SPECIAL MEETING
JANUARY 22, 1991
The meeting was called to order by Mark Robertson at 8:00 p.m. at
Ramay Junior High School following a lake public hearing.

The PRAB recommends to the City Board of Directors, the
following fee changes for Lake Fayetteville and Lake Sequoyah:
Season Fishing permit for both lakes $20 (over age 65-$15)
Season Boating permit for both lakes $20 (over age 65-$15)
Daily Fishing permit $ 2 (over age 65-$ 1)
Daily Fishing permit $ 2 (over age 65-$ 1)
Lake Sequoyah boat stall rentals - $60 annually

LAKE OPERATIONS PUBLIC HEARING
JANUARY 22, 1991
RAMAY JUNIOR HIGH SCHOOL
The meeting was called to order by Parks Director, Dale Clark, at
7:00 p.m. at Ramay Junior High.
Members Present: Alexander, Anderson, Einert, Palmer, Robertson
City Staff Present: Judy Cohea, David Cox, Kevin Crosson, John

Parks Staff Present:Clark, Cox, Edmonston, Franklin
Media Present: Ron Wood, Steven Wright, K -HOG
Clark introduced the Parks and Recreation Advisory Board. City
staff, and Parks staff.
Chairman, Mark Robertson, introduced Administrative Services
Director, Kevin Crosson who gave a brief financial report on the
Lake operations. He reported on the general fund deficit and the
fact that we must match revenues and expenditures on the Lake
operations. The City had no intentions of closing the boat docks
and draining the Lakes just ceasing boat dock operations. The Lake
operations are in the budget for 1991. He also stated that this
was the largest crowd at a public meeting in a couple of years.
Robertson related that until today's budget meeting, closing the
Lakes was still a very real possibility. However, the City Board
of Directors approved the Lakes budget for 1991 with the
recommendation for the new fee increase. The threat of closing in
1992 is still there if the budget is not balanced. Robertson met
with Mr. Huffman with OMI about the draining of Lake Sequoyah. He
reported that due to new regulations the level should remain
constant in the future. Robertson then opened the floor for
comments.
DISCUSSION:
Q: Is the meeting limited to the discussion of fees tonight?
A:
Yes, if anyone has any other matters to discuss, please
bring it before the Parks Board at their regularly
scheduled meeting.
Why are the Lake Sequoyah boat stalls less than Lake
Fayetteville?
Currently at Lake Sequoyah, there are two boat docks not
operable and with the lowering of the water, the demand
has not been there. All of the boat stalls available now
are not even full. There is a waiting list at Lake
Fayetteville of more than 30 people.

Could the stalls at Lake Sequoyah be moved to Lake
Fayetteville?
A: No, the docks at Sequoyah are not floating and at Lake
Fayetteville, they are floating.

Parks Board when asking questions.

I have had a boat at Lake Fayetteville for many years.
There are good folks at the dock and they have the place
fixed up. The security is good, the University is
involved with the lake, and the Youth Center takes people
fishing there. I think anyone that goes there would be
happy to pay the new fees.

If I understood correctly, the lakes could still be in
jeopardy in 1992 if we don't break even.
Yes, that is a possibility, even though 1991 has been
approved with the new fee structure. We have done
projections with the current usage of the lake. These
fees should raise an additional $16,000. This should cut
the deficit in half.

Besides the fee increase, is there anything we can do to
help? This is a wonderful place and we want everyone to
know how unique and valuable a resource the Lake is.
One reason for this meeting was to see how the citizen's
supported the Lakes. There are volunteer efforts,
citizens can make to help with maintenance costs. We
have an Adopt -A -Park program. If anyone else has any
ideas, please present them at a Parks Board meeting.
Charles Johnson (Springdale)
Lake Fayetteville is the only place that has handicapped
access to the Lake. I think the fees could raise evert
more. Jim and Dolly Black help any way they can. I was
very disturbed to hear that operations of the Lakes might
he closed.
Clark announced that in the future, a sticker will be
issued for boats so permits will be easier to administer.

Q: You may be under estimating the senior citizens. Most of
them would be willing to pay the same as everyone else.
A: I guess we would be willing to accept it. The
consideration was that most senior citizens are on a
fixed income. We are trying to make this increase as
painless as possible to everyone involved.

Most of us are outdoors people and do not like meetings.
When can we pay the fees and get on with this?
This will have to be an ordinance enacted by the City
Board of Directors. A recommendation will be made by the
PRAB tonight so the item will be on the next available
agenda for the City Board of Directors.
Warren Michael (Fayetteville)
I live near Lake Sequoyah and I fish there. Prices of
other items raise, fishing fees should be raised also.
We will evaluate these fees at the end of the year and
decide whether another increase will be made.
Betty Wallace (Fayetteville)
Q: Why aren't there more stalls being built and why are the
expenditures so much and what are they?
A: The expenditures include the operator's contract, the
utilities. and maintenance of the docks and parking lots.
We have done work on the docks and built a storage
building which makes the expenditures higher some years.

When will the stalls be built and why are they only $180?
The stalls are in the CIP for 1991. The prices have
jumped to $180 quickly. They will probably go up again
but it will be a slow process.

I have fished at Lake Fayetteville since it first opened.
It was only $.50 when I started fishing.
Dan Coody (Fayetteville)
He asked why not raise the fee to $20 and get a vote from
the citizens. This way the fees might not have to be
raised again at the end of 1991.
The vote was unanimous, almost everyone raised their hand
to raise the fee to $20.

Everyone wants management. We don't need three Lake
Wilsons in Fayetteville. Don't get rid of the people who
take care of our Lake.
Angie Smith (University of Arkansas)
The U of A leaves their sailboats and canoes at Lake
Fayetteville. They would not feel right doing that if
there were not any boat dock operators.
Q : When will the docks be improved?
A: Clark stated that the Parks Department will be as
aggressive as possible to hurry the procedure of
improving Lake Sequoyah and building stalls at Lake
Fayetteville.

Ed Ratliffe (Springdale)
I fish both lakes. The operators are there seven days a
week at dawn. James Wood is there until 10:00 p.m.
sometimes in the summer. The fee increase to $20 is more
than fair.
Hal Brown (Environmental Study Center)
I want to thank the City crews for their help and the
fisherman for sharing their Lake with us. I have a
letter from the school stating their thanks to the City.
The City has greatly enhanced the Center with the fence
repair. The School has saved money and trouble. If Jim
and Dolly Black were no longer there, it would not be
good for the Study Center.
Clark closed the meeting by thanking everyone for attending and
reminding the citizens that work programs are needed for the trash
and maintenance at the Lakes.
