HomeMy WebLinkAbout1991-10-21 - Minutes• PRAB REGULAR MEETING OCTOBER 21, 1991 The meeting was called to order by Mark Robertson at 5:00 p.m. in room 326 of the City Administration Building. MOTION:EINERTJWAITE The minutes from the October 7, 1991 PRAB meeting were approved unanimously 5-0. II. WALKER PARK LAND The Walker heirs have expressed an interest in selling the remainder of the property by Walker Park. Located on this land is the historical home of Archibald Yell. The land purchase was submitted as a CIP potential project in 1992. An appraisal needs to be made on the land as soon as possible. MOTION: ANDERSON/EINERT The PRAB recommends to the City Board of Directors to pursue purchasing the Walker land with an immediate appraisal. This land would be used for soccer fields, baseball fields, and a passive recreational area. MOTION APPROVED UNANIMOUSLY 5-0 III. 1992 COMMUNITY DEVELOPMENT BLOCK 'GRANT FUNDING REQUEST Walker Park North Sr. Citizens and Handicapped Development: $20,000 This is a continuation of the development of the park area. C.D. funded $25,000 for development in 1991. Callans and Associates are currently designing the park area and preparing bid documents for phase I. Additional funding from C.D. is needed to complete the project. Finger Park Restrooms and Water Fountain: $35,000 Restrooms and a water fountain are in the master plan of Finger Park. Many groups have wanted to use Finger Park, but need access to water and restroom facilities. PRAB Page 2 MOTION: ANDERSONJEINERT The PRAB recommends that the above two requests for 1992 C.D. Grant Funding be pursued. MOTION APPROVED UNANIMOUSLY 6-0 IV. PRAB AND CITY BOARD ANNUAL MEETING City Boafd will contact PRAB for the date. V. PARK REVENUES An idea for Parks and Recreation Revenues is to come from an 1/2 cent increase in the sales tax. That would generate about $2,000,000 annually. This idea will be discussed in more detail at a later meeting. VI. PARK MASTER PLAN The new Master Plan is being expedited as quickly as possible. Parks staff has been in touch with the Northwest Regional Planning Office. VII. PARK DIVISION EVALUATION John Merrell resigned and Parks and Recreation is now under Interim Public Works Director, Don Bunn. Parks maintenance is under Dale Clark. A recommendation has been made for Parks to be a city department. OTHER BUSINESS The University has expressed an interest in acquiring the land behind Spot -Not on Razorback Road for parking. Parks staff would like to investigate if it is feasible to trade this land for the land on Lewis and Mt. Comfort Road. This will be discussed at the next meeting. The Turkey Trot 5 mile run will be Sunday, November 10 at Lake Fayetteville. Meeting adjourned at 6:00 p.m. Minutes Approved:
