REGULAR MEETING
MAY 4, 1992.
The meeting was called to order by Bill, Waite at 5:30 p.m. in room
326 of the City Administration Building.:

I. MOTION:ANDERSON/PALMER
The minutes from the April 20, 1992 PRAB meeting were
approved unanimously 4-0.

The minutes from the April 28, 1992 special meeting were
approved unanimously 4-0.
II. WALKER PARK NEW PROPERTY
Ruby Johnson owns property on the new Walker Park Land.
The access to her property is part of the Walker Land.
She has mowed and maintained this access for years, and
would like to purchase the land from the City. If
purchasing the property is not feasible, her second
choice would be to install a fence and gain a right-of-
way. The fence would be for her and her mother's safety.
This park will impose a lot of traffic around her
property over the years. Each PRAB member will view the
property and a recommendation will be made.
III. LONG RANGE COMMITTEE REPORT
The Youth Center Board of Directors and the PRAB
Facilities Committee met to discuss long range planning
on an additional recreation center. There will be a
meeting set with Dr. Simpson and the School Board to
discuss using school property.
A letter was received from Ann Henry stating her thoughts
on the Gulley Park recreation center. She inquired about
a joint effort with the YMCA on finding an appropriate
location and the funding.
Other sites are being investigated for a recreation
center.
IV. WALKER PARKING LOT REPORT
The PRAB met at Walker Park on April 28 to discuss
several possibilities to provide additional parking. The
solution they reached will provide 87 parking spaces.
Work will begin on May 13 by the Street Department. Randy
Allen from the Street Department will contact the State
Highway Department regarding a turn lane from Highway 16
into Walker Park. Palmer expressed his opinion on the
possibility of making diagonal parking along Block
Street, North from 13th to 7th, and requested a cost be
estimated for this project. This project would involve
_wideni-zg the oLczet, replacing the sidewalk, or possibly
paying the Community Development Fund back because they
installed the sidewalk.

OTHER BUSINESS
A letter was received from a Ryan Minch concerning a BMX
Bike Trail. A BMX Bike Trail would create vast
liability. Bike trails just for riding would be
acceptable. Clark will respond to this letter.
Palmer has received calls from parents who cannot enroll
their children in baseball because enrollment was closed.
The League has already expanded their practice and game
time. Hopefully, the new land will provide the
facilities needed to accommodate more participants.
Palmer expressed his concern on the homeless sleeping in
Walker Park. They camp in the woods and sleep on the
picnic tables, because the Salvation Army is full.
ar would like a request to the Police Department for
foot patrol through the park at night. Is there a way to
work out something for them? Edmonston said there are
agencies in town that can be contacted that might help
these people.
Anderson inquired about the herbicide spraying. There
will be a final public meeting on the vegetation
management plan on May 14. Sports representatives will
be present at the meeting to express their concerns.
The meeting adjourned at 6:55.
