HomeMy WebLinkAbout1992-12-07 - MinutesPRAB REGULAR MEETING DECEMBER 7, 1992 The meeting was called to order at 5:15 p.m. by Chairman, Steve Alexander, in Room 326 in the City Administration Building. PRAB Members Present: Alexander, Anderson, Jenkins, Waite Staff Present: Clark, Cox, Edmonston Media Present: Phyllis Rice, Ron Wood Guests Present: Norm Koehring, Betty Turner,' U of Students Dewayne Jones, Lesal Quinn BUSINESS: A I. MOTION:ANDERSON/JENKINS The minutes from the November 16, 1992 PRAB meeting were approved unanimously. II. SENIOR CENTER PROPOSAL Norm Koehring: In order to use Walker Park for a Senior Center, a 6600 square foot building will need to be attached to the existing house. Community Development said they had funds for the architectural design, and are ready to get started. We have talked of using the Walker House for a community center! Will the large room take care of this? The room would seat 180 people for a lunch or a meeting. Will this be a main kitchen? Will they cook there? No, the cooking will still be done at the Sang Center. The kitchen at Walker will be for washing dishes, refrigeration, or if extra food is needed. How will this affect your budget? The Council on Aging's budget will not be affected. The meal budgets comes from Elderly Nutrition Services. Small fees may have to be charged. How will this affect the Sang Center? Sang should keep the same number of people. We should pick up more seniors from the west side of town. Parking at Sang is the main problem. Is room for 180 needed? If we are going to do it, we need to make it big enough for the future. On Thanksgiving, the Sang Center was filled to the brim. Will the meeting room be available for evening meetings? Yes. I schedule my room at the Adult Center in the evenings, now. So even a square dance group could use it? Yes. We will need to do the scheduling because the scheduling needs to be done by one office. Does the City have a room like this available now. I know the baseball league is always looking for a large meeting room. No we do not. At the Adult Center, I give a key for the room to regular users. For infrequent users, I let them in personally. Do you need the house for an office? Yes, for my staff. They do not need to be in the Sang Center. They are supposed to be over all of the Centers. At one time, we discussed placing Parks Maintenance staff in the house. I still want the office to be there. Supplies can go in the garage. An outside building would need to be constructed for tractors, etc. Did the Health Center report back? They withdrew from the Walker Park location, but are still viewing other sites. There is not enough space considering the park's plans. They are still considering Routh Park as a location. There will have to be another entrance at Walker Park for safety. What is the time frame on funds? Jan Simco is ready to hire an: architect, now. The architect will have to keewisrnaq all the needs for the area, and how tQx lay it out. Machinery will not look good sitting out in -that environment. We will construct a building just for machinery. PRAB Page 3 Edmonston: We will need to decide if we need the house. Anderson: Will we have input during the design? Clark: Yes. MOTION:JENKINS/WAITE The PRAB approves the concept of the Senior Citizen Center plan for Walker Park including the Senior Center's involvement, Parks involvement, and community involvement with the community facilities scheduling being completed by the Adult Center. MOTION APPROVED UNANIMOUSLY Turner: Jenkins: Waite: Clark: We are really excited. This would be a one of a kind in Arkansas with the Senior Center, Parks, and the community involved. I have had comments from southeast Fayetteville residents that the Parks Department does not do anything for them. I told them that is what Walker Park is intended to do. We need to be involved early in the architect's plans. The will be two PRAB members on the selection committee for the architect. III. GREEN SPACE Pratt Woods Addition Owner/Developer: Sassafras Hill Enterprise Location: S. Markham, W. of Hotz Park Park District: SW Single Family Units: 4 Land Ded. Req: .1 acres Money in Lieu: $900 MOTION:WAITE/ANDERSON The PRAB recommends to the Planning Commission to accept money, $900, in lieu of land for the green space requirement for Pratt Woods Addition. MOTION APPROVED UNANIMOUSLY 4-0. OTHER BUSINESS: I. There will not be a meeting on December 21, 1992. PRAB Page 4 II. Clark: Steve, you have done a marvelous job as chairman of the Board. Alexander:I have tried to reflect on all that has been done in the past four years that I have been on the Board. There is so much that has been done. I cannot even begin to remember it all. I wish everyone on the Board a considerable amount of luck. Clark reported that Butterfield School would like matching funds from the Green Space account to purchase playground equipment. We have done this for other schools. The Youth Center's Latchkey program also uses the Butterfield site for their after school program. Waite: We should consider incorporating a basketball court with Butterfield to be used by the public like Root .School. We need another outdoor basketball court. III. " Anderson: The Friends of Youth Recreation wants to donate funds for Walker Park. We need to get with them to make plans. They want a.baseball field to meet their needs for this spr±ng.
