MOTION:WAITE/WASELUES The minutes from the May 18, 1992 meeting were approved unanimously 5-0. II. GREEN SPACE CRAFTON PLACE APARTMENT COMPLEX Developer/Owner: Lindsey Family Trust Location: E. of Garland, N. of Melmar Park District: Northwest (3.57 acres) Units: 84 Multi -family dwellings Land Dedication Required: 1.68 acres Money in Lieu: $15,120 MOTION:WAITE/ANDERSON The PRAB recommends to the Planning Commission to accept money, $15,120, in lieu of land for the green space requirement for Crafton Place Apartment Complex. MOTION APPROVED UNANIMOUSLY 5-0 Crossover Heights Subdivision (Keating Subdivision) Developer/Owner: Dick & Bill Keating Location: E. of Hwy 265, N. of Whippoorwill Park District: Southeast (12.07 acres) Units: 44 Single Family Land Dedication Required: 1.10 acres Money in Lieu: $9,900 MOTION:PALMER/WAITE The PRAB recommends to the Planning Commission to accept money, $9,900 in lieu of land for the green space requirement for Crossover Heights Subdivision. MOTION APPROVED UNANIMOUSLY 5-0 Bayley Property Developer/Owner Location: Park District: Units: Land Dedication Money in Lieu: PRAB Page 2 Skull Creek Dev. W. of Leverett, across from Poplar on Melmar Northwest (5 acres) 50 Multi -family dwellings Required: 1 acre $9,000 MOTION: WASELUES/PALMER The PRAB recommends to the Planning Commission to accept money, $9,000 in lieu of land for the green space requirement for Bayley Property. MOTION APPROVED UNANIMOUSLY 5-0 Ridgewood Subdivision Developer/Owner: Jim Phillips & Rick Roblee Location: E of Old Missouri Rd Between Zion & Joyce St Park District: Northeast (25.61 acres) Units: 17 Single 'Family Land Dedication Required: .43 acres Money In Lieu: $3,825 MOTION: WASELUES/PALMER The PRAB recommends to the Planning Commission to accept money, $3,825 in lieu of land for the green space requirement for Ridgewood Subdivision. MOTION APPROVED 4-1 (PALMER ABSTAINED) Newsome Apartments Developer/Owner: Bo Newsome Location: W of Fulbright Express Park District: Northwest (5.01 acres) Units: 72 Multi -family Units Land Dedication Required: 1.44 acres Money In Lieu: $12,960 MOTION: WASELUES/PALMER The PRAB recommends to the Planning Commission to accept money, $12,960 in lieu of land for the green space requirement for Newsome Apartments. III. INTEGRATIVE VEGETATION MANAGEMENT PROGRAM This item is tentatively set for the July 7, 1992 City Board of Director's meeting. PRAB Page 3 IV. LAKE FLOATER REQUEST MOTION:ANDERSON/WAITE The PRAB recommends to allow belly boats on the lakes, with the following regulations, and recommend that the activity be monitored. REGULATIONS: 1. Must enter and exit the water at the dock area. 2. Must stay out of weeds and lily pads. 3. Must follow al rules that apply to boaters. 4. Must wear brightly colored life jackets and waders. MOTION APPROVED 3-2 (PALMER & WASELUES NAY) Discussion: Palmer- I see a problem with them entering the water without boats. Waselues- The boat dock operators do not want the belly boats, and they know what they are talking about. I think they are unsafe. OTHER BUSINESS: Palmer commented that citizens have approached him about a parking lot on the Country Way entrance of Gulley Park. Cars are parking on that dead end and creating jams. Clark stated that the neighbors were opposed to this in the beginning. Now that the cars are creating a problem, a parking lot would be easier. Jan Simco, Community Development Coordinator, sent a letter to Clark requesting the Parks Department consider a few new ideas for the newly purchased Walker land. These ideas consist of: 1. Providing a center for service agencies 2. Helping the Sang Senior Center with their space problems. 3. For recreation and youth -related activities. 4. The facility could also be used for family reunions and other gatherings. Clark- These ideas are a new concept for me. They will probably be on the agenda for the master plan public meeting. Anderson- We should wait and see how the park will start laying out. Edmonston- If this building had a big room, it could be a backup pavilion. Alexander- This is a great idea, but I don't believe it belongs in a park. Palmer- Does Jan know about Jim Hatfield's land. PRAB Page 4 Edmonston- I told her of the land. Clark reported that he will meet with Dr Crossover Park on Thursday, June 18, 1992 This meeting is to discuss a possible recreation center.
