PRAB Members Present: Anderson, Driver, Kimbrough, McConnell, Waite, Wright Palmer, Waselues Clark, Cox, Edmonston Stephen Miller -City Council PRAB Members Absent: Staff Present: Guests Present: BUSINESS: I. INTRODUCTION OF NEW PRAB MEMBERS Susan Driver, William Kimbrough, Dee Wright, Larry Palmer -reappointed II. ELECTION OF CHAIRMAN AND VICE CHAIRMAN Wright:These positions need to be filled by someone with parks experience. Someone who knows about parks and can present material when needed for meetings, etc. MOTION:ANDERSON/WRIGHT The PRAB nominates Bill Waite for the 1993 chairman. MOTION APPROVED UNANIMOUSLY 6-0 MOTION:WRIGHT/MCCONNELL The PRAB nominates Greg Anderson for the 1993 vice- chairman. MOTION APPROVED UNANIMOUSLY 6-0 III. DISCUSSION OF PRAB COMMITTEES Wright:I would like to be on the Public Relations Committee. I have some ideas about PR for those parks that are not used as much. Facilities: Anderson, Driver, Budget: Kimbrough, McConnell, Program/PR: Anderson, Driver, IV. PRAB MEETING DATES Parks staff recommends Waite: If there is a special meeting. One otherwise. NEW MEMBER ORIENTATION This meeting is to present budgets, projects, and basically catch new members up on information. Anderson: We need to tour the parks. Wright: How does the City choose professionals? Edmonston: The City has a Professional Selection Policy. Wright: What about a new Youth Center? Clark: We are still working on the location and budgeting. The park tour will be January 30, 1993 at 8:30 am. VI. GREEN SPACE Wright: I have seen areas where they have a grass medians that serve as play areas in subdivision. I think this is a good area. Location: W of 45, S of North, off of Fritz Drive Park District: SE Acres: 2.5 Number of Units: 9 single family Land Dedication: .23 acres Money in Lieu: $2,025 MOTION: ANDERSON/RIMBROUGH The PRAB recommends to the Planning Commission to accept money, $2,025, in lieu of land for the green space requirement for Rosewood Heights Addition. MOTION APPROVED UNANIMOUSLY 6-0 Savanna Estates Owner/Developer Location: S of Park District: Acres: 13.35 Number of Units Land Dedication Money in Lieu: Savanna Estates Owner/Developer Location: S of Park District: Acres: 27.48 Number of Units Land Dedication Money in Lieu. Mark Foster/Buddy Peoples Skillern Road NE . 20 Single Family .5 acres $4,500 PRAB Page 3 DISCUSSION: Clark: Dave Jorgenson said there will be phases IV in the development in the future. Kimbrough: I don't think we can get appropriate this subdivision. The will probably try to give by the entrance or another poor place. Clark: Jorgenson said he would work with us to all four phases. Kimbrough: Development seems more important than acquisition of parks in this area. I think the developer will provide a little green space. I think we need to concentrate more on development on what we have than acquisition. Wright: That is over 48 homes with no close park! Driver: I feel money for development will be around forever; however, land cannot be acquired later. MOTION:MCCONNELL/DRIVER The PRAB recommends to the Planning Commission to accept land, 1.05, in lieu of money for the green space requirement for Savanna Estates Phase I and II. III and land in us land include PRAB APPROVED 5-1 (KIMBROUGH NAY) . Northwest Acres Phase II Owner/Developer: James Moore Location: On Hwy 16, W of Rupple Road Park District: NW Acres: 10 Number of Units: 23 Duplexes Land Dedication: .92 acres Money in Lieu: $8,280 MOTION:KIMBROUGH/DRIVER The PRAB recommends to the Planning Commission to accept money, $8,280, in lieu of land for the green space requirement for Northwest Acres Phase II. MOTION APPROVED UNANIMOUSLY 6-0 VII. BALLPARK SIGN AMENDMENT At the November 2, 1992 PRAB meeting, a motion was made to accept responsibility of supervision of advertising and signage at all Fayetteville parks. PRAB was requested to recommend the amendment of the requirements of 97.088 to the City Council, MOTION:MCCONN LLL/DRIVER The PRAB recommends to table this item until Palmer is present. PRAB Page 4 DISCUSSION: Driver: Are there problems with graffiti and vandalism? Clark: That will be the organization's problem. Driver: Will the signs be seasonal? Clark: No, the advertiser will pay for a certain time. If the sign becomes worn, the advertiser will be responsible. MOTION APPROVED UNANIMOUSLY 6-0 VIII. MOTION:ANDERSON/MCCONNELL The PRAB recommends to approve the December 7, 1992 meeting minutes. MOTION APPROVED UNANIMOUSLY 6-0 WALKER PARK DISCUSSION Anderson: Is the $229,000 budgeted for Walker Park available for this year or does it include 1992. Edmonston: The parking lot was included in 1992's budget. It was approximately $40,000. Anderson: I would like to start the selection procedures for an architect for Phase I of the new Walker Park.
