HomeMy WebLinkAbout1990-09-24 - MinutesPRAB REGULAR MEETING SEPTEMBER 24, 1990 The meeting was called to order by Rodney Ryan at 5:30 p.m. 326 of the City Administration Building. Members Present: Staff Present: Guests Present: BUSINESS: • in room Colwell, Kimbrough, Robertson, Ryan, Waselues, White Clark, Cox, Edmonston David Cox, Al Einert WHITS/KIMBROUG$ The minutes from the August 20 and September 10, 1990 meetings were approved unanimously 5-0. II. CD REQUEST The CD Request is due Mid -October. Edmonston asked for any ideas members might have on new projects at various parks that are eligible. Ryan requested that all members make a list of any possibilities and return to staff at next meeting. III. ROOT SCHOOL REQUEST Ryan will visit with Rebecca Hinton, Root PTA, for costs, designs, and needs of the requested small playground apparatus, park benches, and picnic tables. IV. DAVIS PARK STATUS The survey and topo have been completed. Harry Grey will draft a legal description for park easement. Bob Callans and Associates have been selected to prepare designs and bid documents for the development of Davis Park. V GREEN SPACE ORDINANCE REVISION PRAB discussed that the Green Space Ordinance needed to be extended, the requirements increased (land and money contribution), and the cash contribution to be paid in full upon final plat approval. (See attached proposed ordinance drafted by the City Attorney.) The Green Space Ordinance has not been increased since its adoption in 1981. Edmonston conducted a survey of the Green Space Ordinance in other cities. Colwell and White recommended during the park fee study that the Green Space requirements be increased as follows: Tiand Dedication: Single Family Units: Multi Family Units: Stash Contribution in Single Family Units: Multi Family Units: . 02412 acres per dwelling . 01929 acres per dwelling Lieu of Land: $250/dwelling $200/dwelling MOTION: KIMBROUGH/ROBRRTSON The PRAB recommends to the Planning Commission and the City Board of Directors for the Green Space Ordinance to be extended, the requirements increased, and the cash contribution to be paid in full upon final plat approval. MOTION APPROVED (4-2) (Rvan & White nav) MOTTON: KTMBROUGH/COLWRigh The PRAB recommends that an alternative amendment to the above motion be made if the Planning Commission or City Attorney does not agree with the three amendments to the Green Space Ordinance. The alternative amendment would recommend to the Planning Commission and the City Board of Directors for the Green Space Ordinance to be extended and the requirements increased. MOTTON APPROVED (6-0) VI. PARK FEES PRAB reviewed the proposed park fee changes and predicted revenues. PRAB discussed charging user fees to associations such as soccer, Little League, Babe Ruth, ESA, and special interest groups (i.e. Model Airplane Club, Archery, Beagle club, etc.) MOTTON: RORRRTSON/KTMBROUGR PRAB recommends to postpone a motion on the park fees until further investigation of park user fees. MOTTON APPROVED UNANIMOUSLY 6-0 Ryan will distribute the Park User Policy from the Little Rock Parks Department at the next PRAB meeting. VII. GULLEY PARK UPDATE Only one bid was received at the bid opening on September 24, 1990. Clark will call all possible vendors to find out why other bids were not submitted. Bids will be advertised again this week. VIII. OTHER BUSINESS Al Einert requested that the Wilson Park west entry road be repaired. The curb was installed with the anticipation of being paved in 1990. With budget constraints, the project was dropped. The Parks Division had requested for the Street Division to complete the project. The Street Division did not have time to do the project as planned. Clark will look into the Parks buildings and grounds maintenance account as a source of possible funding. The meeting adjourned at 7:53 p.m. Minutes approved: 042114----retary JrTh • PARK EVALUATION SUMMARY EVALUATION COMPLETED BY: William Kimbrough PARK EVALUATION: Finger Park RECOMMENDATION: Park needs separate parking from basketball courts, additional playground equipment, additional pavilion and picnic tables, lighting, bathroom facilities, water fountains, park entrance sign, additional benches, and sidewalk to pavilion area. Poor and limited grass on field area. Poor drainage runoff. Nice walking area. Tin can dump area should be picked up on trial. OTHER COMMENTS: Sign entrance off of highway 62 should be larger. Wire fencing is safety hazard. The fencing has fallen down in many areas. EVALUATION COMPLETED BY: William Kimbrough PARK EVALUATION: Lake Fayetteville Softball RECOMMENDATION: Park needs extensive drainage improvements, additional paved parking, wire fence repair, different location for playground, picnic facilities, parking lot lighting replace, replace park signs, additional sidewalks, more handicap parking space, and additional gravel or close -off. OTHER COMMENTS: Strongly recommend paved parking area. EVALUATION COMPLETED BY: Greg Anderson PARK EVALUATION: Walker South RECOMMENDATION: There is a need to paint over graffiti, scrape and paint concession stand, panel bathroom entrance doors, put gravel around water fountains, repair gates, repair field number signs, and fence protection over sand pile where kids play during games. Turf is very weedy and clumpy. Park needs west entrance regulation sign. OTHER COMMENTS: Crowdedness rating due to long waiting list in baseball program. EVALUATION COMPLETED BY: Greg Anderson PARK EVALUATION: Walker North RECOMMENDATION: North playground is very remote from soccer fields. Parent are not comfortable allowing children to go there during soccer games. Park needs bathroom facilities, water fountains, security fence to keep 4 -wheeler off field, and field ID signs. There is a need to spray ball field area, remove barrel with hole and jagged metal edge. OTHER COMMENTS: NONE. EVALUATION COMPLETED BY: Wade Colwell PARK EVALUATION: Gulley RECOMMENDATION: Park needs playground space, picnic facilities, bathroom facilities, water fountains, central entrance signs, more wood chips in muddy spots, bridge across the creek .There is trash along the creek otherwise the park is clean with the exception of a few rusty farm parts laying around. Ball field should have natural cover along the existing fence rows. OTHER COMMENTS: None. EVALUATION COMPLETED BY: Todd White PARK EVALUATION: Bates RECOMMENDATION: Park needs playground equipment on the east park entrance, more picnic table, more benches, water fountains, signs at the east park entrance, more trash receptacles, and sand on the volleyball court. Handicap accessibility to both parks is hard because they are positioned on a hill. There is a need to remove a pile of branches located on the west park grounds, repair two basketball goals, and repair backdrops on tennis courts. OTHER COMMENTS: None. EVALUATION COMPLETED BY: Todd White PARK EVALUATION: Wilson RECOMMENDATION: There is a need to put springs on four way teeter totter, repair fencing around toddler playground on southwest corner, place sand or wood chips under picnic facilities, and redo ball field turf. Park needs better signs for the court area. OTHER COMMENTS: None. EVALUATION COMPLETED BY: Mark Robertson PARK EVALUATION: Lake Wilson RECOMMENDATION: There is a need to grade and gravel the park, repaint pavilion, repair picnic facilities, remove soil from floor, improve drainage, trim scrubs, develop nature trails, and improve boat launch facility. Park needs more trash barrels. ER COMMENTS: None. EVALUATION COMPLETED BY: Mark Robertson PARK EVALUATION: Jefferson RECOMMENDATION: There is a need to repaint playground equipment, relocate apparatus behind building, strengthening the sign, repair ball field turf and regrade. Park needs drinking fountains and trash cans. Use bright primary colors to paint the playground equipment to liven up space. OTHER COMMENTS: None. ' EVALUATION COMPLETED BY: Mark Roberston PARK EVALUATION: Lake Sequoyah RECOMMENDATION: Park needs dock C and D repaired, close C and D until repair is made, clean-up, and litter control. OTHER COMMENTS: The area around boat ramps and especially around marina need removal of old tires, junk motors, debris etc. They look terrible. Also clean up trailer storage area. The area around dam is nothing more than a dump! EVALUATION COMPLETED BY: Donna Waselues PARK EVALUATION: Root RECOMMENDATION: There is a need to resurface playground on small south park, repaint playground equipment, fix drainage problem on the ball field, move small south playground equipment to another part of the playground or put some sand underneath the equipment, repaint benches. The park needs picnic tables, trash barrels, water fountains, new signs, south pavilion basketball goal, and net on the goal that is there. OTHER COMMENTS: Fix the surface and add sand. The principal would like to see "4 square" and "hop scotch" lines painted on the surface. EVALUATION COMPLETED BY: Donna Waselues PARK EVALUATION: Happy Hollow RECOMMENDATION: There is a need to repair wooded "big toy", repair the concrete picnic table on the north playground, and repair ball field backstops. North playground equipment could be moved to south, so it would be used more. Park needs sand underneath the swing set and slide on the north playground, more picnic tables, trash receptacles, water fountains, park signs at the 1st entrance, and net on basketball goal. OTHER COMMENTS: None. EVALUATION COMPLETED BY: Donna Waselues PARK EVALUATION: Butterfield RECOMMENDATION: Park needs more picnic tables in vicinity of pond, trash receptacles, water fountains, more signs, clean-up trash, and net for the basketball goal. There is a need to bend monkey bars, replace three bars on jungle gym, and put sand under jungle gym. OTHER COMMENTS: Recommend this park be developed to take part of the soccer schedule. This park has a pond that needs a low fence around so that children can't fall in --apparently, a rope is put up daily to discourage children from going to close. Also, the dock has a tree growing up through it and is old. This could be a nice park if lots of work were done.
