HomeMy WebLinkAbout1992-09-18 - MinutesThe meeting was called Alexander, in the Parks PRAB Members Present: Staff Present: Media Present: BUSINESS: I. • PRAB SPECIAL MEETING SEPTEMBER 18, 1992 12:00 p.m. to order at 12:00 p.m. by Chairman, Steve and Recreation Department office. Alexander, Anderson, Jenkins, McConnell, Clark, Cox, Edmonston Morning News-M.B. Lohr, NWA Times -Rusty Garrett WALKER PARK EXPANSION Anderson: After the facilities committee meeting, the architects drew a layout that took out the existing streets. Taking out the streets in the park, will cover two points: 1. Safety for the children 2. Will help save trees Jenkins: I like this layout. Edmonston:The Traffic Superintendent, said that he concurred with closing 13th Street and Block Street if the necessary parking is provided and the park is safer for the youth. Parking and the youth's safety are two problems that have been called to his attention. The Street Superintendent also concurred and said maybe we should extend it for more parking. The Parks Division is to check with the emergency divisions. Anderson: We could put diagonal parking on side closest to fields instead of parallel or both. Clark: The street would have to be widened 12-14 feet to make it legal. Alexander:This meeting is to confirm the next public meeting for September 28 and to amend Callans and Associates's contract for the Senior Citizen park. MOTION:JENKINS/MCCONNELL The PRAB recommends to hold the second public meeting on the expansion of Walker Park on September 28, 1992 at Jefferson Elementary Cafeteria at 7:00 p.m. MOTION APPROVED UNANIMOUSLY 4-0 PRAB Page 2 MMOTION:ANDERSON/JENKINS The PRAB recommends to cancel the Walker Park North Senior Citizens Park contract with Callans and Associates due to the fact that the area will be moved to the newly purchased Walker Park land. MOTION APPROVED UNANIMOUSLY 4-0 NOTION:ANDERSON/MCCONNELL The PRAB recommends for Callans and Associates to increase the scope to include the existing Walker Park as noted on option three, September 14, 1992. NOTION APPROVED UNANIMOUSLY 4-0 Anderson: Why are we slowing down the process by extending the contract, I thought we were shooting for the October 6 City Board meeting? McConnell:Certain groups want to slow this down and for it not to get voted on until the new City Council is elected. Anderson: I feel we have not had. accurate press coverage. I would like it known that this board has worked very hard to conserve naturalism and to supply fields and safety features. McConnell:Everyone has been talking about compromise. Some seem to think compromise is all one- sided. Edmonston:We will need to decide whether to continue with the names of Walker and Walker North or to just have one name. There will be a facilities committee meeting before September 28 to review the drawing. PRAB will try to get the design of Walker Park on the October 6, 1992 City Board of Director's meeting. There will be a PRAB meeting on Tuesday, September 29, 1992 at 5:00 p.m. Meeting adjourned at 1:00 p.m. Minutes approved: Secretary
