I. MOTION:ANDERSON/WAITE
The minutes from the October 5, 1992 PRAB meeting were
approved unanimously 6-0.
II. HORSESHOE PIT PROPOSAL
Eugene Payton and his horseshoe club wish to install pits
at Walker Park. They would be installed at the north end
of the new parking lot.
DISCUSSION:
Jenkins: How much does an official pit cost?
Payton: We would need 20 pits all together with walks
between them. This would provide for the men
and women's teams. This will allow us to get
state tournaments. We have 28 members and we
will build the pits ourselves. We might need
some help financially. The public can use the
pits
Jenkins: I am concerned of this area being washed out.
Isn't it a flood plain?
It is higher in the northern portion than in
the flood plain.
Would pits be better by the community center?
There is no way to get 20 pits in that area.
:We need to let the facilities committee work
with you on this. What is your time frame?
We would like to have 10 pits by April because
the state tournament is on Labor Day weekend.
These tournaments bring in a lot of money for
Fayetteville. There are about 130 people from
around Arkansas. We have to bid to get the
tournament.
If we have nothing planned for this area, it
would be a great place.

The courts are 6x6 with a minimum of 10 feet
between.
Could you get us a price on pits?
Yes.
III. PARK MASTER PLAN UPDATE
The NW Regional Planning Office will give an update at
the November 16, 1992 meeting.
Edmonston reported that the Planning Division has begun
working on the sidewalk master plan. They have
inventoried all sidewalks in Fayetteville, and their
conditions. The first priority is to install sidewalks
at the schools. No decision has been made which schools
are first.
IV. DOWNTOWN SQUARE PARK PROPOSAL
Susan Farrell reported that the oldest, largest maple
tree on the square is dying. It will need to be cut
soon. Also, that corner is very steep and has erosion
problems. When the tree is removed, Farrell would like
to remodel the corner. The Farmer's Market has agreed to
give $202 as a memorial for Ben Johnson, the man that
started the Farmer's Market. The Farmer's Market also
has an additional $1,000 allotted for this project.
Autumnfest will give between $500 and $1,000. Farrell
talked to a rock specialist that can bring boulders in to
help the erosion. This cost with the removal of the tree
will be about $3,300. They are $1,000 short of what they
need. They also want to alert the public of why they are
removing the tree.
Jenkins: I do not think you will have any problem
getting money if it is advertised what you
will do to the area.
Farrell: The Farmer's Market is going to promote the
project at the Christmas lighting. They want
to hang a poem on the tree for all to see.

The PRAB recommends to approve the concept of removing
the tree and remodeling the northwest corner of the
Downtown Square Park.

Clark will work with Farrell and D.F.U. If any budget
committee work is needed, Anderson will assist.

V. ARCHERY CLUB
Clark: About 2 or 3 years ago, we allowed the Archery
Club to relocate to Lake Wilson. There is a
gate to prevent four -wheelers, parties, and
the danger to citizens entering a shooting
range. I have received calls from citizens
that are upset that we are denying them the
right to enter this area. The Archery Club
has cleaned this area a great deal. The only
control we have at the Lake is the renter of
the house on the property.
Powell: We really cleaned the area up. There were no
standing picnic tables. We repaired the
tables, weedeated, cleaned up the trash,
installed a retaining wall, and cleaned the
pavilion. It is dangerous to remove the gate
because of the danger to people and vandalism.
We never deny anyone the right to come in
there. When we are there and .someone is
fishing, we give them the combination to shut
the gate behind them.
McConnell:IS it the same people complaining?
Clark: Some people call more than once. Other calls
are from various people.

The PRAB recommends to leave the gate as is.

Einert: Can you double gate so people can get to the
pavilion but not past?
Powell: We have a cable separating it. We talked of
putting a fence across the clear cut. When
people use the pavilion, we've had to put out
fires.
Einert: How about building another pavilion? We
definitely do not want the public on the
range. Even signs would not work. Some
people cannot read, and children can't read.
Powell: We are there to further hunter's education.
We also host a benefit shoot for Jefferson and
Bates Elementary Schools. If our equipment is
destroyed, then we can't give back to the
community.
VI. UNITED WAY BUILDING PROPOSAL
Shell Spivey reported that the new Washington County
United Way is looking for more central location. They
preferably need land donated. Land along Highway 71 or

71B is too expensive. The Board is requesting to locate
on the northwest corner of the Lake Fayetteville 265
Hobby Use property. The United Way funds many
Fayetteville agencies, including the Youth Center.

What size building?
3,000 Sq. ft including parking. We want to
leave rota for expansion. It would take about
an acres.
Lots of things have been proposed out there.
We would like you to locate it where it would
have minimal impact for other things.
We anticipate the building on the corner.
Did the county or Springdale offer you land?
We have not approached the County. Springdale
really does not have any good sites.
What about the county shop's area on Gregg
Street?
McConnell:What is the figure on value of
Waite: There is something to keeping
close.
We need to start developing there. Are we
going to be competing with Springdale
agencies?
I don't know. We try not to duplicate. I
believe the funds will go up for FYC. I think
Springdale will make great contributions also.
Anderson: This should be a lease.

The PRAB recommends to the City Council to pursue meeting
the United Way's needs of up to one acre of property at
the southeast intersection of County Road 513 and Highway
265 and to make a lease agreement with them.

VII. GREEN SPACE

The PRAB recommends to the Planning Commission to accept
money, $1,800, in lieu of land for the green space
requirement for Milholland and Berryman's large scale
development located west of Woolsey and North of
Sycamore.

OTHER BUSINESS:
Palmer attended the Board of Adjustments meeting to
request permission to place advertisement in the
ballparks(Walker and Babe Ruth). The Board did not find
a legal ordinance against it, and decided that if the
PRAB would be in charge of the regulations of the signs,
it would be acceptable. PRAB could delegate it to the
Baseball Board.
Jenkins: Wouldother sports groups want to do this?
Clark: We would have to answer the question if we
would allow beer advertisements.
Palmer: The regulation would need to state that there
will be no tobacco, alcohol, or moral
questioning adverting allowed. We could
contact Mountain Home, Harrison, or Conway.
They all have advertisement regulations.
Edmonston:I will check with these cities.
Einert: We should probably include other sports
complexes in the guidelines. This should be
an ordinance for park's signs only.
McConnell:This could be used at Lake Fayetteville, also.
Anderson: The PRAB Facilities Committee needs to set up
guidelines.
Einert: We need to decide who will get the
advertisement spots The highest bidder?

The PRAB recommends to accept responsibility of
supervision of advertising and signage at all
Fayetteville parks facilities.

.Edmonston reported that there will be PRAB positions
expiring at the end of the year.
Einert asked when the final plan for Walker Park would be
completed. Clark reported that it should be soon,
according to the contract.
