Members Present: Alexander, Anderson, Einert, Palmer, Robertson, Waselues Members Absent: Jenkins, White (Resigned, position not filled) Staff Present: Clark, Cox, Edmonston, Franklin Media Present: Sissom, Wood BUSINESS: I. ELECTION OF CHAIRMAN Mark Robertson was elected 1991 chairman and Steve Alexander was elected vice-chairman. I I , pl()TTON: ALRTANDER/ANDERSON The minutes from the December 17, 1990 PRAB meeting were approved unanimously 6-0. III. GULLEY PARK GREEN SPACE LAND DEDICATION MOTION:ANDERSON/W SEi.UE To recommend to the City Board of Directors that the deed for the land adjacent to Gulley Park be approved as part of the park and PRAB further recommends to waive the Green Space fees for the original nine lots ($945) of the Thomas Addition, and to offer $1,500 for assistance in securing an adequate water line for the subdivision and Gulley Park. THE MOTION PASSED UNANIMOUSLY 6-0. IV. FEE INCREASE FOR FISHING PERMITS Clark reported that fees for fishing permits have not been increased since .the lakes were transferred to the Parks Department in 1982. A recommended new fee structure has been proposed by Parks staff. This fee increase is needed to offset operating costs. Season Fishing Permit $15 lake (over age 65-$10) Season Boating Permit $15 -per lake (over age 65-$10) Daily Fishing Permit $ 2 -per individual for each lake (over age 65-$1) Daily Boating Permit $ 2 -per- individual for each lake (over age 65-$1) PRAB Page 2 MOTTON:RTNERT/AI.RXANDR• To concur with the Parks staff recommendation of fee increases and to present the increased fees at a public meeting for feedback before they are proposed to the City Board of Directors for approval. MOTTON PASSED UNANIMOUSLY 6-0. The public meeting will be January 22 or 24 at an area school. V. GREEN SPACE Paradise View Owner/Developer: Jim Lindsey Location: W. of 265, S. of Joyce St. Park District: NE Number of Units: 132 Land Dedication: 1.32 acres Money in Lieu: $11,220 PRAB Recommendation: • MOTTON:AT,RXANDER/EJNERT Recommend to defer a decision and to explore the possibility of land or an easement in lieu of fees with Jim Lindsey. MDTTON APPROVRD UNANIMOUSLY 6-0 Tim Davis Apartments Owner/Developer: Tim Davis Location: N. of Sycamore, W. of Porter Road Park District: NW Number of Units: 74 Land Dedication: .74 acres Money in Lieu: $6,290 PRAB Recommendation: MOTTON: AT.RXANDRR/ANDERSOR To recommend to the Planning Commission to accept money, $6,290, in lieu of land to meet the Green Space requirements. MOTTON APPROVED UNANIMOUSLY 6-0_ VI. INFORMATION Efforts will be coordinated with the Northwest Arkansas Audubon Society to install twelve bluebird houses at Gulley Park. PRAB Page 3 VII. OTHER BUSINESS Alexander suggested that the PRAB present a plaque or hold a dinner for Rodney Ryan who has been a PRAB member since its origin 22 years ago. The PRAB requested that the information packet include projects completed in 1990 and goals for 1991. Committees will be nelected by Chairman, Robertson, by next Board meeting. The committees include Facilities, Budget, and Personnel/Program. Alexander voiced that he would like to chair the Personnel/Program committee. Robertson requested that if any new member had any questions on the committees or any PRAB aspect just ask. The PRAB requested that the Parks Board meet in room 326. Anderson reported that the Northside Rotary Club is interested in a tree project at Gulley Park. Edmonston reported a letter was received from Julie Schultz who expressed an interest in preserving the wildlife habitat at Gulley Park and becoming a PRAB member. There will a herbicide public meeting in the near future. The PRAB will be notified of that meeting date.
