I. MOTION:WAITE/JAMES
The minutes from the June 6, 1994 regular meeting and the
June 21, 1994 special meeting were approved unanimously
5-0.
Kimbrough:I would like to complete a questionnaire for
the Davis Park neighborhood and deliver it door to door.
II. Lake Fayetteville Trail Proposal
Lee Martin:We both do a lot of waking for our health. I
think you have a resource at Lake Fayetteville and
considerable potential for walking and hiking. There is
lots of wilderness and great trees. I think there could
be some great trails that are not difficult to maintain.
It might need a collaboration with the school system.
There are over three hundred acres there and it would be
a matter of creating rights and responsibilities. I
think you could get volunteers and help from the school
district.
Bob Garnett: The trails need to be connected. It would
be a more interesting experience if one could walk all
the way around the lake. It would be used by more
people.
Clark: Mr. Martin and Mr. Garnett would lend expertise
on helping to develop the trail around the lake and make
a complete circle. We have talked about this from time
to time. I think it is an interesting proposal. It
would be nice to find the funds to make it go, although
we do not have any dollar amounts now.
Waite: Who is proposing to look at this?
Clark: Mr. Martin and Mr. Garnett will.
Driver: How do you see this working with the proposal
by cross country runners. Do you see a compatible usage
between walker and runners?

Martin: Yes, it would have to be a little wider on the
south side. Hikers do very little damage to the
environment. Trail bikes do the damage.
Waite: Sometimes they do feel incompatibility even if
you don't.
Martin: The trail would be about eight miles around the
lake. There is a lot of room there to walk.
Waite: At the last meeting, the center was willing to
compromise.. They were concerned of the amount of people
on their trail.
MOTION: WAITE/KIMBROUGH
The PRAB approves Bill Martin and Bob Garnett to examine
the possibility of a trail around Lake Fayetteville.
MOTION APPROVED UNANIMOUSLY 5-0.
III. Green Space Ordinance Procedures
Edmonton: I have written guidelines to give to
developers to let them know the time frame.
Kimbrough: How are the fees implemented?
Edmonston: When developers buy a building permit they
must pay the parks fee. We receive a copy of the receipt
and finance receives a copy. The internal auditor is
reviewing.

DISCUSSION:
Jorgenson:The developers hope this park will provide a
walking trail that would connect Skillern Road to the
north. It would eventually connect to the creek that
runs up the east side of 265. The developer's questions
are who would install the trail and would it be lit?
Driver:It would fall into a list of priorities and might
be delayed longer than the developer would like.
Jorgenson:They would prefer the trail not be lit so
lights will not shine into people's backyards.
Waite:There is no room for parking. Is there room for
picnic tables? Is this enough room for a park?
Driver:With 95 units, there would be enough use of the
park without outside access.
Jorgenson:There will be a homeowner's association set up
The developer might help with the basic grading and
improvements to the stream bed for the trail.
Kimbrough:If the trail takes ten years to build, who will
mow it now?
Jorgenson:I do not think it will be a problem. I think
it will be self -policed.
Edmonston:We have never had a park surrounded by private
property owners. Will there be access to the park.
Jorgenson:The POA can always take care of the trail and
the developer can pay parks fees. If any puts
up fence, it will only come to the park property.

DISCUSSION:
Driver:This land proposed for a park is under a high wire
and crosses five streets.
Sander:We planned for this to have a jogging trail, and
playground structures in the east and west wooded
corners. This is a neighborhood so we did not think the
five streets would be a problem. It would be local
traffic only. This is affordable housing. We would plan
a jogging trail if you do not take the land. It would be
very difficult to give you continuous acreage anywhere.

Driver: It would not be a good decision for the City to
accept land with a trail that would cross five streets.
Swepco said that nothing over six feet could be on this
easement. That includes shrubs and trees.
Sander: Swepco said nothing bigger than a fruit tree
can be erected on this easement. So you can put park
benches, etc. as long as they are a certain height.
Waite: If we did take land, we would have many
objections because of the power lines and the controversy
with this.
The developer concurs with this recommendation.
MOTION:RIMBROUGH/WAITE
The PRAB recommends to the City Council to accept money
in lieu of land for Magnolia Crossing Addition because
the physical characteristics of the designated land are
not suitable for park purposes as stated in ordinance
3793.

requirement. The developer never deeded this land over
to the City. The developer is now requesting that he
dedicate the land to the City.
Edmonston: There should be an ordinance stating that
preliminary plats should be void after five years.
MOTION: MACREY/KIMBROUG$
The PRAB recommends to table Sequoyah South until the
site can be viewed.
V. Swimming Pool Report
Edmonston:The pool needs sandblasted, replastered, the
deck needs replaced, and restrooms need major paint work.
Mackey: Do we have any plans for another location for
a pool? I do not like pouring this much money into this
pool.

Edmonston:We have not spent very much since 1983 when we
renovated.
VI. A & P Meeting Report
Driver: At the meeting, we recommended a girl's
softball complex. No action was taken today because it
was not formally on the agenda.
Donner: There were 65 teams for the AIT tournament.
Fifty four of these teams were from out of town. Using
the figures from the Chamber of Commerce, it is about
one half million dollars brought into Fayetteville just
for a tournament. We would like to host a four or five
day tournament which would be close to 2 million.
Yarbrough: I did not intend to do PRAB business.
Today was not a pleasurable experience. I felt like I
was stepping on toes. Any time we have had a large youth
tournament, we have held it at the Lake. We have failed
to bring five adults tournaments to town because our
facilities are not adequate. Adult softball is an eight
month sport with 120 to 130 teams in summer and fall
leagues. Youth is a four month program. To generate
revenue, we would like to bring men's tournaments to town
and open up Lake Fayetteville for youth tournaments. Lake
Fayetteville is actually one of the best facilities, not
because of 300 feet or lighting but because it is in
great shape and in the Ozarks. It is a great complex,
but too short of fences. We should bring youth to lake
and free up Asbell for soccer. You can build baseball
fields on two soccer fields without cutting trees
Mackey:I am for adult sports, but I feel girl's sports
needs to be addressed. It needs to be on the top burner.
It is also a good moneymaker. Harrison brings in a lot
of revenues. In youth sports, there are parents, aunts
uncles, etc.
Waite: Would there be any objections to the Lake if we
extended the fences?
James: We would have four fields and extend all but
field two.
Yarbrough: Turning fences and lights at Lake
Fayetteville, and building a youth complex seems like a
lot. It would be better to give the Lake complex to
girl's softball. The foul balls are bad from field
three.
Wright: It seems like either way, someone will get a
new complex and someone will get a renovation.
Driver: Did you understand that A & P funds cannot be
used in lieu of CIP funds. I understood that since adult
softball has been in our CIP funds then A & P funds could
not be used for this legally.
Yarbrough: Some A & P members felt this plan would

expand adult and youth tournaments. I have not seen
anything for the public's input on this.
Driver: The request was for the PRAB to make a
recommendation which they have done. Has your
organization looked at Combs Park?
Yarbrough: We would be interested in looking at other
sites.
Mackey: In regards to Babe Ruth baseball, we need Randy
Shankle in here. If you took the existing 13 year olds
out it would kill the program. It lives off of the
concession.
Edmonston: We looked at participation when we did CIP's.-
Youth all had increased, while adult had decreased.
Clark: Youth bring more money in by far than adults
do. Girl's only have two fields. We need to keep these
for practice fields. You can't sent them to the Lake for
practice. They need neighborhood fields. I am
personally opposed to the Lake for girl's softball. I
would feel safer taking my girl to a neighborhood setting
than to the lake and leave her for a few hours.
Kimbrough: We did not get any input from the Adult
Softball Association. We have asked about expansion
capabilities at the Lake. I have not seen anything. Is
it even possible?
Clark: Sid Norbash, City engineer, says it would be.
Kimbrough: The needs for money are so extreme, we need
to move forward. Girl's softball is probably the most
underfinanced of any and we need to move forward as
quickly as possible.
Driver: What facility do you see your proposed boy's
softball league using?
Yarbrough: This is for boy's that don't want to play
softball and after the all star league is over. It would
probably have to go to the Lake.
Man: Fences are in two year increments for girl's
softball.
Freeman: For girl's softball, 250 feet will house 18 year
olds. For championship play the preference is 200 feet
then up by age group. Temporary fencing is up for
championship in some locations.
Mackey: There will be ten soccer fields after Lewis
Park is completed. Will that meet the needs?
O'Brien: We will top 1,000 children in recreational
leagues, and over 200 in classic leagues. We play in
fall, summer, and spring. We now have 3 fields at Walker
and 4 fields at Asbell. Various ages can be housed on
some fields. Over 14 have to use Walker Park. If
everything goes according to plan, we will be fulfilled
for 5 years.
Edmonston: No bids were received for soccer fields. It
is $70,000 for whole bid.

Man: The minimum fence in ASA is girl's 10 under -150 feet
with 175 feet maximum, 18 under -225 feet with 250 feet
maximum. I am all for a girl's complex. The maximum
fence for adult slowpitch in 1996 is Rule 315 feet.
Kimbrough:You set your fields at max for tournament play.
Luper: This is not Chuck versus the City. I hate the
fact that Springdale is getting all the money. If we
build a new park that would override the CIP existing
plan. We have had many teams pass through here already.
Women's state tournament in August will have 30 to 50
teams. This is not about USSSA. I have umpired here for
many years. Fayetteville has better restaurants, etc.
We don't want our people to go to Springdale to spend
their money.
Driver: We have gained some additional input. There
may be more input out there. The facilities committee may
need to meet to see if there are any changes in the
motion.
Waite: If we meet we need to meet as a full board.
Mackey: If there are any changes before A & P, we need
to contact Babe Ruth and Bambino Associations.
Waite: We don't need to do anything unless our board
votes today to change our motion. If we do then we need
to get input again.
Kimbrough:I don't recommend that we change the
recommendation to the A & P. I don't know what the
impact on league play is.
Driver: Is it possible to have a schematic map from
engineering.
Clark: If I have to have it surveyed, it would be
three weeks maximum. We have had three fields planned
for the north side for a long time. The area is still
available for expansion.
Kimbrough:I don't see attaching anything to this proposal
right now.
Clark: The Facilities Committee and myself in charge
of getting schematics. If it can't be done, then we can
discuss it. We need to meet on site.
Edmonston:I would hope all associations would help us
host tournaments to raise money to fix fields.
O'Brien: That is a great idea. Everyone donate a whole
tournament.
The facilities committee will meet Thursday at 5:15 at
Lake Fayetteville.
