HomeMy WebLinkAbout1993-02-01 - MinutesPRAB REGULAR MEETING FEBRUARY 1, 1993 The meeting was called to order at 5:00 p.m. by Greg Anderson in Room 326 in the City Administration Building. COMBS PARK BASEBALL FIELDS REPORT Anderson: The facilities committee met at Combs Park to discuss fields for youth baseball. I don't like the idea of model airplanes flying over the kids playing ball. It could be dangerous and distracting. There is room for about two baseball fields that are above the level of the river. The fields would probably still flood a couple of times a year. There is an area south of combs Park that would be ideal for fields. Edmonston: That area was recommended in the Combs Park Master plan to be acquired as part of the park. Anderson: We should try for the land again. Driver: Do you feel the airplanes should stay where they are? Anderson: No, but we have moved them around so much. Clark: We don't have another area in mind. There used to be over 75 people in the model airplane club. Edmonston: Combs Park is subject to a 30 day removal according to the lease. Kimbrough: Do we want to put fields on land with a 30 day removal? Anderson: I don't want to spend a lot of money if we lose the land. We are going to look into getting some of the land to the south. Driver: Would the fields be for this season? Anderson: No, it would be next season. II. BASEBALL MEETING REPORT Anderson: The facilities committee met at the Parks office with Dennis Kelly and Randy Shankle. They want a T -ball field by the handball court facing the street at Walker Park. It would be 35 feet from the other field's home plate fence. Balls are rarely hit over this fence in this age bracket. PRAB Page 2 Driver: Didn't they want to increase the fence on field #1? Gary Atha: The backstop needs to be taken care of. It need to be ten feet back. The current one is too close for 11 and 12 year olds, and it is deteriorating. MOTION:WRIGHT/KIMBROUGH The PRAB recommends to accept the location of a new T- ball field and construction at Walker Park. MOTION APPROVED UNANIMOUSLY 4-0 Clark: The Baseball Board will do ground work, and parks will help with bidding and the fence. The fence will come out of the Park's general CIP budget designated for Walker Park expansion project. Edmonston: The bid documents are ready. Anderson: How is the parking lot at Walker Park coming along? Clark: They are working on the final grade. It should be. done by baseball season. Kimbrough: We need to make sure the people working on it know when the season starts. IV. MOTION:WRIGHT/DRIVER The PRAB approved the minutes from the January 11, 1993 meeting. MOTION APPROVED UNANIMOUSLY 4-0 III. BALLPARK SIGN AMENDMENT Edmonston: We need to have a motion to amend Ordinance 97.088. Clark: We have to set guidelines for the size, what time of year the signs will be up, what type of advertisements we will accept, and the fees that will be charged. Atha: We need to know spacing and decide what material is needed. Driver: Have you looked at other City's with signs? Taylor: Yes we have, and we have also talked to Pepsi about donating scoreboards. Anderson: Compile your regulations for the signs and you can meet with the facilities committee for them to review the guidelines. Dee: Keep in mind this variance has not been approved. Atha: We will continue to solicit, but will not do anything else until approved. Clark: It could be two months before it can get to the City Council meeting. Kimbrough: Who is responsible for scoreboards and maintenance? Clark: The Baseball Board. • PRAB Page 3 MOTION:DRIVER/KIMBROUGH The PRAB recommends to the City Council to approve a sign variance of City Ordinance 97.088 to include the use of signs of softball/baseball fences and scoreboards. MOTION APPROVED UNANIMOUSLY 4-0 Taylor: The guidelines we have now are either: 4x6 signs with 6 ft between 4x8 signs with 8 ft between 4x4 signs with 4 ft between The fence is four feet high. The signs will all be the same size. They will be fastened to the fence for safety, and will stay up only for the season. We will go back to the same sponsors at the beginning of the next season. Can we expedite this process of approval? Edmonston: We will see what we can do and let you know. V. LAKE FAYETTEVILLE HOBBY USE AREA Anderson: The facilities committee met with Shell Spivey and Kent McVey. United Way would like to purchase the land. The fair market value is $15,000. Driver: They said there is no sewer on this land. That will be a big cost. Rimbrough: Two acres is needed to have a sewer or septic tank. Should we sell the rest of the land? Clark: We should not sell the rest of the land. The land would attract softball, soccer, possibly for Fayetteville and Springdale. Edmonston: Jerry Rose said the purchase agreement with United Way should stipulate that Parks have first right of refusal if they ever sell. MOTION: WRIGHT/KIMBROUGH The PRAB approves the concept of selling up to two acres to the United Way of Washington County at fair market value. MOTION APPROVED UNANIMOUSLY 4-0 VI. GREEN SPACE Dawn Acres Owner/Developer: S & S Development Location: S of Sycamore, W of Gregg Park District: NW Acres: 21.10 Number of Units: 175 multi family Land Dedication: 3.5 acres Money in Lieu: $31,500 PRAB Page 4 MOTION:KIMBROUGH/DRIVER The PRAB recommends to the Planning Commission to accept money, $31,500 in lieu of land for the green space requirement for Dawn Acres. MOTION APPROVED UNANIMOUSLY 4-0 Pinecrest Addition Owner/Developer: Mark Marquess Location: E of Walnut Grove Park District: NW Acres: 38 Number of Units: 127 single family, 7 multi family Land Dedication: 3.46 acres Money in Lieu: $31,095 NOTION: KIMBROUGH/WRIGHT The PRAB recommends to the Planning Commission to accept money, $31,095 in lieu of land for the green space requirement for Pinecrest Addition. MOTION APPROVED UNANIMOUSLY 4-0 Taylor Estates Owner/Developer: Phillip Taylor Location: N of Country Club Park District: SE Acres: 11.86 Number of Units: 13 single family Land Dedication: .33 acres Money in Lieu: $2,925 MOTION:KIMBROUGH/DRIVER The PRAB recommends to the Planning Commission to accept money, $2,925 in lieu of land for the green space requirement for. MOTION APPROVED UNANIMOUSLY 4-0 Timberside Subdivision Owner/Developer: Ken Stahman Location: E of Hwy 265, N of Buckner Church Park District: SE Acres: 15.6 acres Number of Units: Land Dedication: .53 acres Money in Lieu: $4,725 PRAB Page 5 MOTION:WRIGHT/DRIVER The PRAB recommends to the Planning Commission to accept money, $4,725 in lieu of land for the green space requirement for Timberside Subdivision. MOTION APPROVED UNANIMOUSLY 4-0 Pinevalley Addition Owner/Developer: James Potts/BMP Development Location: W Fulbright Express, S Mt Comfort Park District: NW Acres: 26.5 acres Number of Units: Land Dedication: 2.5 acres Money in Lieu: $22,680 MOTION:KIMBROUGH/DRIVER The PRAB recommends to the Planning Commission to accept land, 2.5 acres in lieu of money for the green space requirement for Pinevalley Addition. Three sides of get developers to BUTTERFIELD PLAYGROUND APPARATUS Clark and Edmonston met with Butterfield School and School Maintenance. They want us to help with a new playground apparatus. The Youth Center Latchkey Program uses this site. Also, Butterfield is open on the evenings and weekends as a park site. MOTION:WRIGHT/DRIVER The PRAB recommends that the Parks staff work with the Butterfield School staff to install play equipment up to $10,000 to come from the Northeast quadrant Green Space account. MOTION APPROVED UNANIMOUSLY 4-0 PRAB Page 6 SWEETBRIAR PARK SIGN A purchase order has been issued for a sign at Sweetbriar Park and will acknowledge the Sweetsers and Easons as the contributors of the land. GREEN SPACE Edmonston: The northwest has a lot of money and needs to be spent on Davis Park. Kimbrough: I have had requests from neighbors of Davis Park about when development will start. CITY POOL Edmonston: The Senior Citizen's fees were not included on the proposed City Pool price's. Their fee will be the same as a child's fee. Senior Citizens are ages 55 and over. GREEN SPACE Anderson: Some of Nettleship has been sold. We might miss an opportunity for land in this area. Kimbrough: We need to know the growth of this area. Clark: We need to contact Al Einert about this land. He was following up on it. Kimbrough: I have some reservations about the Nettleship property's suitability for a park. It needs to be closer to the Bishop Addition. Driver: We need another tour to look at Davis Park. Edmonston: We also need to look at the Pinevalley Addition. The meeting adjourned at 7:30 pm.
