REGULAR MEETING
NOVEMBER 4, 1991
The meeting was called to order by Steve Alexander at 5:15 p.m. in
room 326 of the City Administration Building.
Members Present: Alexander, Einert, Jenkins, Waite, Waselues
Staff Present: Cox, Edmonston
Media Present: Tom Sissom- NWA Times, M.B. Lohr- Morning News

BUSINESS:
I. MOTION:JENKINS/WASELUES
The minutes from the October 21, 1991 PRAB meeting were
approved unanimously 4-0.
II. LAKE SEQUOYAH LAND LEASE PROPOSAL
Donald Couch, a land owner by Lake Sequoyah, requested to
lease approximately 70 to 80 acres of land on the north
side of Lake Sequoyah for his cattle. He would like to
have a seven or ten year lease and offered to pay $1,000
annually. Mr. Couch stated that he would maintainthe
property as part of the lease agreement and would not
clear any timber or alter the character of the land.
MOTION:WAITE/JENKINS
The PRAB tabled this item until the issue can be
discussed with the Parks Director.
MOTION APPROVED UNANIMOUSLY 5-0.
III. GREEN SPACE ORDINANCE PROPOSAL
The Planning Commission tabled this item at their meeting
because the Commission wanted more information from City
Staff to justify the proposed increase. The Commission
was curious why the General Budget was not enough to fund
Parks. The General Budget funds maintenance and
operation, but does not sufficiently provide funding for
the acquisition and development of land. One citizen,
who supported the Green Space Ordinance, was present at
the Parks Public Meeting. There were not any citizens or
developers present at the Planning Commission meeting.
The issue will go before the City Board on November 19,
1991.
IV. PRAB AND CITY BOARD ANNUAL MEETING
Scott Linebaugh will contact Parks staff with the date.

V. NEXT PRAB MEETING
The next PRAB meeting will be on November 19, 1991 at
6:00 p.m. The Parks Director and Assistant Parks Director
will be attending the Arkansas Recreation and Parks
Association meeting in West Memphis on November 17 - 19.
Dale Clark was named the State Parks Professional of the
Year.
VI. GREEN SPACE
Pine Haven Addition

Location: S. of Old Wire, E. of Yvonne Dr.

Number of units: 4
Land Dedication: .05 acres
Money in lieu: $420

MOTION:JENKINS/WAITE
The PRAB recommends to the Planning Commission to accept
money, $420, in lieu of land for the green space
requirement for Pine Haven Addition.
MOTION APPROVED UNANIMOUSLY 5-0
Sequoyah Meadows
Owner/Developer: C.W. Combs
Location: off Hwy. 16 East
Park District: SE
Number of units: 99
Land Dedication: 1.24 acres
Money in lieu: $10,395
PRAB Recommendation:
MOTION: WASELUES/EINERT
The PRAB recommends to the Planning Commission to accept
money, $10,395, in lieu of land for the green space
requirement for Sequoyah Meadows.
MOTION APPROVED UNANIMOUSLY 5-0
VII. Other Business
The Lake Fayetteville Softball Parking Lot bid awarded to
McClinton -Anchor for $42,.851, and the 1992 Community
Development proposal will be before the City Board on
November 5, 1991.
The 10th Annual Turkey Trot 5 mile run will be held on
Sunday at 2 p.m. at Lake Fayetteville Softball Complex.

Two candidates applied for the Lake Sequoyah Boat Dock
Operator position. A review committee consisting of two
staff members from City Administration, Mark Robertson
(PRAB), Dale Clark, and Connie Edmonston interviewed the
applicants. The committee recommended that Jim Blackston
be awarded the contract in the amount of $19,550
annually. This contract will be on the November 19, 1991
City Board agenda.
The Lake Fayetteville Boatdock Expansion bid opening is
on Thursday, November 7, 1991 at 2 p.m., City
Administration Building, Room 306.
