HomeMy WebLinkAbout1990-11-19 - MinutesPRAB REGULAR MEETING NOVEMBER 19, 1990 The meeting was called to order by Rodney Ryan at 5:15 p.m. in room 326 of the City Administration Building. Members Present: Staff Present: Guests Present: BUSINESS Alexander, Colwell, Kimbrough, Robertson, Ryan Clark, Cox, Edmonston Tom Sissom, Ron Wood MOTION: ALEXANDER/COLWELL I. The minutes from the November 5, 1990 PRAB meeting were approved unanimously 5-0. II. AUDUBON SOCIETY Edmonston met with the Audubon Society to discuss installing bluebird houses at Gulley Park. The group wishes to install several birdhouses in areas to be decided upon by the group and approved by the PRAB at a later date. III. GREEN SPACE Brookhollow Subdivision Phase III Park District: NE Location: W. of Old Missouri, S. of Frazier Terrace Units: 19 Land Dedication: .24 acres Money in lieu: $1,995 MOTLON:ROBERTSON/COLWELL The PRAB recommends to the Planning Commission to accept money, $1,995, in lieu of land for the green space dedication for Brookhollow Subdivision Phase III. MOTION APPROVED UNANIMOUSLY 5-0 IV. GREEN SPACE ORDINANCE REVISION The ordinance was revised by stating the funds have to be expended within three years of the last calendar day of the year the money was received. The ordinance will be before the City Board of Directors at the December 4, 1990 meeting. V. DAVIS PARK MASTER PLAN APPROVAL PRAB requests that the volleyball court be moved and to extend the parking lot. Robertson stated that if this area is a natural wetland, there needs to be more studies done. Wetland are not always usable and the only alternative is to elevate it for use. Environmental .impact and ecology needs to be reviewed. An alternate plan for wetlands may be needed.. He also stated that the Hawthorns are in a high activity area and the Dogwoods are located in an open area. This item is tabled until the next meeting. VI. RECREATION REPORT Robertson met with Troy Hendricks in reference to the new YMCA. The best interest of everyone is to get the YMCA Board, PRAB, and United Way together so as not to duplicate services. JoAnn Sandlin from United Way has recommended this meeting. Alexander observed that the biggest problem would be the competition for United Way funds. A joint meeting will be planned in the near future. VII. ORGANIZATION COMMITTEE REPORT Robertson stated that rather than dividing Park Planning/Recreation and Park Maintenance, a Park planner should be employed. The planner would be in charge of Park planning, contracts, inspections, horticulture works, and Parks maintenance. The program has outgrown the current staff. OTHER BUSINESS The Civitan Club and Rotary Club are working on building bridges at Gulley Park for $7,000. The Service Clubs have approximately $4,000 and requested $3,000 to be used from the Park Trust Fund. A meeting of the Trust Fund is to be arranged by Chairman Ryan. Wade Colwell, Civitan Club, and Kit Williams, Rotary Club are coordinating volunteer efforts on behalf of the Service Clubs, and have secured the services of a couple of engineers for the bridges.
