HomeMy WebLinkAbout1991-02-04 - MinutesPRAB REGULAR MEETING FEBRUARY 4, 1991 The meeting was called to order by Mark Robertson at 5:30 p.m. in room 326 of the City Administration Building. Members Present: Alexander, Anderson, Einert, Jenkins, Palmer, Robertson, Waselues Staff Present: Guests Present: BUSINESS: Clark, Cox, Edmonston, Franklin Mr. and Mrs. Parsons, Dr. King NOTION: ALEXANDER/EINERT I. The minutes were approved unanimously 7-0. II. LEVERETT PROPERTY The Parsons offered the City three options in which to purchase their property beside Leverett School. The deadline is May 19, 1991. The options were presented as follows: To purchase the land for $60,000 a year for five year ($300,000), to lease the land for $25,000 a year for five years with an option to buy ($325,000), or to lease the land for $20,000 a year for seven years with an option to buy ($350,000). The bidding will be opened to the public after May 19. MOTION:JENEINS/PALMER The PRAB expresses their appreciation to the Parsons for bringing this information to the PRAB but recommends to table any more discussion until after the City Board reviews the proposal. NOTION APPROVED UNANIMOUSLY 7-0_ III. LAKE PUBLIC MEETING FOLLOWUP Clark reported that all agenda items for the fee increase and contract renewal for Lake Sequoyah were submitted and will appear on the second City Board meeting in February. IV. GREEN SPACE REPORT Robertson updated the new PRAB members on the green space ordinance amendment. V. YMCA REPORT Waselues reported that Longer would like to meet with the PRAB in March after the YMCA's February Board meeting. PRAB Page 2 VI. HERBICIDE TASK FORCE MEETING Einert stated that growth retardants are not herbicides and should not be treated as one. Anderson expressed his concern for safety on athletic fields if unwanted and clumpy vegetation were not controlled with the use of herbicides. Dr. King was present to voice his opinions on herbicide use. He stated the athletic fields need a good maintenance program, which includes herbicides, to ensure the safety of the participants. It was stated that herbicides are needed for health, welfare, and safety. Palmer stated that the use of herbicides is the most economical and reliable method for controlling unwanted vegetation, especially at a time when efforts are being made to reduce costs. MOTTON:AT.RXANDER/EINERT The PRAB recommends to support the concept of a long term vegetation management program to ensure proper maintenance of safe parks and recreational areas in a most cost effective manner. At this time, the program can only be accomplished with an integrated program which includes appropriate herbicide application. There are portions of the proposed herbicide policy that are excessively cumbersome and restrictive to this goal. It is further recommended to forward this statement to the Herbicide Task Force. APPROVED ONANINOUSLY 6-0 (Jenkins Absent) VI. INFORMATIONAL ITEMS Lake Fayetteville Softball Complex extended outfield fences bid opening will be Friday, February 15. The Softball Association voted to raise the softball entry fee to $500 per team. This raise in entry fee will supersede charging each player a $5 fee. VII. OTHER BUSINESS !IOTTON: RTNRRT/WASRI URR The PRAB recommends that the City Board of Directors consider presenting Rodney Ryan a plaque for twenty-three years of volunteer service on the PRAB.
