NOTION APPROVED UNANIMOUSLY 7-0 III. WALKER PARK EXPANSION DISCUSSION The meeting was August 27, 1992. Attached are the three options presented by•Callans and Associates. Option A: Proceed as planned with .sports development, nature park, and senior citizens facility. Option B: Design Walker Park segments as a total park Option C: Add .additional land to the design phase to accommodate future needs of soccer and baseball DISCUSSION: Judy Brittenu Karen Rollet: Alexander: Waite: Edmonston: Palmer: Einert: Palmer: m:We walked the park and I would not advise anyone going in there alone as it is now. My main concern with putting fields so close to the road is the safety factor for children. A possibility is to close the:road through the park. We looked at the site not the recommendations. Would the rest of the park be left natural? Gulley park is a natural park, Walker is a jungle! We need to get input from Jefferson Elementary because they have trouble with children going down to this property. These plans that have been presented seem for immediate use only. We need to facilitate the entire future requests that the sports. organizations asked for. We need to do what the land can hold. We need to prioritize needs as to how the land will be developed. PRAB's job is to tell landscape architects what we want and the priority. We probably do need to give a direction to the architects. It is no secret, we bought this land to build fields and to leave part as nature. The Baseball Association's proposal states two baseball fields are needed now, and two later. The Soccer Association needs two fields.. Four baseball fields would involve closingthe road.., We are the client, you need to make suggestions to us. .It was my understanding that we meet with the Board after the first public meeting and make priorities. Everyone needs to read the public meeting minutes, view the land, and maybe have a facilities committee meeting. The Naval Reserve parking lot on the north end is for the park's use also. Can we move the senior citizens area to the new land? Mrs. Walker said as long as thearea is in Walker Park it. is okay. Can we tour the land to come up with our ideas? :Are you going to consider option C? Have you considered using other land? We will look at all options and we consider the community's best interest. We have pretty much hit what everyone wanted! It does not look like we will lose much nature. I agree with the comments from the meeting. I was a single parent and I would not like leaving a young child at a ballpark by himself. There will have to be some trees cut. The Historic site will be tricky. We will have to decide what will be there. The next meeting will be Wednesday, September 2, 1992 at the Walker Park House to view the land. • • OTHER BUSINESS: PRAB Page 6 Edmonston reported that the State Recreation and Parks Association Annual Meeting will be held in Fayetteville this year on September 21, 22, and 23. This will conflict with the regularly scheduled PRAB meeting. Alexander reported that Donna Waselues has a Monday night class and will not be able to attend meetings. She would still like to be a member and attend special meetings until her classes are finished in December. PRAB concurred. Einert inquired as to the status of the Wilson Park trail. Einert: We need to see the preliminary drawings. We should get to see them because it is an improvement in one of our parks. We are the .ones that catch the public comment. McConnell:We need to become a lot sterner. Once we make a decision, we need to stick to it. Palmer stated that a placque still needs to be installed at Sweetbriar Park. MOTION:PALMER/EINERT The PRAB recommends to request from Northwest Regional Planning Office, an update on the Parks Master Plan and a target date for its completion. Palmer requested a two week time frame to receive this information. NOTION APPROVED UNANIMOUSLY 7-0 Meeting adjourned at 7:25 p.m. Minutes Approved: Secretary
