HomeMy WebLinkAbout1991-05-23 - MinutesPRAB SPECIAL MEETING MAY 23, 1991 The meeting was called to order by Mark Robertson at 7:35 p.m. at the Fayetteville Youth Center. Steve Alexander resided as chairman of the meeting to discuss the chairmanship of Mark Robertson in reference to the proposed Nature Park issue. Members Present: Alexander, Robertson, Anderson, Einert, Jenkins, Palmer, Waite, Waselues Park Staff Present: Clark, Edmonston Media Present: Tom Sisson, Ron Wood, Channel 29 News Guests Present: Dan Coody Robertson: Was not aware that he would have to address the City Board of Directors in reference to PRAB's recommendation of the proposed Nature Park. He was there for another matter. He did not have the resolution from PRAB with him and it was his intent to summarize PRAB's resolution. He did realize that he forgot to state the park was a "low priority" of PRAB, but he gave what he thought was an accurate presentation. He gave nothing intentional to persuade the City Board. Before PRAB discusses the matter, there needs to be a formal remark or motion to Mark. Alexander: Waselues: Robertson: Palmer: Einert: Anderson: Believed it was PRAB's fault on how the resolution was structured and how. PRAB recommended it. Resolution need to be black and white, and either for or against it. He thought PRAB recommended purchase of the park. He did not understand it was a lukewarm motion'. Thought PRAB agreed hypothetically on the concept of the park only. The City Board had the total summary of PRAB's recommendation. It is not up to PRAB to approve the purchase of the land, but the City Board. He believed the City Board asked PRAB if there was a need for this park. He did not favor purchase of the park if it hindered other park projects. Robertson: Einert: Waite: Palmer: Anderson: Palmer: Page 2 He didn't mean to say PRAB approved "unanimously", but meant to state the majority approved it. We can't be against parks, motherhood, and apple pie. Mark said only the first part and should not have paraphrased the recommendation. The consensus was that the City Board would not accept purchase of the land because it would jeopardize other park projects. The problem is that Mark's presentation was his interpretation of what PRAB intended. When he left that PRAB meeting, he thought five were against the park, and two were for the purchase of the property. PRAB needs to determine the effects if someone has a conflict of interest speaking for PRAB. If it is a conflict of interest, personal feelings get in the way. Let's take an individual poll of how each member interpreted the recommendation. Einert: Palmer: Waselues: Anderson: Jenkins: Alexander Robertson Against PRAB's whole statement. Against the park. Pro -park. Against purchase because we would not end up getting the park anyway. Against purchase of the park. Was in favor of the park if it did not cost any money. :Voted for park if it did not affect the Parks's CIPs. :Abstained from the vote. Wanted the park if it did not affect the. Parks budget. MOTION: EINERT/WASELUES To accept Nark's avolovy for his mis-statement on the "unanimous" vote and that the matter be closed. Notion passed 4-3 (Anderson. Waite. and Palmer Nay.) Notion Discussion: Palmer: Is this adequately future? preventing something in the Anderson: Robertson: Page 3 Stated that he spoke to Mark and that Mark stated that he would be willing in the future when he had a conflict of interest to have a vice-chairman speak. Thought he did not mis-represent PRAB, but made a mis-statement. He apologized to PRAB for stating "unanimous" instead of majority and not stating that the park was a low priority of PRAB to the City Board of Directors. Other Business: Palmer: He requested consideration for use of herbicide or more manpower and has not heard anything since he made his request six weeks ago. Alexander: At the PRAB meeting Monday night that Clark stated that they had an aversion of workers in the Parks Department to assist in weedeating, etc. Palmer: He has not seen any improvements and request that Don Munsell attend the next PRAB meeting. One man extra help will not replace what is needed to be done. Robertson: During the summer months, PRAB will meet the first Monday of each month. There will not be a Parks Tour on June 3 PRAB meeting so that a meeting with Don Munsell can be setup Meeting adjourned at 8:25 p.m.
