FEBRUARY 7, 1994
The meeting was called to order by Bill Waite at 5:30
219 of the City Administration Building.

I. MOTION:WRIGHT/DRIVER
The minutes from the January 3, 1994 PRAB meeting were
approved unanimously 5-0.
II. BASEBALL PROPOSAL: DENNIS KELLY
Belly: Now that we have the field at Walker Park, we
need to install lights on the field to
maintain the program. We are having trouble
scheduling games with the fields we have. We
would like to have the lights by this season.
We need to install a sidewalk to the field.
Baseball Association will take care of
cleaning existing restrooms, and we will need
to repair backstops soon. The backstops will
become dangerous soon if not repaired. If the
baseball league receives the same growth next
year as we did this year, we will be out of
space again. The lighting costs will be about
$8,652 and the sidewalk costs will be $650.
Driver: Do we have the funding for this maintenance?
Savage: Are you asking for the full amount?
Kelly: We have up to $3,300 from the Baseball
Association to spend.
Kimbrough:Will we have to go through the bid process?
Clark: Yes, even when it is from the green space
account.
Kelly: These amounts are just what I quoted. They
are a bare cost. I won't charge any more than
these quotes.
You have $3,300 and need $8,600?
The sidewalks are an additional $650.
So we need to give up to $7,000.
$6,500 would be enough.

We will run this through the City Engineer to
make sure plan is okay.
There won't be any hidden cost. The cost to
advertise bids is $50 or less.
The electric work would be bid, but the
concrete work would be volunteer labor.
I think the figure is sufficient.
MOTION:DRIVER/SAVAGR
The PRAB approves the expenditure of up to $6,500 out of
the southeast park district Green Space funds for the
Baseball Association for lighting and sidewalks at Walker
Park.

III. U OF A ARCHITECTURE DESIGN CLASS PROPOSED PROJECT
Michael Buono and Patricia O'Leary were present on behalf
of Rebecca Tuscano:
Buono: Rebecca is a fifth year student. She proposes
to design and build a pavilion for young
children. The site that seems best suited is
Davis Park. She wants to do this project, and
has gone before the U of A Fundraiser
Committee to solicit funds. No money will be
needed from the City. We are asking for
approval to pursue this further and to work
with the Parks staff to design, produce
documents, and for the class to construct this
pavilion.
Rebecca talked to fourth grade children to get
input on what they would want in a pavilion.
Some suggestions were to be off the ground and
to have tunnels, and maybe a stage. Safety
will still be a factor. There will be ADA
regulations to look at also.
The PRAB needs to reserve the right to survey
the final plan and the check with City
engineers on safety codes, etc.
What kind of documents? Will they include a
contract saying the students will finish the
project. Since they are going to graduate
soon, we would want to make sure they
completed the pavilion.
That is a good idea. I will check with
Rebecca. Although, we will make sure they
finish the project.

Rebecca and Jim Snow. The students will do
construction.
I think it seems like a wonderful idea. It is
unique. The school will provide the
materials, construction, etc. We also have a
good site for this.
Is the site Davis Park for sure, or do you
want to leave it open?
Davis Park is the most likely park to need
this pavilion.
MOTION:DRIVER/WRIGHT
The PRAB approves the concept of a pavilion project and
asks Rebecca Tuscano to communicate with the PRAB as this
project progresses.

IV. WALKER. GULLEY. AND FINGER PARR RESTROOMS
Clark: We want to be on line with the Walker Park
restrooms at the beginning of baseball season.
Driver: When will Finger Park restrooms be completed?
Edmonston:Once we give the company the okay to begin
work, they have 45 days to complete at Finger,
and 60 days at the others.
Kimbrough:Are there any projects that were deleted to
fund the restrooms?
Edmonston:This should not affect other projects. There
should be plenty of money to fund all of these
projects by the end of the year.

V. PLANNING COMMISSION/PRAB JOINT MEETING
Driver: When will the new PRAB members be appointed?
What is the hold up? I would like a memo sent
to the City Council so new members can be
present at this joint meeting.
The joint meeting will be tentatively scheduled for
Monday February 28, 1994 at 5:30 pm. The PRAB will meet
at 5:00 p.m. to discuss the Wilson Park City Pool fees.
VI. $OTANICAL

We are now a legal non-profit organization.
Our official title is the Botanical Garden
Society of the Ozarks. There are eleven
members on the Board. We have formed
committees such as a membership committee, a
logo committee, a planning committee, etc. We
will be mailing membership brochures to people
the signed the petition and others. We are on
our time line and would like to know if we
have the support of the PRAB. We would like
to know if we would be granted the property by
Lake Fayetteville South.

Driver: You want us to give approval of the pursuit of

Waite: This would be contingent upon private property
owner's consent.
Kimbrough:Are we putting our support which
PRAB to anything.
Wright: We are just promising the concept,
anything. This recommendation will give the
group more credibility when looking for the
site.

VII. HARLEY BRIGHAM'S LAND PROPOSAL
Brigham: I live at 1801 Foxhunter Road with adjoins the
Barrington Parke Addition. I am a member of
the Arkansas Nature Conservatory, Arbor Day
Foundation, and soon the be a member of the
Botanical Garden Society of the Ozarks. My
wife and I currently have an arboretum on our
land. I wanted to combine an arboretum and a
botanical garden, but Donna Porter said five
acres is not enough. I support Donna's
endeavors. An arboretum is a place where many
types of trees are grown. In my mind, I would
like to see an outdoor classroom for people to
discover hidden secrets of nature. After
visiting the Youth Center, I realize how many
children utilize it. I commend the City on
providing for the youth. My friend, David
Wilson, told me the if you could get a child
to be in a sport, you would keep him out of
trouble. I believe the arboretum could do
this. I would like to see a park with a
municipal pool, and accommodate older people.
Some neighbors have established trails. I
would like to see these hard surfaced. City
employees could plant and care for gardens.
My wife and I are building a visitor's center.
We would like to see a deck, observation deck,
etc. We want the park to be free to the
public. We could put a money box asking for
donations, vending machines, and a craft shop.
Driver: I am a visual learner. I would like a copy of
this proposal. I am having a hard time
following the plan.

What size is this area?
About five acres.
Are you proposing to donate land to the City?
No, I am proposing to sell it to the City.
The Mayor likes this idea. I have no
children, so I would just leave the land to
the Nature Conservatory. I would rather see
the City take this and make it available for
the public.
The U of A is declaring an arboretum and
satellite sites.
Kimbrough:So you are asking us to accept land for
Barrington Parke and buy your land?
Brigham: Yes, this would be a nice park with my five
acres and the additional 3.35 acres.
Waite: It is a dense area. They need some play area.
Brigham: They are building a city out there.
Waite: This can be two different ideas. Brigham's
selling the land is not contingent upon PRAB
taking the Barrington Parke land.
Sue Madison: I have visited Harley's park. He has spent
a long time on his park and has planted a
variety of trees. I see the U of A arboretum
as totally different than this park. The City
would be well advised to consider this
proposal. What better way to start with the
village proposal.
Waite: This item will be on the agenda again.

Ben Caston:Albert Skiles will be doing some green space
planning for this subdivision. This is just a
basic layout. We would like to do green
space, but do not know if we have the money.
Wright: You could even give half the requirement in
land and half money in lieu.
I want to do the best thing for the property
owner.
We do have some needs for land in this area.
We will have green space of our own, but maybe
not to your degree.

Wright: Will you revise the plat to show proposed
green space? Would you rather wait for us to
see the revised plat.
Edmonston:If we take land it needs to be in our master
plan. This area is close to a priority 2 area
in the new master plan, and it is in a
priority 1 area in the old plan
Dick Rogers:I was told at plat review this was not in a
priority area. There is City owned property
adjacent to this property. Mel Milholland has
had several meetings with Alett. We would
like to see this vote money in lieu of land
since it is not in a priority 1 park area.
There is some need for a small playground in
some areas. Older kids have transportation to
go elsewhere. They can go to Root School and
play basketball. We need a decision on this
now.
Wright: It would be hard for kids under sixteen to
bicycle to Root
dangerous.
Driver: What is your
children and older kids?
Rogers: The Planning Commission said that the little
children want swing sets, etc, but older kids
would not. The Youth Center gym concept at
Crystal Springs subdivision is great.
Hopefully, it will happen at the Crossover
School site, too. This will provide an area
for these children, also.
Driver: Our joint meeting with the Planning Commission
will help with situations like this.
Fran Alexander: When this subdivision was first proposed,
it was to be 50 lots. Now it is 134 lots.
The open feeling is gone. People that live
out here paid for this open space. Those of
us that are around this area are subsidizing
developers. I see walkers, joggers, dogs, etc
coming onto my property. I have a pond. It
is better for people to have a place to go
that is close to home. When you put people in
boxes, they have nowhere to go.
Rosann Gonzalez: I am an adjacent property owner. He
made it sound like kids with children under 16
will not live here. There will be a lot of
young children in a subdivision like this. I
move to Fayetteville 16 years ago to a crowed
subdivision, and was promised a park would go
in. I have since moved, and there is still
not a park there. Please require green space
from the onset.

nberry: I have 47 acres adjacent to this
property. The subdivision started with 50
lots and trails, etc. I won't ride down
Highway 45, Starr Drive, or Foxhunter, so I
know children should not. The children need a
place to play. I catch children in our
backyard, men fishing in our pond, people
leaving our gates open, etc. Infants need a
place to grow up.
If we don't take land, I would expect a
Homeowner's Association to be agreed to on
paper for green space.
It would not be economically feasible for this
much land to go to the City.
What does economically feasible mean?
It means it might make the cost of lots go too
high, and we cannot sell them.
These lots are about the same size as Park
Place. Park Place had green space, less lots,
and still made money. Green space helps sell
property.
They are not quite the same size as Park
Place.
If you plan green space in there on your own,
it does not count toward the green space
requirement.
How do you arrive at 3.35 acres?
It is according to the ordinance. It is not
always fair since land is worth different
amounts in different quadrants.
Do you have any lots that are not able to be
built on? There are three lots with sewer
easements.
We need to have some unity and vision before
we meet with Planning Commission. There will
never be a developer before this committee
that is not weighing money.
One developer had significant green space. It
adds to overall value.
If we buy the Brigham land, it would be in our
best interest to take land for this
subdivision.
It is out of our hands on the Brigham
proposal. It will depend on the City, but
will they ask PRAB's recommendation.
They should ask our recommendation.
The developer's are ready to go on with this.
As much as I like Harley's proposal, it will
be a slow process. We need to decide on this
subdivision.
These two issues are moving at different
rates.

DISCUSSION:
Clark: There is a drainage ditch in front of Root
School. It might make an excellent path for
children to cut through to school.
Rogers: Alett would like to see an asphalt trail
instead of concrete. I don't know why
asphalt, but there would have to be trees cut
down to get the equipment in there.
Driver: Was the asphalt intent for a bike trail?
Rogers: Maybe.

IX. FINCHER PROPOSAL
Glen Fincher has proposed to donate .25 acres to the City
Parks to be used as a park that would have picnic tables
and benches.

This area is north of Dr. Fincher's office. A
park here would consist of picnic tables, just
a place for people to eat lunch.
Is this zoned commercial or R -O? Can we put
this decision off until we meet with Planning
Commission? Some of these businesses already
have their own areas with tables and
pavilions. We would only be contributing to
the workers around there.
Is this about the same size as Hotz Park?
Yes.
I think this site has potential.
I think we should wait to vote on this until
after we meet with the Planning Commission,
and see what they think about this. It is
wonderful that Dr. Fincher wants to donate
this land, but I am concerned because it is in
a commercial area. There might be some green
space ordinances for commercial areas.
I agree that we need to cooperate with
Planning, but we should not just turn our
items over to them to decide.

Fincher on Green Acres Road.

X. CRYSTAL SPRINGS ADDITION
JED Development, Incorporated has proposed a 283 acre
subdivision on Salem Road that adjoins the Razorback Golf
Course. Twenty acres has been donated to the schools for
an elementary school to be opened August 1995. They have
proposed to give the City 15 acres for a park. Mayor
Hanna has budgeted $100,000 for a gym to be used by the
school, Youth Center, and Parks. The Youth Center has
presented the architect with preliminary plans for gym
space. PRAB needs to make a recommendation for
acceptance of this land as the Green Space requirement.

Phase I.
:Phase I consists of 112 lots. If we have the
agreement with the school, then it would be
our 15 acres and the school's 20 acres.
Is this flood plain? Can we make playing
fields there?
Edmonston:We might could on the school side, but not on
the parks side because it is flood plain.

This is a favorable idea with people I have
talked to. It would be more equitable for the
park districts than the Green Space ordinance.
It is something to look into and see what could
be made if the City would be willing.
Would we keep Green Space?
No.
Would citizens have to keep voting on this
millage every year?
The school millage has to be revoted on, so
this would too.
If it were voted out, we could go back to the
old methods.
That would be too many legal problems.
People that have lived here forever feel they
have paid their fee. It is the new people
moving in that are requiring more green space.
Do other cities have a millage?
Yes, Kansas even has an alcohol tax that a
certain portion goes to parks.
We need to investigate this.
One advantage is that millage can pay for
maintenance, whereas the Green Space Ordinance
does not allow it.
I have a great fear of letting the Green Space
go. Can we use both''
If parks gets more money from millage, other
divisions could get some of our budgeted
funds. Administration may take some of our
budget, so we are not necessarily getting that
much more money.
Could it be on a ballot that if the millage is
opposed, the old method goes back in place.
This let's us decide where we need to spend
the money.
Let us do research for pros and cons.
We might could bring this up at the joint
meeting with the Planning Commission.

FOR WILSON PARK CITY POOI,
Palmer objected to this discussion until he
could be here, so it was removed from the
agenda. I recommend a short special meeting
because I feel there is urgency.
You can remove items from our agenda Just by
calling City Administration? So we need to
have a special meeting to accommodate Larry?
No, we need to have a special meeting because
of the urgency to decide the fees.
How many other programs do we subsidize?
We should not discuss the subject since it is
not on agenda. We just need to decide on
meeting.
The joint meeting with the Planning Commission will be
Monday, February 28, 1994 at 5:30 pm. At 5:00, there
will be a PRAB special meeting to discuss pool fees.
PRAB ABSENCES
Waite: On the application for appointment to City
committees, it states that absence from three
consecutive meetings is a basis for
termination. If a member misses three meeting
that is a fourth of a year. Do we want to
enforce this?
Kimbrough:You have my full support to remove or ask to
resign any member who has successive absences.

The PRAB recommends that any member that misses regular
meetings with three consecutive absences will be removed
from the Parks and Recreation Advisory Board.
