REGULAR MEETING
SEPTEMBER 3, 1991

The meeting was called to order by Dale Clark at 5:30 p.m. in room
111 of the City Administration Building.
Members Present: Einert, Palmer, Jenkins, Waite, Waselues
Staff Present: Clark, Cox, Braswell

BUSINESS:
I. Green Space
Zion Road Apartments
Location: West of Charter Vista Hospital
Park District: NE
Units: 168 Single Family
Land Dedication.: 1.7 acres
Money in lieu: $14,280
MOTION: PALMER/WASELUES
The PRAB recommends to the Planning Commission to accept
money, $14,280, in lieu of land for the green space
requirement of Zion Road Apartments.
MOTION APPROVED UNANIMOUSLY 5-0
II.
LAKE FAYETTEVILLE SOFTBALL COMPLEX PARKING LOT
Members of the Fayetteville Softball Association
expressed that this plan for paving the parkinglot
should have priority over the budgeted fourth field.
DISCUSSION
Palmer: it seems we should create more parking spaces
before upgrading what is there now. We need to get an
estimate to extend the lot and to gravel it.
Braswell: We need to double seal between fields 2 and 3
because the dirt gets soft and when the fields are
dragged, SB2 gravel gets pulled onto the fields.
III. LAKE FAYETTEVILLE SOUTH
DISCUSSION
Consider more activities such as tennis or basketball
that would attract users from the local apartments.
The entry signs need to be upgraded.

PRAB prioritized the City Staff suggestions as follows:
A PRIORITIES:
Provide additional lighting, signage, and telephone (time
frame on signs - two weeks)
Control situation immediately, additional patrolling of
uniformed police and undercover stings.
Block off parking areas (NW side)
B PRIORITIES:
Park Ranger to patrol all parks to enforce all park
rules, possibly use R.S.V.P. (Park Ranger uniform, car,
and radio)
Go to church organizations to have gatherings in order to
bring back the park. Other organized groups need to have
tournaments and more usage.
Move large pavilion from the 1995 CIP to the immediate
year.
Build additional volleyball and horseshoe pits.
C PRIORITIES:
Build bike/jogging areas (investigate cost)
Palmer: I would like this matter to be reported on
monthly.
IV. CITY BOARD OF DIRECTOR'S ANNUAL MEETING
Clark will set a date with the City Board for this
meeting.
V. GREEN. SPACE FEE REVISION MEETING
The Budget Committee will be meeting to discuss the Green
Space fee increase. The first meeting will be Friday,
September 7, 1991 at 2:00 p.m.
VI. MOTION:JENKINS/EINERT
The PRAB meeting minutes from August 5, 1991 were
approved unanimously 4-0.

The PRAB meeting minutes from August 19, 1991 were
approved unanimously 4-0.

OTHER BUSINESS:
Palmer: Is the Master Plan in progress?
Clark: It is budgeted but has not been started. The
Planning Management Director is in the process of writing
the scope of study for the Master Plan.
Clark presented the low bids for Gulley Park: CIP and
Green Space Funds

McClinton -Anchor - Bridge Railings $ 7,350

At a later date, need to create more parking by the volleyball
court, close off the circle drive, and create a turn around

being narrow

Lake Fayetteville Park - South Pavilion
Thisinformation is provided, in response to the Board's
request concerning various cost figures related to initiating some
type of ,increased law enforcement activity at Lake Fayetteville
Park - South Pavilion. My recommendation has been and continues to
be: "(1) Close the park for the remainder of the 1991 season, and (2) before the 1992
season begins, the Parks Division could initiate a program to develop expanded use of the
Park by legitimate users."
If the Park is not closed, some other law enforcement options
are:
1. Undercover Police Operatitlg: To operate an adequately staffed
undercover operation similar to the one conducted in July, 1991, it
would take one police supervisor and four police officers all
working in plain clothing. Some equipment items would have to be
purchased; in the July operation the department borrowed a video
camera equipped with a long-range lens from an employee.

START-UP EQUIPMENT COSTS: $1,055.00
HOURLY OPERATIONAL COSTS: $ 96.52
Example: After startup costs are met, one ,five hour period of operation would cost
5482.60.
This option appears to be effective; however, this type of
operation and its publicity promotes an atmosphere of low morale
for our law enforcement personnel. An operation of this type is
most effective when volunteer officers are assigned. After only
one week of the July undercover operation, we were encountering a
reluctance on the part of some of our volunteer officers to
continue participation in the operation.
2. Jncreased Marked Car Patrob: Our officers already patrol the
park periodically. Due to wooded terrain layout of the Park and
the type of behavior which has been occurring, uniformed patrols
seem to have a very. limited effect. Extra patrols could be
absorbed on a limited basis by existing patrol units. However,
with the upcoming University classes and ballgames, the extra
patrols could not be guaranteed.
3. Increased Uniformed Foot Patrob: Increased foot patrols in the
Park could have some effect on the criminal behavior. If this
option isselected, a minimum of two officers would be required
each time the foot patrols were assigned. These costs will vary
depending on the number of hours the Police Department is directed
to cover the Park with extra uniformed foot patrols. The City's
1991 cost of hiring officers is $31,019 each.
4. Parks Division Contractin` Outside Security Fine: -This option should be
explored on a cost/benefit basis. Personnel from an outside
security firm would not have the immediate arrest authority but
their presence could provide some limited deterrent effect on the
criminal activity.
