MOTION:EINERT/WAITE The minutes from the September 8, 1992 PRAB meeting were approved unanimously 5-0. MOTION:WAITE/EINERT The minutes from the September 18, 1992 PRAB meeting were approved unanimously 5-0. MOTION:.WAITE/EINERT The minutes from the September 28, 1992 public meeting were approved unanimously 5-0. MOTION:WAITE/EINERT The minutes from the September 29, 1992 PRAB meeting were approved unanimously 5-0. Al Einert expressed his concern that in the future Callans and Associates need to be referred to as landscape architects, not architects. There is a difference between architect and landscape architect. II. GREEN SPACE Crossover Heights Phase III Owner/Developer: Dick and Bill Keating Location: S of Mission Boulevard, E of Hwy 265 Contains 8.12 acres Units: 23 Duplexes Land Dedication Requirement: .92 acres Money in lieu: $8,280 MOTION:WAITE/ANDERSON The PRAB recommends to the Planning Commission to accept money, $8,.280, in lieu of land for the green space requirement for Crossover Heights Phase III. MOTION APPROVED UNANIMOUSLY 5-0 PRAB Page 2 III. PARK MASTER PLAN UPDATE Larry Wood with the Northwest Regional Planning Office stated that they have been through all of the legal descriptions of the parks that they have. They don't have good description on Happy Hollow or Lake Sequoyah. They have drawn all the park plats, and identified non- residential areas that do not need parks. Flood plains have been identified. Private recreation facilities are marked on the plans. Wood has been waiting for the detailed census forms to come out on disk. He can give information of the four park districts, but not the twelve neighborhoods, yet. The Northwest Regional Planning office has come up with a total population of 45,000, while the census had 42,000. Alexander: What is the time frame on completion? Wood: Our draftsman is out for a couple of weeks. Hopefully, we can give you a rough draft to work with by the end of the year. Waite: Will there by summaries on recommendation, such as park standards. Do the 12 neighborhoods seem viable? Yes, major street do not cross any districts except for Township. Is each park used adequately in each neighborhood? When will the sidewalk plan be done and should we involve this with the parks plan? There are areas around some parks that need sidewalks. What is Senior Citizen population? Is it growing? Yes, there are substantial increases. Is it possible to get estimates on how play volleyball, swim, Wood: Waite: Einerts Wood: Anderson: Clark: Anderson: many people jog, etc? We only have activities now. We don't know if there is a big demand for little parks or big parks. When we have a chance to acquire small bits of land from green space, we don't know whether we should. You have to look at both. We did a survey in another city on what kinds of sites are needed. Small parks are very labor extensive with high costs. Right now, Hot Springs is thinking of greenways along their creek. Cities are starting to look at new kinds of parks. We have been lucky acquiring Gulley Finger, and Walker. The problem is acquiring land in the northwest. How did you start this master plan? We are updating the old plan and adding extras such as greenways. Have you considered nature parks, such as what ration of 45,000 people would want nature parks? But what constitutes a nature park? You take 30 acres and surround it by urban, and it is not nature. Feel free to come back when you need to. I will be ready to come back first meeting in November. Would a public meeting help? IT might help to find out what activities are wanted in the parks. Public meetings don't represent the whole public. You could put a questionnaire in the paper. We could also put copies in the post office, etc. Senior citizens don't like to get out at night for public meetings, so questionnaires would be better. III. WALKER PARK PRELIMINARY MASTER PLAN DISCUSSION The Preliminary master plan and the lease for Ruby Johnson will be item numbers three and four on tomorrow night's City Board of Director's agenda. Anderson: Einert: Rollet: We are going to see the same thing as in the public meetings. We need to emphasize that we have listened to the input. They will need to know the time frame and budget. The phasing plan is in their packet, so we won't need to go into that. Rollet: Anderson: Einert: Clark: Einert: Waite: Edmonston: Alexander: Anderson: OTHER BUSINESS: PRAB Page 4 In the packet, there are prices for other site options. The prices to move the soccer fields do not include the price of purchasing the land. On the current plan, when baseball field #3 is installed we will add extra fill. When soccer field #2 is added, we can transfer the fill to this field. This way the costs are cheaper by keeping the fill on the site. This phasing plan is good, but it is susceptible to change because of funding. This is an excellent starting point. Do we have any direction on the budget? No we don't, only baseball has some direction. A question that will be raised is when are we going to start clearing underbrush. We will need to get parks crews started this winter. We will do as much as possible in-house. What if the City Board asks us if we will be going to them for 1.3 million? Tell them yes. We will also be going to interest groups. Callans, I think you have done a great job. I second that. Nancy and Bill Ward contacted Alexander about Hotz Park. There is a five -way intersection and no sidewalks. Their is a blind corner that could be helped by a five -way stop. The main concern if for the children riding bikes and walking. Clark will write a memo to the Traffic Superintendent to inspect the area. Einert was contacted by three families around Wilson Park. They like the trail and would like to see it completed. Edmonston reported that money was put in the proposed budget. Clark said that there has been an offer for.a donated bridge at Wilson. Clark reported that signs had been installed at Gulley Park for bike riders to yield to pedestrians. This may become a problem at Wilson's new trail.
