Guests Present: BUSINESS':. at 5:30 p.m. in Alexander, Anderson, Einert, Jenkins, Palmer, Robertson, Waite Clark, Cox, Edmonston, Don Munsell, Tom Sissom, Ron Wood, Channel 2.9 - Clem Johnson I... LAKE.FAYETTEVILLE:SOUTH.PARK PLAN Clark presented the staff recommendation: The. Lake Fayetteville South Parkshouldbe openedto the public with adequate police surveillance. The pavilion and restroomfacilities need. to be expanded in order to attract and accommodate more families and groups. In addition, the Ozark. Volleyball Club will increase their activities by starting a league and hosting tournaments. It is also envisioned. that the Horseshoe Pitching Club be reestablished so that more organized group activities are scheduled. With the above recommendations intact, the community should be encouraged to utilize the park on a regular basis. Clark also reported he.talked to other. cities with this problem. Some of their ideas were to change ordinances to suit this problemand post signs specifically saying. "no public indecency." MOTION: EINERT/ALEXANDER The PRAB recommends to the City Boardof'Directors to open Lake Fayetteville South Park and have it remain open year round, to increase police surveillance, post speed. limits, install emergency phones, and add wording to signage prohibiting public indecency. MOTION APPROVED 6-1 (PALMER NAY) DISCUSSION: Jenkins- The motion seems to be too long. Palmer- The Board wants a motion with the combination of whether to open or close the park and ideas to prevent this activity. PRAB Page 2 Palmer- I think one alternative would be to assign a park attendant at the parkto sign. cars. in and out and. record their license plate. Anderson- I think. a. task.. force. should be established with a police department member, parks staff member, PRAB member,: and Ozark Volleyball Club member to find a solution. Jenkins- This seems like a police problem because it is a crime. Palmer- We: need to do what is necessary to stop the problem. This is a police and parks problem. Jenkins- Would. a sign at the entrance help? Palmer- Chief Watson said signs would not help. I think an attendant would be a good idea. Jenkins- Wouldn't there be danger to a single person confronting these people for their signatures? Alexander- How much money would it cost for this attendant? If this park had one, citizens would want one for all parks.. Waite- Other parks have crimes, we can not afford attendants in all parks. Einert- How would people entering the park on foot be signed in? Palmer- The attendant would at least make people feel more aware they are being watched. MOTION: ALEXANDER/JENRINS The PRAB recommends to.the City Manager that members of the Police Department, City Administration, and Parks Staff meet with the Facilities Committee of the PRAB with the purpose of solving the safety problem at Lake Fayetteville South within a 60 day time. period. MOTION APPROVED UNANIMOUSLY 7-0 DISCUSSION: Anderson- This is not just a police problem, we need to work together to solve this problem. PRAB Page 3 Edmonston- One problem is our hand will be tied because of budget constraints.. Waite- There are- stillthings we can do to help the problem without money. Robertson- This committeeis good because if decisions are made that don't come through us, what is our purpose? Clark- There are things we can- do but not control the problem. Controlling the problem is a police function. Clem Johnson with the Ozark Volleyball Club present ideas that their association could do to help the problem. Some of the ideas- were to adopt the park, expand the facilities, hold tournaments and fund drives, and establish a savings account for the park. The next PRAB meeting will be September 3 due to the Labor Day Holiday. The meeting adjourned at 7:00 p.m. Minutes Approved:
