MOTION:DRIVER/MCCONNELI{ The minutes from the March 1, 1993 meeting were approved unanimously. II. GREEN SPACE Northwest Acres Phase V Owner/Developer: Dennis Smith Park District: NW Location: Acres: Units: Land Dedication: Money in lieu: N. of Hwy 16, W of Rupple Road 17.76 acres 72 Duplexes 1.44 acres $12,960 MOTION • PAL!II R/MCCONNELL The PRAB recommends to the Planning Commission to accept money, $12,960, in lieu of land for the green space requirement for Northwest Acres Phase V. MOTION APPROVED UNANIMOUSLY 4-0 (Anderson & Savage Absent) Cedarpoint Subdivision Owner/Developer: General Dev. Co. Doy Gillihan/Neil Johnson Park District: SE Location: E. of Morningside, S. of Huntsville Acres: 12.91 acres Units: 74 multi -family Land Dedication: 1.48 acres Money in lieu: $13,320 ) PRAB Page 2- MOTION:DRIVER/MCCONNELL The PRAB recommends to the Planning Commission to accept money, $13,320, in lieu of land for the green space requirement for Cedarpoint Subdivision. MOTION APPROVED UNANIMOUSLY 4-0 (Anderson & Savage Absent) III. DAVIS PARK Driver: I understand there hasn't been very much attendance at the past Davis Park public meetings. Edmonston:No, but there were not very many residents then. Many new houses"have been built since the public meetings. The public meeting willtentatively be held on Monday, April 26, 1993 at 6:30 pmat Davis Park. IV. PARK MASTER PLAN REVIEW Larry Wood presented the revised master plan." He compiled the number .of building permits for the last three years. Kimbrough sent a couple of comments: He has questions on the sub -neighborhood concept and what is chance of purchasing the driving range by Lake Fayetteville.. McConnell:The man wants Fayetteville. i"don't want the PRAB to be the only people in Fayetteville to understand the people/park ratio. The mayor has made remarks about Lake Wilson, Lake Sequoyah, etc. Lake Sequoyah is far out, but Lake Wilson is getting more use since we fixed the dam. Lake Sequoyah hasn't been lowered for a couple of years. The attendance has begun to rise again. Edmonston:.Lake Sequoyah is sufficient. Waite: We need to put ducks, etc. at Lake Wilson. Driver: Do you think the master plan will alter parks population ratio? Edmonston:A lot of our land is water. Although it is recreational, it is not the same as land to some people. School parks aren't actually ours, they are leased. :That is a good thing to keep in mind. The school parks are not our land. Susan is saying that it looks like we have so much land but that includes lakes. Some peoplethink we can just trade some off. It is too early to think of trading Lake Sequoyah. Driver: Waite: Clark: too much .for that land by Lake almost financially self McConnell Clark: Driver: Waite: Edmonston Clark: Edmonston Wood: PRAB Page 3 :The school parks have a big bearing on the ratio. We need to leave them in the ratio since we use them. :It is a good idea to have an interpretation for the lake land. If you are happy with the direction we are going with the master plan, then we can finish it. OTHER BUSINESS: ISTEA MEETING Driver: What was discussed at the ISTEA meeting? Clark: A grant must be completed. The Planning Department will be handling this because it is to be used for transportation. Edmonston:We can only use this money if it will be used for transportation, not recreation. Kirby Mills Subdivision Clark: Kirby Mills has been pulled from the agenda for City Council. We will vote on it later. The City owns ten acres of land in this area as a waste water treatment. McConnell:There is supposed to be some land close to Crossover Liquor that won't be developed. Miscellaneous Items Driver: Where are the bathrooms at Walker Park in budget? Clark: Out with the sales tax. McConnell.:What about the parking lot? Edmonston:It is almost finished. It is finished by baseball season on Palmer: What is the worst picture in a as an example? Edmonston:Greathouse Bridge. It is very dangerous. Driver:. How long will it take to get project back on- line if the sales tax passes. Clark: Probably at least 60 days. Edmonston:The Butterfield and Asbell playground equipment has arrived. Clark: The Sweetbriar Park sign is up, and the placque will be up soon.. Driver: How are the signs for the baseball fences?
