MOTION:DRIVER/WRIGHT The minutes from the December 6, 1993 PRAB meeting were approved unanimously 4-0. II. Frisbee Golf Report: Randy Lee Randy Lee reported that the Frisbee Golf Club would like to install an 18 hole course at Walker Park. Clark: There is already a 9 hole course at Gulley Park. Parks maintenance made the baskets, and it was relatively inexpensive. The Frisbee Golf Club will need to help clear the area at Walker Park. Some children said they preferred natural structures than the baskets. Some people like to just pick a tree and hit at it. Our structure actually has the baskets. Dale, do you feel comfortable working with them on this? Yes, we just need a motion to go on with it. What about posting rules for the game? Yes, we need to. The sport is new here, but it is popular in the north. Can we attract tournaments? Yes, that is why we want a good court. The Gulley Park course is just to introduce people to the sport. Will you advertise to let people know they can come learn the game? Lee: We want to let people what frisbee golf is that it is there. Rimbrough:You could get an article in the paper, maybe something on open channel. Lee: These are good ideas. We need nicer weather, and advertising in the paper. This will bring people out to use the courts. For serious players, Gulley is not a good place. It is more for beginners. Waite: Is there any money in green space to use out there? NOTION:WRIGHT/DRIVER The PRAB approved the Frisbee Golf course at Walker Park contingent that they remove scrub shrubs and tree under two and one-half inches, and provided the club knows the holes can be moved. We walked along the future four -lane. There are five acres on the north side of this street. It is probably more like 8 or 9 acres. There are acres on either side of the road. Maybe when bikeways go in, they can dismount and walk across the road. There may need to be a footbridge across the creek so they can access the hillside. Lindsey expressed interest in getting individual's help in developing the land. The area on the south side is not as big. Lindsey cannot deed all the natural space to use because he has to have a certain amount of natural space. We would probably erect a fence to separate natural from backyards. It is not natural. Dozer work is coming up to the top of the ridge.. How far east would this go? The park area runs down and over the hill behind the apartments. What about parking? Off of Gregg Street. Lindsey will have this plan drafted. The golf course is still going in as planned, so there will be more pretty green space. PRAB Page 3 IV. MOTION APPROVED UNANIMOUSLY 4-0. Mosier Addition Owner/Developer: Cliff Mosier Location: S of Hwy 16 West, W of Michael Cole Drive Park Dist: SW Units: 2 single family Land Ded: .05 acres Money in Lieu: $450 Staff Recommendation: Money in lieu of land MOTION: WRIGHT/RIMBROUGH The PRAB recommends to the Planning Commission to accept money, $450, in lieu of land for the green space requirement for Mosier Addition. MOTION APPROVED UNANIMOUSLY 4-0. Fieldstone Owner/Developer: Castle Development Location: N of Hwy 16 West, E of Carlsbad Park Dist: NW Acres: 69.18 Units: 211 single family Land Ded: 5.28 acres I'n Money in Lieu: •$/,473 L{tLIl5 Discussion: Clark: I suggest we look at land. Waite: Would you invite Harry Gray to our meeting? Edmonston:I would like to see plans for the area to the north. We might want the land on the back of the property. isPd A� q5 ky., PRAB Page 4 • Kimbrough:With this high density, each neighborhood needs green space. Waite: We need to talk to Harry. Sometimes developers have other land close. Wright: We need to tell the Planning Commission that we want more sub -neighborhood parks so they can notify developers when the lots are dense. Edmonston:We don't know if we want a park until we see the development. Wright: We could say that any development over 150 lots would need to have a sub -neighborhood park. We need to meet with the Planning Commission. The Planning Commission knows that we want to meet with them. We need to wait until we get the new members. We don't want to come up with a concrete number of house for a sub - neighborhood park, because it will depend on the location, etc. Developers can start roads, etc. after preliminary plat review. We need to catch these before it is too late to get land. :We still need to look at our Master Plan, and the quality of the land. This is stipulated in the Green Space ordinance. Dee has a point. Developers should come to us earlier in the game. Edmonston:How can we keep adding land if we cannot have the proper maintenance? Waite: Let's schedule a meeting with the Planning Commission.
