad hoc
committee to be able to make the meetings so we do not
have to catch up.
Melton: Many people do not know there is a trust fund. Do we
want to be appointed to this committee under that title?
Lashley: We would be serving this committee as individuals. Maybe
we should come out of the mothballs and ask for funds as
the Trust Fund.

We came together as a committee under the City Manager,
now we show trust by coming up.
We can just say you are all ex-PRAB members.
We need to get teeth back into the PRAB. Maybe members
should run instead of being appointed.
The PRAB might should be a commission.
:Is this what you want from us?
I had never thought about it. This shows how many great
ideas you have.
PRAB is getting ignored. The neighborhood park theme is
good, but we need to have neighborhood maintain it. We
need people to take pride in their parks.
That would leave maintenance up to chance.
There could be a formal resolution saying the neighbors
would maintain all green space land.
I would like to pay Connie to help with this project.
Fayetteville needs good parks.
