REGULAR MEETING
APRIL 20, 1992
The meeting was called to order by Steve Alexander at 5:30
room 326 of the City Administration Building.

I. MOTION:JENKINS/WAITE
The minutes from the April 6, 1992 PRAB meeting were
approved with the exception that the amount for the
Walker Park land be taken out of the motion 6-0.
II. GULLEY PARK MEETING UPDATE
Many residents were present to oppose the recreation
complex in Gulley Park.
Wade Colwell - I have brought a petition with comments
from citizens and articles from past public meetings.
The residents are not opposed to an additional youth
center, just not in Gulley Park. We do not think the
survey was fair because many people did not receive one
and the wording could have been different. Other
possibilities we propose are behind K -mart, Lake
Fayetteville East or South, South of Butterfield, and
Highway 265. Gulley Park is used by many individuals and
many groups.. They like utilizing the park the way it is.
Alexander - Gulley Park is not a definite site for the
complex. We will consider other sites. We encourage the
public to help us locate another location.
Jim Hill - How can we help you find a location?
Clark - We need to work on funding first, then by
population information, we can find a suitable site.
Jerry Sweetser - Have you explored the land on Highway 45
owned by the school. It would be like the current youth
center which is also on school property.
Clark - This section of the city is not the fastest
growing population.
Sweetser - If the children are transported by bus like
the current facility, then it does not matter. I was for
a pool in the beginning. I won't walk in Wilson or
Walker because there are so many people. We need a park
for seniors.

Alexander - We have to agree, the focus on this park has
changed. We do not know where we are going now, so we
need your input.
Anderson - The Youth Center Board will also have a lot of
input and conduct a study to find a suitable site.
Hill - Can we remove the complex off of the master plan
for Gulley?
Bill Davis - I am a senior citizen and I live on
Township. The senior population is growing more rapidly
in the US than kids. We need a park for seniors. Some
seniors drive 15 - 30 miles to walk at Gulley. Kids have
their whole life, give us ours.!!
Alexander - We are developing a .Senior Park. at Walker.
The plan is next if you would like to stay.
Man - I covered three blocks and not one person wanted
the complex in Gulley. The opinion has definitely
changed since the beginning.
Einert - We are now a city with neighborhoods. Before we
could not have had two of anything.
Waite - Neighborhood parks are usually five acres or
less. Most people think they should have 25 acre
"neighborhood parks."
Palmer - This group is very opinionated but not hostile,
they have thought this through very well. They feel
Gulley Park is geared for kids also. They would like a
more effective survey in the future.
Clark - This area would not have been approved for
purchase if there had not been developments such asthe
complex and the pool in the master plan.
Palmer - I don't believe this is a city park. The group
gave us a list of minor developments that should go in
Gulley.
III. WALKER PARK NORTH DONATED LAND
Callans and Associates was present to present the concept
plan for this park.
Judy Brittenum - This park was donated by the Walkers
with the stipulation that it be developed as a senior
citizen park. There will need to be a pavilion,
walkways, picnic area, and various games enjoyed by
seniors. We have talked with Betty Turner from the Adult
Center to find out the needs of the elderly in this area.
Karen Rollet - We put a farm -style fence in the plans to
provide a screen against some of the homes bordering the
property. The trail needs to have rails, and benches
along the way to rest.
Einert - Is there someone that could adopt the park like
Butterfield Trail Village because it will take lots of
care and maintenance to keep vehicles out, etc.
Brittenum - There will be handicapped parking signs which
will help keep.

Edmonston - This will be a great development for
Fayetteville. Not only can elderly utilize the park, but
so can Richardson Center. We have $45,000 budget in
Community Development funds and $7,000 in bond funds.
Anderson - Did you check on filling in flood plain?
Clark - We will
Brittenum - There may be an old creek channel under
pavilion, so we recommend that soil borings be completed
before construction on the land. Phase I and II will
include the side of the stream by entrance. Phase III
will be the other side of stream.
Alexander - What about security of restrooms?
Waite - They make fixtures now that are fairly vandal
proof.
Jenkins - My concern is in security of patrons..
Anderson - Are there other cities with these parks to use
for a precedent?
Edmonston - Not many cities have elderly/handicapped
parks. They are unique.
Jenkins - Could the park be locked?
Brittenum - It is best not to because people can get
locked in.
Einert - I think our city has the obligation to serve the
elderly and handicapped. The Adult Center could budget
for chairs, games, etc.
Palmer - They could also help plant and maintain grounds.
Clark - We need to have a public meeting and come back
for discussion. This is only a preliminary plan.
IV. DAVIS PARK
The pond is to be filled in because the sewage lines have
been changed so that no water drains into pond. Since
the master plan was first presented, there have been
changes to the access to the park. The access is in
conjunction with the new developments, and is a joint
funding with RE/MAX Realtors. Davis Park is a
neighborhood park and will have about 18 parking spaces..
Since it is a neighborhood park, a lot of parking is not
needed.
MOTION:EINERT/JENRINS
The PRAB recommends to the
approve the concept plan of
MOTION APPROVED UNANIMOUSLY
City Board of Directors to
Davis Park.

V. QUAIL CREEK:FACILITIES COMMITTEE REPORT
Anderson, Waselues, Alexander, and Edmonston met with
Wade Bishop at Quail Creek Subdivision to discuss the
possibility of contributing land for the green space
requirement. There was not a good location with public
access on thisparticular development. Although, another
nearby property owned by Nettleship might have
possibilities. Einert will discuss this with Nettleship.
MOTION:ANDERSON/WAITE
The PRAB recommends to the Planning Commission to accept
money, $13,950, in lieu of land for the green space
requirement for Quail Creek Subdivision Phase II and
Phase III.
MOTION APPROVED UNANIMOUSLY 6-0
VI. WALKER PARK LAND EXPANSION
The purchase of the Walker Park land expansion will be on
tomorrow night's City Board of Director's meeting.
Alexander will present the proposal by stating our needs.
This property willprovide additional parking, soccer and
baseball fields, and a nature area.
OTHER BUSINESS
Palmer stated he was thankful to the City for budgeting
the access to Davis Park and that the money came from
street construction.
