HomeMy WebLinkAbout1992-11-16 - MinutesPRAB REGULAR MEETING NOVEMBER 16, 1992 The meeting was called to order at 5:15 p.m. by Chairman, Steve Alexander, in Room 326 in the City Administration Building. PRAB Members Present: Alexander, Anderson, Einert, Waite Staff Present: Clark, Cox, Edmonston Media Present: NWA Times -Rusty Garrett Guests Present: Larry Wood, Celia Scott-Silkwood BUSINESS: I. PARK MASTER PLAN UPDATE: LARRY WOOD The Northwest Regional Planning Office has classified the parks into six categories. They include: 1. Sub -neighborhood 2. Neighborhood 3. Community 4. Regional 5. Special Use 6. Parkways See attached for descriptions of each category. The acres per 1,000 people have changed since. the last master plan update. It is now 20 to 30 acres per 1,000 people. DISCUSSION: Edmonston:Does the 20 to 30 include land and water? Wood: I think it includes both. Here is a population estimate for each quadrant. The totals equal more than Fayetteville's population because we included more than the city limit boundaries. Edmonston:We have talked of moving the green space boundaries. What do you think? Palmer: The lines still seem to be good lines. They could be moved to 6th Street, but that would offset sides. Alexander:When this plan is finalized, will the need areas be specific or generalized? Wood: General Edmonston:Will priority areas be marked like before? Wood: Yes Waite: What constitutes a neighborhood on this plan? Wood: We work with the 12 neighborhoods that are already lined out. PRAB Page 2 Einert: Can we change the types of parks after they are already established or would people get mad? For example, Gregory is a nature park. What if we added facilities? Wood: We usually have very good reasons for change. It would be different if we messed with a park like Wilson. Alexander:Are bikeways considered in the plan. Edmonston:It depends on whether we consider bikeways recreation or transportation. I was not planning on including bikeways. :if we had bikeways that went somewhere, more people would ride. Like in Europe, bikeways are for transportation. A possibility of a bike route is along scenic 71B to Fort Smith. This has been considered. On the classification of parks, can we break some parks down? I think Lake Fayetteville should be classified by each section. :We really need to make a decision if Lake Fayetteville is one park or various parks. The next step is to look at the 12 neighborhoods in more detail and parks facilities related to them. We will draft a plan in December. We can present a plan at the second meeting in January.. We are trying to come up with a new parks logo. Wood has been working on it. Wood: Alexander Waite: Wood: Anderson: Edmonston Wood: Clark: II. MOTION:WAITE/ANDERSON The minutes from the November 2, 1992 PRAB meeting were approved unanimously 4-0. III. FACILITIES COMMITTEE REPORT -HORSESHOE PITS AT WALKER PARK Waite: There is space for the pits at the north end of the park. We discussed installing them at the boundaries and leave the middle area for additional parking. Parking will be a problem for them during the summer hours. There will have to be some earth work done. Einert: There could be a road installed south of City Lumber to provide access. Waite: Can we get a survey and plan of this area? Clark: We might have it done in-house. MOTION:ANDERSON/WAITE The PRAB recommends to begin plans for the area west of the creek at Walker Park, and to develop a parking and horseshoe area. MOTION APPROVED UNANIMOUSLY 4-0 OTHER BUSINESS: Waite: Einert: Anderson: Waite: Alexander Waite: Anderson: Anderson: Waite: Anderson: PRAB Page 3 Greg and I attended a meeting concerning the Senior Center at Walker Park. Community Development wants it to be a Community Center. It could possibly include the Health Center, Senior Center, Headstart, and Daycamp. They would be funded by Community Development Block Grant. This would require another building to house these. We have already given space to United Way. I am not sure if this would be a good idea for all of these agencies to be housed there. The agencies will be at the December 7, 1992 PRAB meeting with a needs list. Our biggest impact would be roadway and parking. Two of the agencies seem primarily County Service, not Fayetteville. The Health Center services include 50% from Fayetteville, 40% from Springdale, and 10% from other areas. Maybe the County should find land for them. I think Routh would be a better location for the Health Center. :It would be more centrally located. Headstart did not seem too interested. We could leave the Senior Center and Daycamp at Walker Park. Can we get a description of community centers from other cities? Someone will need to start inspecting the house for ADA and fire regulations. There may have to be adjustments before letting any agency in there. Jan Simco will pay for that with C.D. funds. Some people may be able to use the house as another We need is. Senior Center could build building. Einert: We will need additional buildings. one for park maintenance. For anyone to use, the house will pretty much have to be gutted. Waite: Clark reported that the next agenda will include a Lake Wilson easement proposal. A man is trying to buy land by Lake Wilson that is landlocked. Meeting adjourned at 7:05 p.m. Minutes Approved: Secretary
