MOTION:WAITE/EINERT The minutes from the September 3, 1991 PRAB meeting were approved unanimously 4-0. II. BASS SLOT LIMITS The Arkansas Game & Fish Commission wants to study effect this would have on other fish. III. The Parks and Recreation Advisory Board should recommend evaluations on the fees every 2 to 3 years. A Green Space Ordinance Fee Increase Public Meeting should be scheduled with area developers within the next two weeks. PRAB Page 4 Green Space Ordinance Fee Increase Time Table PRAB: Public Meeting: Planning Commission: City Board of Directors: October 7, 1991 October 21, 1991 October 28, 1991 November 19, 1991 Justification: The Green Space Ordinance fees have not increased since the adoption of the ordinance in 1981. Parks staff completed a survey of other city park land dedication and fee requirements. You will find many methods of administering the ordinances. Due to the fact that the City of Fayetteville's Green Space Ordinance has been tested before the Supreme Court of Arkansas in 1983, we believe the ordinance has withstood a court ruling and few changes should -be made. Many of these cities have not experienced this. Mobile homes were added to the fee -structure because the residents increase the service load of the parks.. The method of payment should -be revised so that all fees are paid upon issuance of a building permit. Advanced payments could involve reimbursement, so advanced' payment was deleted from the ordinance. Until it is known that a housing unit would be built, fees should not be collected. This method will assist in the collection of the fees. An average of $34,140 was collected annually over the pastthree years. The feeproposal would increase the average annual revenues 113.5 percent, which calculates to $72,890 that would be used for the purchase of park land and/or park development. In predicting the park fee increase by the number of building permits issued over the past three years, the following revenues would be collected: Average over 3 yrs Duplexes 17 X 2 Apartments 209 Single Family 202 Mobile Homes 0 TOTAL Old Fee $ 2,890 $17,765 $21,210 0 Wrax,sed Fee $ 6,120 $37,620 $45,450 0 $41,865 $89,190 PRAB Page 5 MOTION:ALEXANDER/WAITE The PRAB recommends to the City Board of Directors and the Planning Commission to approve the green space fee proposal as submitted above. PRAB AND CITY'BOARD OF DIRECTORS ANNUAL MEETING A memo has been sent to the City Board requesting this meeting. VIII. HAPPY HOLLOW PTA REQUEST The Happy Hollow School playground apparatus must be replaced in the near future. Happy Hollow PTA requested a joint funding of a new playground structure with the School maintenance, PTA and the City Parks. Parks staff recommend that the Parks Division participates- in the joint funding of a playground apparatus at Happy Hollow School in order to provide park facilities for the neighborhood. MOTION: WAITEJALEXANDER The PRAB approved to fund, $3,000, from. the Green Space southeast park district funds, to be used for a new playground apparatus at Happy Hollow School.. MOTION APPROVED UNANIMOUSLY 4-0 IX. LAKE FAYETTEVILLE SOUTH PARK.REPORT The northwest corner parking area has been closed with ballards. Alexander stated a phone should beone of the last strategies implements because of the high cost and risk of vandalism. .The CIP for the pavilion has been moved up to 1992 in the amount of $50,000.
