HomeMy WebLinkAbout1991-11-19 - MinutesPRAB REGULAR MEETING NOVEMBER 19, 1991 The meeting was called to order by Mark Robertson at 6:00 p.m. in room 326 of the City Administration Building. MOT'ION:WAITE/EINERT The minutes from the November 4, 1991 PRAB meeting were approved unanimously 4-0. II. GREEN SPACE ORDINANCE PROPOSAL PRESENTATION Edmonston discussed the legality of changing the ordinance for park development only, not land acquisition. Jerry Rose, City Attorney, counseled that it would not be legal. Rogers Parks Department had an ordinance that was declared unconstitutional because it was for development only. The only acquisition of land from the Green Space Ordinance has been from land dedication requirements. A check has never been written to purchase land from the Green Space account. A presentation of PRAB's Green Space recommendation will be made to the City Board of Directors at their regular meeting tonight at 7:30 p.m. III. PRAB & CITY BOARD ANNUAL MEETING This meeting is tentatively set for December 3, 1991. The PRAB will present the parks needs, especially for Gulley Park. There will be a meeting Thursday at 5:00 p.m. at the Parks office to prepare an agenda for this meeting. IV. LAKE SEQUOYAH LAND LEASE PROPOSAL BY DONALD COUCH Mr. Couch would like this item tabled until Dale Clark can attend a meeting to discuss this. Edmonston reported that the City is required to let bids on leasing land and there would need to be a fence approximately 100 yards from the Lake on this property that is leased. PRAB Page 2 V. GREEN SPACE PLATS FOSTER/BROPHY SUBDIVISION Owner/Developer: Mark Foster and Ralph Brophy Park District: SE Location: W of Crossover, N of Fire Station No 5 Number of Units: 26 Land Dedication: .33 acres Money in Lieu: $2,730 MOTION:EINERT/ALEXANDER The PRAB recommends to table this item until a street plan is acquired to review. MOTION APPROVED UNANIMOUSLY 4-0 OAK TREE TOWNHOUSES Owner/Developer: Glenn Sowder Park District: SW Location: On Gregg Ave, N of Wilson Park, S of North St. Number of Units: 7 Land Dedication: .07 acres Money in Lieu: $595 MOTION:ALEXANDER/WAITE The PRAB recommends to the money, $595, in lieu of a space requirement for Oak • Planning Commission to accept land dedication for the green Tree Townhouses. MOTION APPROVED UNANIMOUSLY 4-0 OTHER BUSINESS: Alexander expressed his concern of the PRAB members that have missed several meetings. Attendance is needed for a good working Board. Edmonston reported on her trip to the State Parks and Recreation Association meeting in West Memphis. Dale Clark was awarded the State Parks Professional of the Year. The State Parks is trying to start a recycling program in the parks. Wilson Park has a can recycle container. INFORMATIONAL ITEMS CITY BOARD NOVEMBER 19, 1991 AGENDA ITEMS: 1. A resolution approving a contract with Jim Blackston in the amount of $19,550 to operate the Sequoyah Lake Boat Dock from December 16, 1991 to December 15, 1992 is on the Consent Agenda. 2. CD Block Grant request in the amount of $55,000 is item three. PRAB Page 3 CITY BOARD DECEMBER 3, 1991 AGENDA ITEM: Lake Fayetteville Boat Dock Addition bid award was submitted for the December 3, 1991 City Board Agenda. Parks staff recommended for the low bid to be awarded. Three bids were submitted as follows: Galva -Foam Marine Industries, Inc: Harrison Davis Construction Company: Marinoni Construction: $31,244 $38,000 $39,000 A budget adjustment in the amount of $1,700 was requested to offset the bid from the remaining balance of $1,943 in the Lake Fayetteville Softball Parking lot project.
