REGULAR MEETING
DECEMBER 6, 1993
The meeting was called to order by Bill Waite at 5:30 pm in room
326 of the City Administration Building.

The minutes from the November 1, 1993 PRAB meeting and
the Master Plan public meeting were approved unanimously
5-0.

II. LAKE
Ackerman:
Did the Frisbee golf course at Gulley Park
come before this Board?
Yes, some time ago.
Have you had any complaints about it?
We have received only good response.
No one has complained about it marring the
ground?
No.
Are there rules posted anywhere for the sport.
It is a new sport, and I am sure many families
would like to try it if they knew the rules.
RESTORATION PROGRAM: BILL ACKERMAN
Several months ago, the Mayor was talking
about the luxuries of Fayetteville. We own a
lot of parks and facilities. Lake
Fayetteville is practically downtown. We also
have Lake Sequoyah close to town, etc. The
Mayor said it is a shame that we have so much
that is not getting utilized like it should
be. He asked for community involvement. My
wife and I like to fish. The three lakes in
Fayetteville are superior lakes. I have mixed
feelings about developingthem because I do
like they way they are. I am President of the
American Fishing Association which is a
national organization. We teach children and
adults how to fish from banks. This lake plan

complies with all regulations, including ADA.
We have a good architect, and have consulted
with Jerry Rose. The first phase of the plan
is to clean up the lake. We have volunteers,
and the Sheriff has a prisoner's group that
has worked there. The dam is almost clean,
and by next Saturday, they should be done. We
plan to add fishing piers off of the north
bank. They will be 8 feet wide, with a 16x24
platform to fish from with guard rails, and
will be handicap accessible. The piers will
extend out into the lake 100 feet for better
fishing. There will be 8x10 sections with
roofs for picnic tables. Two piers will be
tied together with a crosswalk. There will be
another pier farther up the northwest bank.
There will be piers along the face of the dam.
The old tower sits in 33 feet of water which
is great fishing, so we will put a platform
around this. We will leave room for the
environmental study center for their testing.
We will pave the parking lots at Lake
Fayetteville and Lake Sequoyah simultaneously
with the City's equipment. We will also add
restrooms. The Mayor suggested a wading area
at Lake Fayetteville. We will need to check
the water quality. The Arkansas Game and Fish
Commission says that Lake Fayetteville is the
number one fish producing lake in Arkansas.
There is also lots of wildlife. Phase IV,
which would be three years from now, might
include an RV Park since there isn't a place
for RV's now in Fayetteville. The whole lake
restoration program, excluding the RV park,
will take three years. The pavilion will be
30x60, and will be used for reunions, company
picnics, etc. We would also like to add on to
the existing bait shop, and construct another
boat ramp. Stalls will need to be added in
time.
Wright: What about finances?
Ackerman: There is a ten percent federal excise tax on
fishing gear which comes back to the state
level for 3 to 1 matching funds, and Fish
American foundation will give $10,000 towards
each project. The restoration will be 4 to 5
projects, so that is a possibility of $10,000
for each.
Waite: Does the Game and Fish Commission have a cap
amount on the 3 to 1 matching funds?
Ackerman: No, this money is collected specifically for
this kind of project, and all the money is

used. City funding will be minor. There is a
Marine Fuel Tax that funds parking and road
areas. This might fund the paving of the
parking lots. We have not gone to private
enterprises yet, but one firm has said they
want to fund the pavilion. Our group would do
the labor. A & P has granted $25,000. This
will get us $75,000 from the 3 to 1 matching.
Every time we get money, this is how it will
work.
Your group provides that labor? Is this local
people?
Yes, we have a membership of around 45
members. There are also over 300 fishermen in
this area that are electricians, plumbers,
etc. The Ozark Society is interested in
trails at Lake Wilson. We also want
restrooms, pave lot, and clean up at Lake
Sequoyah. We have a project planned for the
White River area, also. Our goal is to
improve facilities that we have, maintain the
quality of water, fishing, etc. We hope the
Lake Fayetteville plan will help with the Lake
Fayetteville South problem and security.
Do you know what happened with the lily pads?
We think the beavers cut the pads to build
homes. It could have been a chemical change
in the water, but nothing else was harmed. At
one point the pads were almost in full bloom,
and the next time we looked the blooms were
gone, but the stems were there. The beavers
are a tremendous problem. The Game and Fish
Commission is helping us with a control
situation. There is lots of wildlife at Lake
Fayetteville, including minx, geese, muskrats,
etc. People should take time to enjoy this.
The PRAB has an RV park in their future plans.
Your plan for restrooms would help us
construct.
Please keep us abreast on what is going on.

IV. 4 LAKESIDE VILLAGE PROPOSAL REPORT: GREG ANDERSON
Anderson: The Facilities Committee proposes that the
PRAB pursue land which will be about 13 acres,
and let the golf course stay under Lindsey's
Com' management.
Waite: If we cannot get enough land in one place, we
can request different places as long as they
are in the same park district, right?
Edmonston:We need to meet with Lindsey and discuss
specific land.
Driver: Gregg Street would benefit from the proposed
bikeways, even though Gregg is not on the
pilot plan.
Wright: Is some of this land across the proposed Drake
Street?
Waite: Yes.
MOTION:DRIVER/ANDERSON
The PRAB recommends to the Planning Commission to take
land in lieu of money for the Lakeside Village
Apartments, and that the golf course be developed by the
developer separately from the PRAB.

golf course. There could be problems. If
they disagree, we might have to meet with
them.

ER PLAN: SEE PUBLIC MEETING MINUTES
Does anyone have any problems with this plan?
There is not a lot of innovative detail. No
provisions for special use parks. It is
mostly swing set type parks. It might be a
good idea to take information from sport's
groups and document it, such as how many
baseball fields, etc. are needed.
We can go back to the NWRPC and tell them we
want to establish a standard facilities five-
year plan.
I have come across lots of good information
over the years that I have in a file at home.
Just goals.
Will NWRPC do this plan for us.
We will ask them.
Don't we need to make the standards what
Fayetteville needs, not generic?
Yes, that is the way it is done.

The PRAB recommends to approve the Parks Master Plan as
prepared by the Northwest Regional Planning Office.

The Parks staff will let the PRAB know who's terms are
expired. This is Anderson's last term to serve.
Anderson: We have gotten some good things done while I
have been on the Board. There is a great
future here.
