REGULAR MEETING
OCTOBER 22, 1990
The meeting was called to order by Rodney Ryan at
326 of the City Administration Building.

MOTION:WHITF./ALEXANDER
I. The minutes from the October 8, 1990 PRAB meeting were
approved unanimously.
II. SOCCER ASSOCIATION REQUEST
The Soccer Association is currently utilizing the
concession band wagon. They would like to build a
concession stand that is centrally located at Asbell
School. The current concessions stand is not centrally
located. The building would include a room for storage of
uniforms, balls, nets, etc. The facilities committee
will meet with Soccer Association and the school and make
a recommendation to the PRAB.
III. LAKE SEQUOYAH
Lake Sequoyah operations are to be examined by the
facilities committee. A recommendation will be made to
the PRAB at the next meeting.
IV. CD REQUEST
MOTION:ROBERTSON/AL,FXANDER
The proposed CD requests were accepted by the PRAB.
MOTION APPROVED UNANIMOUSLY 8-0
V GREEN SPACE ORDINANCE
The Planning Commission approved the recommendation of
the amendment to the Green Space Ordinance to the City
Board of Directors.
VI. GREEN SPACE EXPENDITURE REPORTS
The Green Space Expenditure Reports were submitted to the
PRAB for review. See attachments
VII. CIP REPORT
The CIP Reports were submitted to the PRAB for review.

VII. GREEN SPACE
Leverett Terrace Townhouse Development
Owner/Developer: Green Trust
Location: N of Poplar St between Leverett & Chestnut
Park District: NW
Multi -Family Units: 53
Land Dedication: .53 acres
Money in lieu: $4,505
MOTEON:ROBERTSON/KTMBROUGH
The PRAB recommends to the Planning Commission to take
money, $4,505, in lieu of a land dedication for the Green
Space requirement of Leverett Terrace -Townhouse
Development.
MOTION APPROVFD UNANIMOUSLY 8-0
OTHER BUSINESS
Dee Wright with the Fayetteville Exchange Club wants a
member to make a presentation to the Club explaining what
kind of help the parks need from clubs.
There was a discussion on reorganizing parks maintenance
including job descriptions, chain of command, better
communications by written memos. There will be
recommendations from the special committee on
reorganization at a later date. Alexander reported he
and Ryan met with the City Manager to discuss the
possibility of transferring from the Public Works
Department to the Planning and Development Department.
Alexander commented that John Merrell, Director of
Planning, has ten plus years experience in park
development and he supports the idea of this transfer.
NOTION:ROBERTSON/KIMBROUGH
The PRAB supports the idea of moving Parks and Recreation
and Parks maintenance from the Public Works Department to
the Planning and Development Department.
MOTION APPROVED 5-1 (KIMBROUGH NAY)
Edmonston reported that the 9th Annual Turkey Trot at
Lake Fayetteville will be Sunday, November 11, 1990.
