MOTION:EINERT/WAITE The minutes from the July 6, 1992 meeting were approved unanimously 8-0. II. ADULT SOFTBALL REPORT Mark Paul, League Director, reported that there were 87 adult softball teams, 5 fast pitch teams, and 26 little girl's softball teams during the summer season. The most pressing need for the program is more practice or playing fields. There are only two little girl's fields in Fayetteville. The program switched from ASA to USSSA in 1991. The major problem of the fields is that they are 275 feet as opposed to 300 feet. DISCUSSION: Palmer - What comes out of the entry fees? Paul - Scorekeepers, umpires, bases, balls, etc. Palmer - Could we get cost estimates on moving the fences? McConnell -Are you happy with USSSA? Paul - Yes, USSSA is starting to spread across Arkansas and bringing more teams. At first there were not very many, but there will be soon. Edmonston-The City pays for maintenance, concessions, and minor equipment for the softball program. McConnell -Teams continue to come back, if the fields look good. Paul - We have 92 teams while the best complex in Springdale only has 30. This great program. Fayetteville into their youth program. Jenkins- If we are doing a great job, the public know. GULLEY PARK QUESTIONNAIRE See attached results ADDITIONAL COMMENTS Clark reported that Water/Sewer Division has tested the drainage in parks and have installed signs stating that the creek waters are not to be consumed or played in. Einert reported he has seen these type of signs in parks in other cities. IV. Therefore the .23 acres goes towards the park land that was banked on future development. VI. WILSON PARK PATH BIDS The hard surface trail will extend from Park Street down Prospect to Wilson. It will be off of the street to save trees. The City Engineers and Northwest Engineers have been working on the plan. The bids are as follows: McClinton -Anchor Co. Sweetser construction Asphalt $35,782.04 $43,820.00 Concrete $51,615.00 $40,010.00 MOTION: PALMER/NCCONNELI4 The PRAB recommends to the City Board of Directors the consideration for concrete over asphalt in attempt to increase life expectancy and decrease maintenance costs of the path. DISCUSSION: Anderson- I am not ready for this motion. We need to talk to professionals more. PRAB Page 3 Edmonston-Harry Gray feels asphalt would be better because it is only for walking, which usually does not have concrete surfaces. Waite- The only thing I think needs to be concrete is the curb on the NW corner. MOTION DEFEATED 2-6 MOTION:WASELUES/WAITE The PRAB recommends to the City Board of Directors to accept the recommendation of the Engineers to award the bid to McClinton -Anchor in the amount of $35,782.04 for an asphalt pathway at Wilson Park. MOTION APPROVED 5-3 VII. WALKER PARK EXPANSION PROJECT Clark reported that the surveyors will be working this week to prepare the topo. Someone took the surveyors stakes and flags, and the work had to be redone. We need to have an outline for the public meeting and need to let everyone have their say. Trees are not being cut, just trimmed in order to prepare the survey. DISCUSSION: Waite- We will hear conflicting arguments. We need to take the information and pass it on to the architects. Palmer- Where does the number of fields to be constructed come from? The public meetings? Clark- A combination of public meetings, the needs, and what is possible to be put on the land. Edmonston-That is why we get the topo and survey. These documents show where and how many fields will go there. Palmer- Citizens think we are going to fill the land to capacity with fields and parking. Alexander -We always have over reaction of people thinking we are going to do more than we are We cannot speculate, we need to have our facts straight. Waite- ' We can't fool anyone, fields are our intention. Anderson- We have to keep in mind what our purpose was when we bought the land. Jenkins- I picture the Senior Citizen's Park tying in with the nature area and fields. Now it is just weeds and a pasture. Edmonston-It was in our original motion to purchase the land for parking, baseball fields, soccer fields, and a nature area. Clark- We can impose a time limit for each speaker at the meeting. PRAB Page 4 Einert- We need to have everyone sign in and indicate if they wish to speak. Each speaker should introduce themselves. Clark will introduce PRAB, Alexander will chair meeting, and Waite will speak for the facilities committee. The meeting is August 27 at 7:00 p.m. at Jefferson Elementary Cafeteria. VIII. WILSON PARK SWIMMING POOL REPORT See attached OTHER BUSINESS: Edmonston reported that pool attendance was low in June due to the cool, rainy weather. However, July attendance was higher than in 1991 (15,668 in 1992 compared to 11,069 in 1991). Average daily attendance in July was 522. Clark reported that the Youth Center will hold a summer camp August 17 through 22 for ages 7-- 12. Edmonston reported that rezoning for the Nettleship land is going to the City Board.
